Check your entry position, and understand what it does not give you
The Ministry of Foreign Affairs runs the e-visa portal at evisa.e-gov.kg with a country-by-country eligibility checker and the full published visa classification. Many nationalities enter visa-free; the rest use the e-visa, with a stated 5-working-day review. None of the short-stay categories confer the right to work or to trade — the Business (B), Sapar (J) and Foreigner's family (FF) visas each say so explicitly. Osh's international airport takes regional flights directly, so you may well arrive here rather than in Bishkek.

Register at your place of stay within five working days
Foreign nationals not on the published exemption list must register within five working days of entry. A hotel does it automatically, and then the clock silently restarts when you move into a flat. In Osh this is harder than in Bishkek for practical rather than legal reasons: the rental market is more informal, fewer landlords have ever done it, and there is less English at the counter. Sort the landlord's cooperation before you hand over a deposit.

Work authorisation arrives as the Unified Permit — a single QR-coded electronic document from the MFA combining the work visa, the employer's permit to attract foreign labour and the individual work permit. Underneath it, government sets the quota annually by industry and by region; the Ministry of Labour put the 2026 national figure at 52,000 workers. Quota allocated to an employer lapses if unused within three months, and the permit is employer-specific and non-transferable. EAEU citizens — Russia, Belarus, Kazakhstan, Armenia — need no work permit at all.

Students: the visa is 90 days and the degree is not
The Student visa (type S) is issued for up to 90 calendar days. Osh's medical faculties recruit heavily from South Asia and the Middle East and the international office normally drives the registration and permit process — but the obligation remains yours, so confirm at enrolment that they actually do it rather than assuming. Study is an express ground for a temporary residence permit, which is what carries you through a multi-year programme. Ending or being expelled from a programme is an express ground for a departure ('Leave', type L) visa.

Anything complex is a Bishkek errand — plan the flight in
Ministries, embassies, the High Technology Park directorate and most non-routine immigration questions sit in the capital, 670 km and two 3,000 m passes away by road. The flight is under an hour and cheap. Build one or two Bishkek trips into any application that is not a straightforward counter transaction, and do not assume a southern office can resolve something a northern one owns.

Things most newcomers don’t know
The regional quota is the only part of Kyrgyz immigration that treats Osh differently from Bishkek, and it treats it worse.
Almost everything else here is national law applied identically. The quota is not: government allocates it by industry AND by region. Osh's economy is smaller and its formal foreign-hiring demand smaller still, so the regional bucket for a given category is correspondingly small. When it is exhausted there is no waiting list — the next opportunity is the next annual cycle. This is the question to ask a prospective employer first, ahead of salary.

Digital Nomad status is available on identical terms here, and its registration waiver is worth more in Osh than in Bishkek.
The status exempts the holder from registration at place of residence and lets them open Kyrgyz bank accounts without a registered address. Those are conveniences in the capital and close to decisive in Osh, where informal tenancies are the norm and finding a landlord willing to be named on a state file is genuinely hard. If you qualify on the ICT criteria, it removes the single biggest practical obstacle to living here.

Osh has no district administrations, which is a simplification rather than a complication.
As a city of republican significance it is administered as one unit with a single mayor's office and no internal raions — unlike Bishkek, where four district administrations run parallel counters. There is one place to go for a municipal matter. It also means there is no district-level fallback if the single office is closed, understaffed or unhelpful.
Being a border city changes the texture of enforcement, not the rules.
Uzbekistan's Andijan is about 50 km away via the Dostuk crossing, the road to Kashgar leaves over Irkeshtam, and the Tajik border is a few hours south. Document checks are more routine here than in the capital. The rules are identical; the frequency with which you are asked to demonstrate compliance with them is not.
Common mistakes to avoid
- Accepting an Osh job offer without asking whether the employer holds quota in the REGIONAL allocation
- Treating a visa-free entry or an e-visa as permission to work
- Missing the five-working-day registration because the hotel handled it invisibly for the first week
- Renting informally in a market where informal is the norm, and ending up with an address you cannot register at
- Assuming a non-routine immigration question can be resolved in Osh when the office that owns it is in Bishkek
- Enrolling at a medical faculty without confirming the institution's accreditation and the qualification's recognition where you intend to practise
