Getting set up in Sweden
Work permits, the personnummer, and what changes if the job is in Denmark
Sweden's work permit has required at least 90% of the national median salary — SEK 34,470 a month — since 1 June 2026, with a lower 75% floor for a defined exemption list. Once here, folkbokföring with Skatteverket produces the personnummer everything depends on. The Malmö-specific complication is that a large share of the local job market is on the other side of a national border: living in Sweden and working in Denmark is straightforward for EU/EEA citizens and a separate immigration question entirely for everyone else.

A foreign licence is valid in Sweden for one year from the date you are entered in the population register. Exchange without testing exists only for licences from the EEA, Switzerland and Japan; everyone else sits the Swedish theory and practical tests. Malmö then has an unusual driving profile: no congestion charge, flat terrain that makes cycling the default, and the Öresund Bridge, where a casual single crossing by car costs roughly ten times what the train does — which is exactly why almost every commuter takes the train.

A Swedish account is easy once you have a personnummer and hard before it, and what you are really after is BankID — the electronic identity Swedish public services, healthcare, insurers, landlords and marketplaces all use. If your salary comes from Denmark you will additionally need a Danish NemKonto to be paid at all, and MitID, Denmark's equivalent of BankID. Two identities and two accounts is the normal condition of an Öresund commuter, not a sign that something has gone wrong.

Once you are in the population register you are inside the Swedish system: a modest fee per visit rather than a premium, capped by the statutory SEK 1,450 high-cost ceiling over twelve months, with care free for everyone under 20 and again from 85. Region Skåne is among the cheaper regions, at SEK 200 for a doctor at a vårdcentral. The complication unique to this city is cross-border: an Öresund commuter is normally insured in Denmark, and getting Swedish healthcare on Danish insurance is a registration step, not an automatic right.

Sweden ended anonymous prepaid SIMs in 2022: every card, prepaid or contract, must be registered with identification. Prepaid can be registered on a passport, so you can have a working Swedish number before you have a personnummer; a contract needs the personnummer and a credit check. Data is cheap and coverage excellent. The Malmö quirk is geography — Copenhagen is fourteen kilometres across open water, phones on the shoreline and on the bridge latch onto Danish masts, and EU roam-like-at-home is what stops that being expensive.

If you live and work in Sweden, Malmö is an ordinary Swedish tax case: a combined municipal and regional rate of 32.42% for 2026, a 20% national surcharge above an annually uprated threshold, and a pre-filled return you approve with BankID in March. If you work in Denmark, the Öresund Agreement decides which country taxes the salary — and since 1 January 2025 the test is whether you are physically present in the country of work for more than half of your total working hours in any twelve-month period, replacing an older three-month test.

What to know before you go
If you will work in Denmark, two different rules decide two different things — and they have different thresholds
CriticalWhich country taxes your salary is set by the Öresund Agreement inside the Nordic tax treaty. Which country's social security you belong to is set by EU Regulation 883/2004 and the bilateral Öresundsöverenskommelsen. They are separate instruments, administered by separate authorities, and satisfying one does not satisfy the other. Broadly: for tax, you must be physically present in Denmark for more than half your total working hours in any twelve-month period to stay taxed there; for social security, working 25% or more of your time in Sweden throws you into the Swedish system unless the Nordic arrangement covers you. Get both answers in writing before you agree a hybrid schedule.
Denmark refused the EU telework agreement, so the European 50% rule does not help you here
CriticalIn July 2023 the EU introduced a framework agreement letting cross-border teleworkers work up to 50% from home and stay in the employer country's social security. It applies only when both states have signed. Sweden signed with effect from 1 July 2023; Denmark announced on 30 October 2023 that it would not. The Belgian depositary's list of signatories still does not include Denmark. What fills the gap for Öresund commuters is the narrower bilateral Öresundsöverenskommelsen, which needs the Swedish work to be for the same Danish employer and at least half your time to be in Denmark. Anyone who read a generic EU explainer and assumed two days a week at home in Malmö was safe should check with Försäkringskassan.
Go to the Øresunddirekt office beside the station before you sign a Danish contract
CriticalØresunddirekt is a joint Swedish–Danish public information service, and its information centre at Hjälmaregatan 3 next to Malmö Centralstation puts staff from Skatteverket, Försäkringskassan, Arbetsförmedlingen, Länsstyrelsen Skåne and Region Skåne in the same room, without an appointment. Nowhere else in either country can you ask a tax question, a social insurance question and a health-registration question about the same job in one sitting. It is free, it is genuinely the most useful thing in Malmö for a newcomer, and almost nobody arriving knows it exists.
Malmö's housing queue actually works, which is not true of Stockholm or Gothenburg
ImportantBoplats Syd mediated 9,350 apartments in 2025 across 92 landlords, most of them in Malmö, and the median queue time of the people who got one was 2.1 years. About a third of all flats went to applicants with under a year of queue time, and half the student flats went to people with under nine months. Compare that with Gothenburg's average of nearly seven years and Stockholm's inner-city decade-plus. Register with Boplats Syd on day one anyway — but here, unlike in the other two, a first-hand regulated contract is a realistic plan rather than a fantasy.
The nearest international airport is in another country, and that is normal
ImportantCopenhagen Airport at Kastrup has its own station on the Öresund line and is roughly twenty minutes from Malmö Centralstation — closer and vastly better connected than Malmö's own airport at Sturup. Trains run every twenty minutes and take about 35 minutes to Copenhagen Central. Living in Malmö means treating a major European hub as your local airport, which is the single best practical argument for the city.
This is the warm corner of Sweden, and it is the flattest
Good to knowSkåne is the country's southern agricultural plain: mildest winters, longest growing season, most sunshine hours, and terrain flat enough that cycling is the default rather than a choice. Malmö has built its infrastructure around that, and a bike plus a Skånetrafiken card covers almost everything. What it does not give you is Swedish winter scenery — for snow you go north, and the local complaint is grey drizzle rather than cold.

Malmö has an unusually deep games cluster for a city of 360,000 — Massive built The Division and the Avatar game here, and the studios recruit internationally as a matter of routine. It is the sector most likely to hire you into Malmö in English.

Oatly is headquartered in Malmö and the surrounding Skåne plain is Sweden's agricultural heartland, which is why plant-based food, packaging and ingredient companies cluster here rather than in Stockholm.

Copenhagen Malmö Port, Öresundsbron, DSV, Trelleborg AB
Copenhagen Malmö Port has been a single company operating both cities' harbours since 2001 — a genuinely binational institution, and a fair emblem of how much of the local economy assumes the strait is not a border.
Life sciences (Medicon Valley)
Novo Nordisk, Lundbeck, Ferring, AstraZeneca, Camurus
Medicon Valley spans the strait, with most of the large pharmaceutical employers on the Danish side and the research infrastructure on the Swedish one. For a scientist in Malmö, the realistic job market is bilingual and binational.
Research infrastructure & universities
MAX IV, European Spallation Source, Lund University, Malmö University
MAX IV is the world's brightest synchrotron light source and the European Spallation Source is being built next to it, both in Lund — about eleven minutes by train from Malmö C. Between them they are the largest research investment in Sweden's history.

Skanska was founded in Malmö in 1887 as Skånska Cementgjuteriet and the city's post-industrial rebuild — Västra Hamnen on the old Kockums shipyard site — is still the reference case Swedish planners argue about.
Where to go in Malmö
Möllevången
Neighborhood · Central-south
Möllan: the market square and the streets around it, the most mixed and most argued-about part of Malmö, and the best eating in the city.
Local tip: The square's fruit and vegetable stalls are genuinely cheap and genuinely good, and they drop prices further in the last hour before they pack up. Eat falafel from one of the Möllevångsgatan places rather than anywhere with a menu in English.
Ribersborg & Kallbadhuset
Nature · Western shoreline
A two-kilometre artificial beach along the strait, with an 1898 open-air cold bathhouse on a pier at the end of it.
Local tip: The Kallbadhus is nude-bathing and sex-segregated, with wood-fired saunas over the water — and it is open in January, which is the point. Swedes will tell you the sea here is warm; it is not, and that is also the point.
Västra Hamnen & Turning Torso
Landmark · North-west waterfront
The Kockums shipyard site rebuilt from 2001 as a carbon-neutral district, with Calatrava's 190-metre twisting tower at its centre.
Local tip: Skip the tower, which you cannot go up, and walk the Scaniabadet boardwalk at the western tip instead. It is where the city swims on a summer evening and where the Danish coast is closest — you can see Copenhagen's skyline on a clear day.
Malmö Saluhall & Slagthuset
Food · Central, by the station
A 1890s freight terminal turned market hall in a district of converted slaughterhouse buildings, five minutes from Malmö C.
Local tip: It is a short walk from the Øresunddirekt office, which makes it the obvious place to end the morning where you sort out your cross-border paperwork. Get skagenröra or the smoked fish rather than the coffee-shop end of the hall.
Folkets Park & Möllan's back streets
Culture · Central-south
Sweden's oldest public park, founded 1891 as a workers' park, with a Moorish pavilion, a free-entry funfair feel and open-air stages.
Local tip: Far Far Away — the vegetarian food hall in the old dance pavilion — and the Far i Hatten beer garden are what locals actually use it for. In summer the free concerts and the Sunday flea market are both real events, not tourist-facing ones.
Lund & the research corridor
Hidden gemCulture · 11 minutes north by train
A 1666 university town with a Romanesque cathedral, an astronomical clock, and the largest research investment in Swedish history on its outskirts.
Local tip: The train from Malmö C takes about eleven minutes and runs constantly, so people live in one city and work in the other without thinking about it. Go for the cathedral crypt and the Kulturen open-air museum — and note that the Lund municipal tax rate is 32.42%, the same as Malmö's, so moving between them costs nothing.
