What you need

An employment contract with a Bulgarian employer for the role applied for
A labour market test, unless the role or the applicant falls into an exempt category
Pay and conditions no worse than those of a Bulgarian national doing the same work — this is checked, not assumed
Qualifications for the position, with recognition of foreign diplomas for regulated professions
A type D long-stay visa obtained at a Bulgarian mission before travelling, unless you are already lawfully resident
Health insurance and a clean criminal record

Cost: Employment Agency decision fee, the type D visa fee, and the residence card fee. Bulgaria is one of the cheaper EU jurisdictions for this and the employer normally carries the employment-side costs.
Processing time: The Employment Agency decision runs to a statutory maximum measured in weeks; the visa appointment at the mission is usually the real bottleneck.

Worth knowing

The labour market test is the step that fails applications. It requires the employer to have advertised and to document why no suitable Bulgarian or EU candidate was found, and a thin advertising record is a refusal.
The permit ties you to that employer and that role. Bulgaria applies the EU rule allowing a change of employer with notification, but treat any move as requiring fresh paperwork rather than as free.
All fees, salaries and thresholds are now stated in euro following the 1 January 2026 changeover. If a figure is quoted in leva, it has been converted from an older document at 1.95583 — check the date on the source.
Bulgaria's full Schengen membership from January 2025 means the residence card carries ordinary Schengen movement rights. Guidance written before then says otherwise.

EU Blue Card

Higher education qualification of at least three years' study, or equivalent professional experience in the categories the recast directive opened up
An employment contract for a highly qualified role of at least six months
Gross salary of at least 1.5 times the average gross salary in Bulgaria, calculated from National Statistical Institute data for the twelve months preceding the contract
Health insurance and a clean criminal record

How long it lasts: Up to five years, or the contract length plus three months where the contract is shorter. Renewable.
Path to permanent residence: Counts toward long-term residence at five years, and Blue Card periods completed in other member states can be aggregated — the practical reason to prefer it over the single permit.
Cost: Modest by EU standards; issuance fees are in the low tens of euro with expedited options available at a premium.
Processing time: Up to three months by statute; in practice frequently faster than the single permit because no labour market test applies.

Worth knowing

The threshold is a formula, not a number. It tracks the NSI average gross salary, which is republished quarterly, so the figure that applies is the one derived from the twelve months before your contract is signed. Bulgarian wages have risen fast, so a threshold quoted even a year ago will be too low.
No labour market test applies to the Blue Card. Employers who insist on running one are applying the single-permit procedure by mistake.
Falling between the ordinary employment level and the Blue Card threshold means the single permit, not a reduced Blue Card — there is no partial qualification.

Long-stay residence for freelance or commercial activity

Self-employed professionals and people running a Bulgarian company. Bulgaria has no digital nomad visa, so this is the route remote workers actually end up on if they want to be resident rather than visiting.

What you need

Permission to carry out freelance activity, or a registered Bulgarian company with genuine activity
For the commercial-activity ground, evidence of investment and of employment created for Bulgarian nationals at the levels set in the Foreigners Act
Proof of means of support and of accommodation
Health insurance and a clean criminal record

How long it lasts: Continuous residence permit, typically renewed annually.
Path to permanent residence: Counts toward long-term residence at five years of continuous lawful residence.
Cost: Company formation and accountancy are the ongoing costs; Bulgarian mandatory social and health contributions for the self-employed are payable on a declared insurable income whether or not the business is profitable.
Processing time: Weeks to a few months, and heavily dependent on how complete the commercial file is.

Worth knowing

Bulgaria has no digital nomad visa. Remote workers are routinely told otherwise by relocation marketing; what exists is this freelance or company route, which carries real Bulgarian social-contribution and filing obligations that a nomad visa would not.
The commercial-activity ground carries job-creation conditions that are checked at renewal. A dormant company is the classic renewal refusal.
The 10% flat income tax is genuinely 10% and applies to most personal income including self-employment profit. It does not remove social and health contributions, which are the larger deduction for most people.

Worth knowing

Students may work limited hours without a separate permit, but it does not substitute for a work authorisation after graduation.
Diploma recognition (NACID) is a separate procedure from immigration and is the usual cause of delay when converting a student permit into a work one.

Worth knowing

Foreign civil-status documents must be apostilled or consularly legalised and translated by a translator on the Ministry of Foreign Affairs list. A translation done abroad by an unlisted translator is routinely rejected.
Bulgaria distinguishes sharply between family of an EU/Bulgarian citizen and family of a third-country resident. Confirm which regime applies before gathering evidence — the income and waiting requirements differ materially.
