Employment Permit (work permit)

What you need

A Namibian employer willing to sponsor, with a signed employment contract
Evidence that the post was advertised locally and that no suitably qualified Namibian was available — the labour-market test is applied in substance, not as a formality
Certified qualifications, and evaluation by the Namibia Qualifications Authority where the profession requires it
Registration with the relevant professional council for regulated professions (medicine, engineering, law, accountancy, teaching)
Police clearance and a medical certificate
Passport valid well beyond the intended stay

Worth knowing

The labour-market test is the binding constraint. Namibia's formal labour market is small and the Board is genuinely protective of local employment — roles that could plausibly be filled by a Namibian are refused.
Because the Board meets periodically, a rejected or deferred application does not simply get reworked next week. Build the sitting schedule into your timeline.
The permit is tied to the employer and the post. A promotion into a different role can require a fresh application.
Since 1 April 2025 many previously visa-exempt nationalities need a visa merely to enter Namibia. Do not arrange to arrive first and sort the permit later on the assumption of free entry.
The digital nomad visa is a separate, non-renewable six-month instrument and is not a shortcut into this route.

Separate application forms for each accompanying family member

How long it lasts: Six months. It is expressly non-renewable, and a former holder may only reapply twelve months after the previous visa expired.
Path to permanent residence: None. It confers no residence status, does not accumulate toward permanent residence, and carries no right to work for Namibian employers or clients.
Cost: NAD 3,300, payable on approval, per NIPDB.
Processing time: Weeks. The NIPDB motivation letter is issued first and submitted to MHAISS with the application forms.

Worth knowing

Six months, once, then a twelve-month cooling-off period. It is one of the more generous income bars in Africa but one of the shortest stays — it is a long visit, not a move.
Third-party sites quote different family thresholds. The NIPDB's own page is the figure to work from: USD 2,000 principal, USD 1,000 spouse, USD 500 per child, all per month.
Namibia's internet is good in Windhoek, Swakopmund and Walvis Bay and thin elsewhere. Do not plan a remote-work stay around a rural base without checking coverage first.

Path to permanent residence: Investors are among the categories the Immigration Selection Board will consider for permanent residence, but it remains discretionary.
Cost: The capital commitment dominates. Namibia does not publish a single statutory investment threshold in the Immigration Control Act — the figures circulated by immigration consultancies are administrative practice, so confirm the current expectation with MHAISS or NIPDB before committing funds.
Processing time: Months, and dependent on the Board's sitting schedule.

Worth knowing

The employment commitments in the business plan are treated as continuing obligations checked at renewal, not as a one-off promise.
Namibia has been reworking its investment-facilitation law for several years. Anything you read about a named investment act should be checked for whether it is actually in force.
A residence permit obtained as an investor does not by itself let you take salaried employment elsewhere.

Study Permit

Worth knowing

There is no post-study job-search visa in Namibia. Several widely-copied online guides describe a six-month graduate job-search period under the Immigration Control Act, extendable to two years on a matching job offer. Section 28 of the Act contains no such provision — only the Chief of Immigration's general power to extend a student's permit. Do not build a plan on it.
Section 28(6) is explicit that a study permit does not authorise employment, business, a profession or an occupation, with a narrow exception where the training itself legally requires the employment.
Overstaying or breaching a condition of a study permit is a criminal offence under section 28(5), carrying a fine of up to N$12,000 or up to three years' imprisonment, and can make you a prohibited immigrant.

Permanent Residence Permit

Long-term residents, spouses of Namibian citizens, retirees with independent means and investors who have maintained a business — all decided by the Immigration Selection Board.

What you need

Satisfying the Immigration Selection Board on the section 26(3) tests: good character, likelihood of assimilating, not being harmful to Namibia's welfare, and either sufficient means to maintain yourself and your family or qualifications and experience that will make you effective in the work you intend to pursue
Not intending to pursue an occupation in which enough people are already engaged in Namibia to meet demand — the localisation test again, applied at the permanent-residence stage
Alternatively, being the spouse or dependent child, or a destitute, aged or infirm parent, of someone already permanently resident in Namibia who undertakes in writing to maintain you
Police clearances covering every country of long residence
Medical certificate

How long it lasts: Indefinite once granted, but it lapses if you fail to enter Namibia within six months of issue, or — before you have acquired domicile — if you are absent from Namibia for a continuous period exceeding two years.
Path to permanent residence: This is the permanent status. Namibian citizenship by naturalisation is a further and separate step with its own residence requirement.
Cost: Application fees plus clearances. Applications turn on demonstrated means rather than on a fee.
Processing time: Long — measured in many months to years, and constrained by the Board's sitting schedule.

Worth knowing

The Immigration Control Act sets no qualifying number of years. Permanent residence is not something you become entitled to at an anniversary; it is a Board decision against the section 26(3) tests, and a long employment-permit history is evidence rather than qualification. Anyone quoting you a five- or ten-year clock for Namibia is describing practice, not law.
There is no retirement or investor category in section 26 and no published financial threshold for either. The figures circulated by immigration consultancies are not in the Act or in regulations. Get the current expectation from MHAISS in writing before you plan around it.
The two-year absence rule bites before you have domicile. A permanent residence permit is not a passport you can park while you work elsewhere.
Permanent residence is not citizenship and does not give you a Namibian passport or the vote.
Spouses of Namibian citizens have the clearest path, but the Board still exercises discretion and a marriage certificate alone does not decide it.
