What is Kyrgyzstan's Investment visa (type I) — five or ten years?

Investors and heads of foreign investment companies who can document a contribution to the Kyrgyz economy. Unusually for the region, this is a visa with a published threshold rather than a discretionary invitation. It lasts up to five years where the contribution is equivalent to at least 10,000,000 som, and up to ten years where it is at least 20,000,000 som. At the National Bank's rate of 87.45 som to the dollar on 6 August 2026 those are roughly USD 114,000 and USD 229,000 — low thresholds by international standards, which is the point of them. A ten-year visa is not a residence permit and does not become one automatically. Investment activity is, however, an express ground for a residence permit, and the draft 2026 reform lists it among the expanded grounds. How long it lasts: Granted in two stages. Stage one is 60 days. Within those 60 days you file the extension documents and the status runs for one year, renewable annually to a maximum of ten years. Cost: No fee is charged for the status itself. The state services portal frames its value as what it saves you: a year's exemption from the annual multiple-entry visa (quoted at USD 225), from the work permit (quoted at 10,000–20,000 som) and from registration at place of temporary stay.
Processing time: The ministry's own announcement does not publish a service standard. Press coverage of the launch quotes three working days; treat that as indicative and expect the account-activation step to run before the clock starts at all.

Worth knowing

The application is a TWO-STEP process on dnomad.e-gov.kg and people miss the first step. You first apply to activate an individual personal account; only once that is activated can you file for the status itself. The ministry also stresses that the status application is accepted only with the complete document package — a partial file is not held open.
The one-year extension requires you to register as an individual entrepreneur or a legal entity. That is a substantive condition dressed as a document: the status is designed to funnel remote workers into the Kyrgyz tax system as entrepreneurs, not to leave them invisible in it. Budget for accounting from month three, not month twelve.
The eligible nationalities are genuinely unclear from the official pages and this is the single biggest thing to verify before planning around it. The Tunduk state services page still describes the PILOT regulation — it says in terms that the provision runs until 31 December 2023 — and lists only six eligible countries: Azerbaijan, Armenia, Belarus, Kazakhstan, Moldova and Russia. The permanent procedure was adopted in 2025 and press reporting describes a far wider list including the US, UK, Germany, Japan and South Korea. The MFA's own visa classification contemplates a DN visa for 'visa countries', which only makes sense on the wider list. Check your nationality on the platform before you buy a ticket.
The benefits are unusually concrete for a scheme of this kind: exemption from registration at place of residence, exemption from the work permit, an automatic personal identification number (PIN), the right to obtain an electronic digital signature, the right to register a legal entity, and the right to open and operate Kyrgyz bank accounts without residence registration. That last one is the practical prize — it is the step that blocks most foreigners here.
If you are in IT, look at the High Technology Park before you decide how to structure. HTP residents pay 0% VAT, 0% corporate income tax and 0% sales tax, a 1% contribution to the HTP Directorate, and 5% personal income tax for their employees against Kyrgyzstan's flat 10%. Company registration is quoted at up to three business days, can be done remotely, and allows 100% foreign ownership. HTP residency is a company tax status and entirely separate from your immigration status — but for a nomad who has to incorporate at the extension anyway, the two decisions are made at the same moment.

Processing time: Weeks, and driven by the quota rather than by the paperwork. The employer's permit must exist before you can be named on anything.

Worth knowing

The quota is set annually by government and is allocated BY INDUSTRY AND BY REGION, Bishkek included. That makes it one of the few genuinely sub-national variables in Kyrgyz immigration: a job in Bishkek and the same job in Osh draw on different regional allocations, and a full regional bucket is a hard stop rather than a queue. The Ministry of Labour put the 2026 national quota at 52,000 workers.
Quota allocated to an employer lapses if it is not used within three months of the permit being issued. An offer that sat unfilled over a slow spring can evaporate for reasons that have nothing to do with you.
The permit is employer-specific and cannot be transferred. Changing jobs means a new permit from the new employer, and someone working for two companies needs two permits. There is no portability and no grace period built into the document.
EAEU citizens — Russia, Belarus, Kazakhstan and Armenia — need no work permit at all. Kyrgyzstan acceded to the Eurasian Economic Union on 12 August 2015 and its citizens work in the other member states, and theirs here, under the treaty rather than under this system. Roughly nothing on this page applies to them.
Two adjacent visa types are NOT this route and get mistaken for it. Special Work visa SW1 covers employees seconded by a foreign company to install or repair equipment it supplied; SW2 covers journalists, correspondents and charitable-foundation staff. Both run 60 days extendable to a year and both sit outside the ordinary labour-migration procedure.
The Business visa (type B) and the Sapar visa (type J) explicitly do NOT confer the right to work, to trade as an individual entrepreneur, or to carry out any profit-generating activity. Neither does the Foreigner's family visa. Arriving on one of those and starting work is the commonest way to end up needing an exit ('Leave', type L) visa to regularise an overstay.

Individual entrepreneur or company founder (the self-sponsored route)

Freelancers, consultants and founders who would rather sponsor themselves than find an employer — and, in practice, every Digital Nomad who reaches the one-year extension, because that step requires it.

What you need

Registration as an individual entrepreneur (ИП), or registration of a legal entity, branch or representative office
A work permit in your own name — a foreigner trading on their own account still needs one, and it names the places where you may do business
A Kyrgyz tax registration and, for most activity, an accountant

How long it lasts: The work permit for a registered individual entrepreneur is provided for at up to three years, longer than the employee equivalent, though the annual quota cycle means one year is what is usually issued.
Path to permanent residence: Entrepreneurial and investment activity is one of the stated grounds for a temporary residence permit, so this route feeds the residence-permit process below rather than standing apart from it.
Cost: Company registration in Kyrgyzstan is cheap and fast — the High Technology Park quotes up to three business days, fully remote, with 100% foreign ownership permitted. The entrepreneur's work permit has historically been the expensive one of the three at around 20,000 som; confirm the current figure.
Processing time: Days for the registration itself; weeks for the permit that sits on top of it.

Worth knowing

An entrepreneur's work permit is tied to the PLACES you named in the application. Trading somewhere you did not list requires an additional permit. This is a real constraint for anyone whose work moves between Bishkek and the regions.
Kyrgyzstan's headline tax position is genuinely low and genuinely simple: a flat 10% personal income tax and 12% VAT, with a separate turnover-based sales tax and a patent regime for small trades. It is not a zero-tax jurisdiction and it does not market itself as one.
The High Technology Park is the exception worth structuring around if your income is IT export: 0% VAT, 0% corporate income tax, 0% sales tax, a 1% contribution to the HTP Directorate and 5% personal income tax for employees. It is an export-oriented regime, so the qualifying-activity test is the thing to check before assuming your business fits.
Registering a business does not register YOU. The residence and registration obligations run in parallel and are administered by different bodies — the tax service and the justice ministry for the entity, the interior ministry and the Public Service Centres for the person.

Worth knowing

Family members of an Investment visa holder receive the Foreigner's family visa (type FF) for the FULL validity period of the investor's visa and free of consular service charges. That is a genuine and unusual concession: everywhere else in this file, family visas run 90 days at a time.
The FF visa carries no right to work, to trade as an individual entrepreneur, or to carry out any profit-generating activity. A spouse who intends to work needs their own basis, not the family visa.
The visa lapses with the activity. Termination of investment activity, confirmed by the authorised investment body, is an express ground for issuing a departure ('Leave', type L) visa. This is not a passive asset-holding scheme.
The thresholds are stated in som, not dollars, so they move with the exchange rate. The som has been notably stable against the dollar, but confirm the som figure rather than a dollar conversion someone else did.

Temporary and permanent residence permit (the resident card)

Anyone who intends to live in Kyrgyzstan rather than visit it repeatedly — on the strength of employment, study, investment, entrepreneurship or family. This is the layer underneath every visa above, and the one that actually confers residence.

What you need

A lawful basis to be in the country — employment, study, investment or family
Evidence of somewhere to live: the technical passport if you own the property, or the notarised consent of the owner if you rent
Evidence of lawful income, a bank account and, where employed, a certificate of income from the employer
An application on the prescribed form, completed at a Public Service Centre

How long it lasts: The temporary residence permit — the 'resident card' in the MFA's own terminology, the document confirming a right of long-term residence — is issued for a year at a time and extended. Permanent residence follows a period of lawful temporary residence.
Path to permanent residence: This IS the path. It is also the layer that people on nomad status and long visa-free stays never enter, and then find they have accumulated nothing.
Cost: State duties are modest, and the notarised translations and the owner's consent are usually the larger line. Published figures were not verifiable during this pass — the State Registration Service's site, which runs the Public Service Centres, was returning HTTP 502 behind an expired certificate.
Processing time: Historically about a month for a decision on a temporary permit, plus the time to assemble a notarised file.

Worth knowing

This process is mid-reform and the reform is a draft, not law. A bill published in April 2026 would move residence permits to a single-window process: it removes the requirement to obtain 'immigrant status' as a separate prior step, removes the requirement to have already lived in Kyrgyzstan for six months before applying for a temporary permit, expands the grounds to employment, education, investment, family reunification and nationals of former Soviet republics with visa-free access, and scraps outdated hotel-registration requirements. None of that is in force yet. Assume the older, heavier process until the bill passes.
The same bill would allow a residence permit to be revoked where the holder leaves the country for more than a year without notifying the authorities. If it passes, a permit is a thing you have to maintain, not a thing you have.
Housing is the document that trips people. If you rent, you need the OWNER's notarised consent — which means a landlord willing to be named on a state file. Informal, cash, unregistered tenancies are common in both Kyrgyz cities and are a dead end for this application. Establish before you sign a lease that the landlord will cooperate.
A resident card is expressly distinct from a visa. The MFA's regulation treats refusal, non-extension or annulment of a residence permit as a ground for issuing a departure visa, which is the clearest possible signal that the two documents are separate and that losing one does not preserve the other.
The State Migration Service that older guides send you to no longer exists as a standalone body; its functions sit with the Ministry of Labour, Social Security and Migration, while the Ministry of Internal Affairs and the Public Service Centres handle the registration and permit files. Any guide that links to ssm.gov.kg is out of date — the host does not resolve.

Registration at place of stay — five working days, and it catches everyone

Every foreign national in Kyrgyzstan who is not on the exemption list or holding Digital Nomad status. Included here because it is not a route but a trap, and it is the single most common way a lawful stay turns unlawful.

What you need

Registration at your place of stay with the authorised state body, or through your hotel
An address someone is willing to register you at

How long it lasts: Due within FIVE WORKING DAYS of entry. Kyrgyzstan publishes a list of countries whose nationals are released from the obligation for a stated period — check whether yours is on it rather than assuming.
Path to permanent residence: None. It is a compliance obligation, not a status. But an unbroken registration history is the evidence base a residence-permit file is built from, so neglecting it costs more than the fine.
Cost: Nominal. The cost of getting it wrong is a fine and, on exit, an overstay problem.
Processing time: Same day where the address and the paperwork are in order.

Worth knowing

Hotels register their guests automatically, which is exactly why the obligation is missed: the clock is silently handled for the first week and then restarts, uncounted, the day you move into a flat. The landlord may not know it is theirs to do, and it is not theirs — it is yours.
Digital Nomad status removes this obligation outright, and that is one of its two most valuable features. It is also why the status is worth having even for someone whose nationality gives them a long visa-free stay.
Visa-free entry is not registration-free entry. The two are separate rules with separate lists, and being waved through the border says nothing about the five-day clock that started when you were.
The remedy for having got this wrong is not a fine at the airport. It is a 'Leave' visa (type L), issued for up to 10 days specifically to regularise an overstayed period before departure — which tells you how formally the system treats it.

Student visa (type S) and student residence

Students at Kyrgyz institutions — overwhelmingly, in practice, international medical students. Kyrgyz medical faculties in Bishkek and Osh recruit heavily from South Asia and the Middle East and teach those cohorts in English, which makes this the busiest long-stay route into the country by headcount.

How long it lasts: The visa itself is issued for up to 90 calendar days. A degree is not 90 days, which is the whole point below.
Path to permanent residence: Study is one of the express grounds for a temporary residence permit, and the April 2026 draft reform keeps education on the expanded list. The permit, not the visa, is what carries you through a multi-year programme.
Cost: Consular fee plus tuition, which is low by international standards and is the reason the intake is what it is.
Processing time: Weeks, after the institution issues its invitation.

Worth knowing

The mismatch between a 90-day visa and a five-year degree is the thing to plan for. You are expected to move onto a residence permit and to keep your registration current, and the university's international office is normally the one driving it — confirm at enrolment that they actually do, because the obligation stays yours.
Ending or being expelled from a programme is an express ground for a departure ('Leave') visa. Your right to be in the country is attached to your enrolment and drops with it, immediately.
Family members can be brought on a Foreigner's family visa (type FF) for up to 90 days at a time, with no right to work. A student supporting a family on their own earnings is not a shape this system contemplates.
Verify the institution's accreditation and, if the qualification is meant to be practised elsewhere, its recognition by the licensing body in your home country BEFORE enrolling. That is not an immigration question and it is the one that most often goes wrong for graduates of this route.

Family routes — relatives (RL), foreigner's family (FF) and 'Meken' (M)

Spouses, children under 18, parents of minor children, children with disabilities and dependent parents joining someone already lawfully in Kyrgyzstan — plus, separately, ethnic Kyrgyz returning to the country.

How long it lasts: RL and FF are issued for up to 90 calendar days at a time. The 'Meken' visa runs up to a year, with an exit/re-entry variant of the same length once 'kayrylman' status is held. The exception is family of an Investment visa holder, who get an FF visa for the investor's full visa term and pay no consular service charge.
Path to permanent residence: Family reunification is one of the grounds for a residence permit, and the April 2026 draft reform lists it explicitly. 'Kayrylman' status is the strongest position of the three — it is a returnee status with a route toward citizenship rather than a visitor's visa.
Cost: Consular fees, waived for family of Investment visa holders.
Processing time: Weeks through a consular post.

Worth knowing

The Foreigner's family visa carries NO right to work, to trade as an individual entrepreneur, or to carry out any other profit-generating activity. A trailing spouse who intends to earn needs their own Unified Permit, entrepreneur registration or Digital Nomad status — the family visa will not carry them.
Ninety days at a time is a real burden for a family that has actually moved. The FF visa is designed around visits and secondments, not around settling, which is why families who intend to stay move the whole household onto residence permits rather than renewing visas.
The 'Meken' visa is a genuinely distinct instrument and is easy to overlook: it is open to anyone born on the territory of the Kyrgyz Republic or the Kirghiz SSR, not only to ethnic Kyrgyz — which reaches a large number of people born anywhere in the former Soviet Union before 1991. It leads to 'kayrylman' status, which sits outside the ordinary foreigner system entirely.
A refugee may be issued a single-entry exit/re-entry 'Tuugandar' visa valid up to 60 days, in coordination with the national security body. That is a protection instrument, not a family route, and should not be planned around as one.
