Employment permits, the Selection Board, and the 2025 visa change

Working in Namibia requires an employment permit issued by the Chief of Immigration on the recommendation of the Immigration Selection Board, backed by evidence that no suitably qualified Namibian was available. It is slow — two to three months is normal — because the Board sits periodically rather than continuously. Separately and importantly, from 1 April 2025 more than thirty previously visa-exempt nationalities need a visa simply to enter Namibia, obtainable online in advance or on arrival. A digital nomad visa exists, is genuinely attractive on income terms, and is a hard six months with no renewal.

Total cost
Permit fees are modest by regional standards. The real cost is qualification evaluation, professional registration and the months of waiting. Entry visas carry a published fee, higher for non-African nationalities.
Time needed
Two to three months for an employment permit is typical, longer is common, and the Board's sitting calendar rather than the file's complexity is what governs it.
Validity
Employment permits are granted for a defined period matched to the contract, commonly one to two years, and renewed while the post and the business need continue. Permanent residence is decided by the Selection Board after long continuous residence and remains discretionary.

Before you start

  • A Namibian employer willing to sponsor, with a signed contract
  • Evidence the post was advertised locally with no suitable Namibian candidate
  • Certified qualifications, evaluated by the Namibia Qualifications Authority where required
  • Registration with the relevant professional council for regulated professions
  • Police clearance and a medical certificate

Step-by-step

  1. 1

Check your entry position before anything else

From 1 April 2025, nationals of more than thirty countries that previously entered visa-free — including the US, UK, Canada, Australia, New Zealand, Japan and most of western Europe — need a visa. Apply online in advance through the MHAISS e-services portal or obtain one on arrival, at the published fee for non-African nationalities.

  2. 2

Have the employer run and document the local advertisement

The labour-market test is applied in substance. The employer needs to show the role was advertised in Namibia and that no suitably qualified Namibian applied. This is the part that fails, not the paperwork.

  3. 3

Get qualifications evaluated and professionally registered

The Namibia Qualifications Authority evaluates foreign qualifications, and regulated professions — medicine, engineering, law, accountancy, teaching — require registration with the relevant council. Both take time and both sit before the permit rather than alongside it.

Submit the employment permit application and wait for a Board sitting

Applications go to MHAISS and are recommended on by the Immigration Selection Board. Two to three months is normal and longer is common. Because the Board sits periodically, a deferral does not simply get reworked the following week.

Bring dependants on their own applications

Spouses and children apply separately. A dependant's permit does not carry work rights — a working spouse needs their own employer, their own advertisement and their own employment permit.

Understand what the digital nomad visa is and is not

Six months, non-renewable, reapplication only twelve months after expiry, USD 2,000 monthly income for the principal, NAD 3,300 fee on approval, administered through NIPDB with the visa granted by MHAISS. It is a long visit. It does not lead anywhere and it does not permit work for Namibian employers or clients.

Documents you’ll need

  • Passport valid well beyond the intended stay
  • Employment contract and the employer's motivation
  • Evidence of the local advertisement and the recruitment outcome
  • Certified qualifications and NQA evaluation where required
  • Professional council registration, for regulated professions
  • Police clearance and medical certificate

Things most newcomers don’t know

The April 2025 visa change caught the travel industry off guard and still catches individuals.

Namibia withdrew visa-free entry from more than thirty nationalities with effect from 1 April 2025, on reciprocity grounds, after a cabinet decision in July 2024. The list includes the United States, United Kingdom, Canada, Australia, New Zealand, Japan and most of western Europe. Guides, employer relocation packs and airline advice written before 2025 still describe those passports as visa-exempt. Check the current requirement for your own passport rather than relying on a colleague's experience from a previous posting.

The Immigration Selection Board's sitting calendar is your real timeline.

Employment permits are granted by the Chief of Immigration on the Board's recommendation, and the Board convenes periodically rather than processing continuously. That means an application is not a queue you advance through steadily — it waits for a sitting. A deferral costs a full cycle. This is why Namibian employers start applications months before a start date and why 'it's with immigration' can mean very different things depending on the calendar.

Namibia's nomad visa is unusually accessible on income and unusually strict on duration.

USD 2,000 a month for the principal applicant is one of the more reachable digital nomad thresholds anywhere, and the NAD 3,300 fee is low. But the visa runs six months, is expressly non-renewable, and you may only reapply twelve months after the previous one expired. It creates no residence status, no tax residence by itself, and no path to anything. Treat it as a very good half-year, not as a soft landing into a Namibian life.

The graduate job-search window is a small real bridge that most guides omit.

The Immigration Control Act allows a foreign student who has completed a Namibian qualification to remain to look for employment, with the possibility of extension where a job offer matching the qualification is secured. It is discretionary and time-limited, but it exists — which makes studying in Namibia a more plausible entry route than the employment-permit statistics alone would suggest, particularly in the mining, veterinary and conservation fields where local demand is real.

Common mistakes to avoid

  • Travelling on a passport that lost visa-free entry on 1 April 2025.
  • Planning a start date on a two-week permit assumption.
  • Leaving NQA evaluation or professional-council registration until after the permit application.
  • Treating the digital nomad visa as renewable or as a residence status.
  • Assuming a dependant's permit lets a spouse take a job.
