Work-contract visa + carte de travail + carte de résident

Non-ECOWAS professionals with an Ivorian job offer. Three separate instruments in sequence, issued by three different bodies: your employer gets the contract stamped by the employment agency, you then get a carte de travail, and ONECI issues the carte de résident that makes you lawfully resident.

What you need
  • A written employment contract or letter of engagement, stamped (visé) by the employment agency BEFORE you enter the country — Arrêté n° 4810 requires the visa to precede admission
  • Evidence the employer first advertised the post: the arrêté requires the vacancy to be published for two months through an approved placement channel before a non-national may be recruited
  • An entry visa in your passport, obtained before travel (the e-Visa is applied for online and the biometric visa is issued on arrival at Abidjan Félix Houphouët-Boigny)
  • Application for a carte de travail within three months of your hiring date
  • For the carte de résident: passport identity page, the visa, the entry stamp, an extrait de casier judiciaire, birth certificate, a certificat de résidence less than six months old, an attestation de travail from the employer, and the online pre-enrolment receipt
  • Foreign civil-status documents apostilled and translated into French by a sworn translator
How long it lasts
The carte de travail is issued for one year and renewed annually. The biometric carte de résident runs five years from issue and is renewable; ONECI advises applying in the month before expiry.
Path to permanent residence
There is no separate permanent-residence status — the five-year carte de résident renewed indefinitely IS the long-stay status. The only step beyond it is naturalisation, which under the Code de la nationalité requires five years' habitual residence in Côte d'Ivoire immediately preceding the application and is granted by decree at the government's discretion, not on points.
Cost
The carte de résident is a flat XOF 300,000 for non-ECOWAS nationals, reduced to XOF 150,000 for French citizens under a bilateral arrangement and XOF 35,000 for clergy and French cooperants; the same scale applies on renewal, with an optional VIP service at XOF 15,000. On top of that sits the work-contract visa fee, which the 1997 arrêté sets by the worker's origin and grade — for a non-African hire, XOF 750,000 at director level, XOF 500,000 for a cadre, XOF 300,000 for an agent de maîtrise. Treat those employment figures as the governing scale rather than a current quotation: we found no gazetted revision since 1997 and no official page republishing them, so confirm with the Ministère de l'Emploi before budgeting.
Processing time
ONECI quotes 15 working days for a first carte de résident and 7 working days for a renewal, after an appointment at its resident-card centre near the Résidence Bertille in 2 Plateaux Vallons, open Monday to Friday 8am–12pm. The contract visa and the carte de travail sit ahead of that and are the unpredictable half.
Worth knowing
  • The employer must stamp the contract BEFORE you land, not after. Arrêté n° 4810 puts the contract visa ahead of admission to Ivorian territory, so arriving on a tourist e-Visa and regularising later is the wrong order and is a common, expensive mistake.
  • Every legal text still names AGEPE as the stamping authority, but AGEPE was dissolved on 24 June 2015 and its functions passed to the Agence Emploi Jeunes (Ordonnance n° 2015-228 du 8 avril 2015). You will see both names on forms and in HR advice; they mean the same step.
  • The work permit and the residence card are separate documents from separate agencies. A stamped contract does not make you lawfully resident, and the carte de résident is what the police ask for at a checkpoint.
  • Pre-enrolment online has been compulsory since 12 June 2023 and ONECI will not accept a file at the counter without the pre-enrolment receipt. There is a separate payment form for the card fee, for any late penalty and for VIP service — one payment does not cover all three.
  • Being resident without the card is a criminal matter, not an administrative one: the offence carries imprisonment and a fine in the hundreds of thousands of CFA francs, plus a ban on re-entry. Do not let the three-month clock run out while paperwork drifts.
  • The certificat de résidence must be under six months old and the casier judiciaire under three months at renewal, so both are worth timing rather than collecting early.

ECOWAS free movement (no residence permit at all)

Citizens of the fifteen ECOWAS member states — Burkina Faso, Mali, Guinea, Nigeria, Ghana, Senegal, Benin, Togo, Niger, Liberia, Sierra Leone, Guinea-Bissau, Gambia, Cabo Verde and Côte d'Ivoire itself. This is by a wide margin the most-used route into the country and it is not a permit; it is the absence of one.

What you need
  • A valid national identity document or passport from an ECOWAS member state, or an ECOWAS travel certificate
  • In practice, a consular card issued by your own country's mission in Abidjan, which is what Ivorian authorities accept as identification for an ECOWAS national
  • No Ivorian residence permit, no sponsor, no minimum income and no fee
How long it lasts
Open-ended. Ordonnance n° 2007-604 du 8 novembre 2007 removed the residence-permit requirement for ECOWAS nationals entirely; there is no card to expire and nothing to renew.
Path to permanent residence
Living here under free movement does not by itself confer any Ivorian status, and it is not a ladder — no amount of time on it converts into a card. What it does do is quietly accumulate the habitual residence that naturalisation requires, so an ECOWAS national who has lived here for years is often closer to naturalisation than to any permit.
Cost
None. This is the whole point of the 2007 ordinance.

None — nothing is applied for.
Worth knowing
  • Côte d'Ivoire went further than ECOWAS law required. The Protocol on Free Movement guarantees ninety days' entry; the 2007 ordinance abolished the residence permit for ECOWAS nationals altogether, which is a materially stronger position than in most member states. Do not assume the reverse applies to Ivorians in your country.
  • Free movement is not employment law. An ECOWAS national still works under an Ivorian employment contract with CNPS registration and Ivorian tax; the difference is only that no immigration document gates it.
  • Carry identification. Police checks are routine in Abidjan and the practical consequence of having no residence card is that your home-country ID or consular card is the only thing standing between you and a long evening.
  • The distinction between the two regimes is invisible in most local advice. Ivorians and long-settled West Africans will tell you, correctly for them, that nobody needs papers to live here. That advice is flatly wrong for a non-ECOWAS reader, for whom the same situation is a criminal offence.
  • Article 3 of the same 2007 ordinance is what makes the carte de résident compulsory for everyone else beyond three months. One instrument, two opposite outcomes.

Business owner / self-employed carte de résident (registre de commerce)

Founders, traders and self-employed professionals who register a company or a sole trader in Côte d'Ivoire and hold the residence card in the commerçant category rather than as somebody's employee.

What you need
  • A company or sole trader registered at the Registre du Commerce et du Crédit Mobilier, via CEPICI's guichet unique des formalités d'entreprises
  • The registre de commerce extract, which is the category document ONECI asks for in place of an employment certificate
  • The standard carte de résident file: passport, visa, entry stamp, casier judiciaire, birth certificate, certificat de résidence under six months old, pre-enrolment receipt and bank payment receipt
  • For a spouse or dependants applying alongside you, a notarised attestation de prise en charge
How long it lasts
Five-year carte de résident, renewable, for as long as the business registration stays live.
Path to permanent residence
The same answer as the work route: renew the five-year card indefinitely, or naturalise after five years' habitual residence. Registering a business or investing capital does not create a faster or separate track to permanent status — Côte d'Ivoire has no citizenship-by-investment or golden-visa programme.
Cost
The carte de résident at XOF 300,000 (XOF 150,000 for French nationals) sits on top of company formation. Côte d'Ivoire imposes no minimum share capital on a SARL — Ordonnance n° 2014-161 du 2 avril 2014 leaves the amount to the founders and only fixes the nominal value of a share at no less than XOF 5,000 — so the real cost is registration, notary and professional fees rather than a capital threshold. We could not confirm CEPICI's current formation fee from an official page; treat the figures circulating in commercial guides as indicative and ask the guichet unique directly.
Processing time
CEPICI markets company registration in 24 to 48 hours for a well-prepared file, and longer when documents come from abroad and need legalisation. The resident card then runs on ONECI's own 15-working-day clock.
Worth knowing
  • There is no investor visa. Registering a business changes which supporting document you attach to the resident-card file; it does not change the card, the fee, the queue or the five-year term.
  • The absence of a minimum capital requirement is real but easy to over-read. Banks, landlords and public tenders form their own view of a company capitalised at a symbolic amount, and some regulated activities carry their own capital rules.
  • The 2018 investment code (Ordonnance n° 2018-646 du 1er août 2018) offers tax and customs incentives by sector and by zone, administered through CEPICI. Those are fiscal advantages for the company, not immigration advantages for the founder — do not let an incentive brochure be read as a residence route.
  • You can incorporate from abroad through a legalised power of attorney, but you cannot obtain the resident card from abroad: enrolment is biometric and in person in Abidjan.

Dependent spouse and children (conjoint pris en charge)

Spouses and minor children of a carte de résident holder, and foreign spouses of Ivorian citizens. ONECI treats them as a distinct application backed by a notarised undertaking of support rather than as an add-on to the principal's file.

What you need
  • A legalised attestation de prise en charge from the person supporting you
  • The principal's valid carte de résident, plus their attestation de travail or registre de commerce and tax-compliance certificate if self-employed
  • Passport, visa and entry-stamp copies (compulsory on a first application)
  • Marriage certificate, or birth certificates for children
  • For a child under 16, a legalised parental authorisation and, where relevant, school enrolment documents
How long it lasts
Five years, aligned with the principal's card and renewed alongside it.
Path to permanent residence
For the spouse of an Ivorian citizen this is now the slower half of a two-stage journey. Loi n° 2024-236 du 24 avril 2024 abolished automatic acquisition of nationality on marriage and replaced it with a declaration made before the competent authority only after a five-year probationary period from the date of the marriage — reduced to three years where the couple has at least two children of their union — and only if the community of life has not ceased and the Ivorian spouse has kept their nationality. For an ordinary dependant with no Ivorian spouse, the path is renewal of the card, then ordinary naturalisation.
Cost
The same scale as the principal: XOF 300,000, or XOF 150,000 for French nationals. The Service Public procedure sheet for a dependent spouse quotes exactly those two figures.
Processing time
The Service Public sheet for a dependent spouse states 45 days, which is materially slower than the 15 working days ONECI advertises for a standard first card — plan the family's applications around the longer figure.
Worth knowing
  • The 2024 nationality reform is the single biggest recent change and most guides have not caught up. Until 24 April 2024, a foreign woman marrying an Ivorian man acquired Ivorian nationality at the moment of the ceremony. That is simply no longer the law: five years, then a declaration, and the state's stated purpose was to stop marriages of convenience being used as a shortcut around naturalisation.
  • The reform also made the rule symmetrical — it now reads on a foreign man marrying an Ivorian woman as well as the reverse, which the 1961 code did not.
  • A dependent card carries no right to work. A spouse who wants a job needs their own employer, their own stamped contract and their own carte de travail.
  • The attestation de prise en charge must be legalised, and this is where family files most often stall. Get it notarised before you start the rest of the paperwork.

Student carte de résident

Non-ECOWAS students enrolled at an Ivorian university or accredited institution — Université Félix Houphouët-Boigny in Cocody, the INP-HB in Yamoussoukro, or a private school in Abidjan.

What you need
  • An attestation de fréquentation, an enrolment receipt, or a student card for the current academic year — ONECI accepts any of the three
  • The standard file: passport, visa, entry stamp, casier judiciaire, birth certificate, certificat de résidence under six months old, pre-enrolment receipt
  • For applicants under 16, a legalised parental authorisation and the guardian's own card or work certificate
How long it lasts
The card itself is the ordinary five-year biometric carte de résident, but you must hold current-year enrolment evidence at each application, so in practice it tracks your studies.
Path to permanent residence
None automatically. Côte d'Ivoire has no post-study work permit and study time does not convert into anything. A graduate who wants to stay needs an employer to run the full contract-visa and carte de travail process from the beginning, exactly as if they had never lived here.
Cost
The same XOF 300,000 non-ECOWAS fee as everyone else, or XOF 150,000 for French nationals. There is no student discount, which makes the card a genuinely significant line in a student budget.
Processing time
15 working days for a first card once the enrolment evidence is in hand.
Worth knowing
  • The flat fee is the sting. Unlike most countries, Côte d'Ivoire does not price student residence differently from executive residence — budget the full XOF 300,000.
  • ECOWAS students need none of this, which is why the student body at Ivorian universities is heavily West African and why campus advice about residence paperwork frequently does not apply to you.
  • Institutions do not generally lodge the file for you. Expect to attend the ONECI resident-card centre in 2 Plateaux Vallons yourself, in the morning window, with an appointment.

Retiree carte de résident (bulletin de pension)

Retired non-ECOWAS nationals who want to settle in Côte d'Ivoire on a foreign pension. ONECI lists retirees as an explicit category and asks for a pension statement in place of a work certificate.

15 working days for a first card, 7 for a renewal.
Worth knowing
  • This is a category on a form, not a retirement visa. Côte d'Ivoire publishes no minimum pension income, no health-insurance requirement and no dedicated retiree programme, so do not expect the structured guarantees a Portuguese or Malaysian retirement route offers.
  • Because no income floor is published, the discretion sits with the officer reviewing your file. Bring more evidence of means than you think you need.
  • Healthcare is the real planning problem rather than the permit. The CMU is built around Ivorian residents in employment and the private hospitals in Abidjan are pay-first; international cover is effectively mandatory in practice even though nobody makes it a condition of the card.
