Buy a prepaid chip against your CPF
Operator stores in the Beiramar and Iguatemi shopping centres, supermarkets and lottery agents all sell them. Every chip is registered at activation to a named holder — name, address, date of birth and CPF for an individual. Without a CPF you can still activate inside an operator's own store on a passport or RNM, but nowhere else will do it, and there is no anonymous option.

Check fibre availability at the exact address, not the district
The central island, Trindade, Itacorubi, the Lagoa and the mainland districts have deep fibre coverage from several providers. Parts of the south of the island and the smaller north-coast villages are still served by radio or by a single provider. If your income depends on the connection, confirm before signing a lease.

As everywhere in Brazil, a condominium may have arrangements limiting which operators can run cable through the risers. The síndico or the porter will tell you in thirty seconds which providers are already inside.

Have a backup for January and February
When the island population roughly triples, mobile data in the beach districts slows markedly and stays slow for weeks. A second chip on a different network, or a fixed connection you can tether from, is what local remote workers do rather than hoping.

The federal Celular Seguro service blocks a stolen handset and its banking apps across operators in one action; register through gov.br. Postpaid gives better value but runs a credit check against a CPF that starts with no history.

Things most newcomers don’t know

Summer visibly degrades mobile data in the beach districts, and it lasts for weeks.

The island's resident population is under six hundred thousand and its January population is several times that, concentrated precisely in the north and south beach areas where cell density is lowest. Remote workers who move to Campeche or Ingleses for the lifestyle discover in their first January that the network they tested in September is not the network they have in peak season.

Fibre coverage on this island is address-specific, not district-specific.

Florianópolis has excellent fixed connectivity in its urban core and patchier provision in the south of the island and the smaller north-coast settlements, where a single provider or a radio link may be the only option. Two houses on the same road can have different answers. Check the exact address with the provider's availability tool before you commit to a lease you need for work.

Every SIM in Brazil is registered to a named holder, which fixes the order of your first fortnight.

Lei 10.703/2003 and art. 58 of ANATEL's Resolução 477/2007 require registration on prepaid chips as well as postpaid ones, with the CPF recorded for individuals. A foreigner without one can activate in a company store on a passport, but that is the only counter that will do it. The bank then wants the number for two-factor codes, and the landlord wants the bank, so the practical sequence stays CPF, chip, bank, lease.

Coworking here exists partly because home connections and home offices are unreliable.

Florianópolis has an unusually deep coworking market for its size, and the reason is practical rather than social: a beach-district flat with radio internet, no air conditioning in February and no heating in July is a poor place to work. A desk at BRL 500–900 a month is often cheaper than solving those problems at home.

Expecting to pick up an unregistered chip in a supermarket before the CPF exists.
Signing a lease in a beach district without checking fibre at that exact address.
Testing mobile coverage in low season and assuming January will be the same.
Applying for postpaid on an empty Brazilian credit file and being declined.
Not registering on Celular Seguro until after a phone has gone.
