Stamped employment contract + carte d'identité d'étranger

Anyone taking a job in Senegal and staying beyond three months. Two instruments from two ministries: the Direction générale du Travail et de la Sécurité sociale stamps the contract, and the Direction de la Police des Étrangers et des Titres de Voyage issues the residence card. ECOWAS nationals skip the entry visa but still need the card.

What you need
  • A written employment contract, stamped (visé) by the Direction générale du Travail et de la Sécurité sociale — Article L.33 of the Code du travail makes the written contract and the visa compulsory for any engagement that installs the worker outside their habitual residence, and puts a medical examination ahead of it
  • A handwritten application (demande manuscrite) addressed to the Ministre chargé de l'Intérieur — the ministry's own document list specifies handwritten, not typed
  • Copies of the first five pages of a passport valid at least six months beyond entry
  • An extrait de casier judiciaire from your home country, less than three months old
  • A birth certificate less than six months old and a medical certificate less than three months old
  • Three identity photographs, a XOF 15,000 fiscal stamp, and the receipt for the caution de rapatriement
How long it lasts
The carte d'identité d'étranger runs five years and is renewable, with duplicates and renewals handled as separate tracks by the DPETV. The stamped contract runs for its own term; Article L.44 caps a fixed-term contract at two years and Article L.42 allows only two of them with the same employer before it becomes indefinite.
Path to permanent residence
There is no separate permanent-residence status — you renew the five-year card, or you naturalise. Naturalisation under Loi n° 61-10 requires ten years' prior residence in Senegal and habitual residence at the time of application; the Minister of Justice processes the file and the Head of State grants it by decree. The ten years drop to five for someone married to a Senegalese national, someone who has served five years in Senegalese public administration, and cases of exceptional interest to the state.
Cost
A XOF 15,000 fiscal stamp, plus a caution de rapatriement whose amount is set by nationality and refunded when you leave — XOF 75,000 is the figure repeatedly quoted for French nationals and should not be read as a universal rate. ECOWAS nationals and students are reported to be exempt from the bond. No official page gives the full scale, so confirm your own figure with the DPETV before budgeting, and keep the quittance: it is what you present to get the money back.
Processing time
Article L.34 caps the labour directorate at fifteen days on the contract visa and, unusually, makes silence count as approval — if the DGTSS has not made its decision known within fifteen days of the request, the visa is deemed granted. The residence card itself is the slow half: the ministry publishes no timeline and applicants routinely describe months. A récépissé issued when the file is accepted covers you meanwhile, and you should carry it with your passport.
Worth knowing
  • ECOWAS citizenship does NOT exempt you from the card. This is the opposite of the Ivorian rule, where Ordonnance n° 2007-604 abolished the residence permit for community nationals entirely, and it catches people who moved within West Africa. Senegal waives the entry visa and, as commonly reported, the establishment authorisation and the repatriation bond — the card stays compulsory beyond ninety days.
  • Enforcement is real rather than nominal: police ran intensified document checks across Dakar neighbourhoods in November 2025, intercepting Nigerien, Congolese and Gabonese nationals among others, and at least one embassy issued a public notice telling its citizens to regularise.
  • The obligation to obtain the contract visa is the EMPLOYER'S, and a refused visa makes the contract null by operation of law rather than merely irregular. Do not start work on a contract that has not gone to the DGTSS.
  • The application opens with a handwritten letter to the Minister of the Interior. It is the cheapest possible reason to lose a morning at the DPETV, and no aggregator guide mentions it.
  • The card is applied for at the DPETV in Dieuppeul, Allées Sérigne Ababacar Sy, Dakar. Outside the capital the file is lodged with the regional police or gendarmerie of your place of residence and travels to Dakar — so a posting to Touba, Thiès or Saint-Louis adds a step to every interaction with this process.
  • Time both the casier judiciaire and the medical certificate to the end of your document-gathering: at three months each they go stale faster than the birth certificate, and people collect them first.

ECOWAS free movement (entry and residence, but still a card)

Citizens of the fifteen ECOWAS member states — Nigeria, Ghana, Mali, Guinea, Guinea-Bissau, The Gambia, Burkina Faso, Niger, Benin, Togo, Côte d'Ivoire, Liberia, Sierra Leone, Cabo Verde and Senegal itself. By a wide margin the most-used route into Senegal, and the one most often described incorrectly.

What you need
  • A valid national identity document, passport or ECOWAS travel certificate from a member state
  • For a stay beyond ninety days: the same carte d'identité d'étranger as everyone else, applied for at the DPETV
  • No entry visa, and — as consistently reported, though we could not read it off a ministry page — no establishment authorisation and no caution de rapatriement
How long it lasts
Entry and short stay are open-ended within the community régime; the ninety-day threshold is what triggers the card, and the card then runs five years like anyone else's.
Path to permanent residence
Time on the card accumulates toward naturalisation on the ordinary terms — ten years' residence under Loi n° 61-10, five if married to a Senegalese national. ECOWAS membership confers no shortcut to Senegalese nationality and no separate settlement status.
Cost
Nothing for entry. The card's XOF 15,000 fiscal stamp still applies; the repatriation bond is reported not to. Confirm the current position at the DPETV rather than relying on a community forum, because this is precisely the point where reported practice and published rule diverge.
Processing time
Immediate on entry. The card runs on the DPETV's own unpublished clock, the same as for anyone else.
Worth knowing
  • This is a right of entry and residence, not an exemption from documentation. The ECOWAS scheme itself contemplates a residence card issued by the host state — the free-movement protocol guarantees ninety days, and the right of residence beyond that is exercised through the host country's document. Senegal applies that literally.
  • Côte d'Ivoire went further than the protocol required and abolished the permit for ECOWAS nationals altogether. Do not reason from Abidjan to Dakar; the two neighbours in the same currency union do opposite things with the same treaty.
  • Free movement is not employment law. An ECOWAS national still works under a Senegalese contract, registered with IPRES and the Caisse de Sécurité Sociale and taxed here; the difference is only which immigration documents gate it.
  • Carry identification at all times. The practical consequence of the November 2025 sweeps is that an ECOWAS passport in your pocket is worth more than an argument about treaties at the roadside.
  • The reported exemptions from the establishment authorisation and the repatriation bond come from consistent secondary reporting rather than from a ministry page we could open. Treat them as likely and verify them at the counter before you build a budget on them.

Business owner / trader (registre de commerce + carte de commerçant)

Founders, traders and self-employed professionals who register a business in Senegal and hold the residence card as a commerçant rather than as somebody's employee. There is no investor visa and no golden-visa programme — this is the ordinary card with a company registration attached.

What you need
  • Registration at the Registre du Commerce et du Crédit Mobilier, which is the precondition for everything else
  • The carte de commerçant from the Ministère de l'Industrie et du Commerce: a certified copy of the RCCM certificate, a certified copy of your passport or national ID, an identity photograph, a XOF 2,000 fiscal stamp and the application form from the regional chamber of commerce
  • For foreign applicants specifically, an extrait de casier judiciaire from the country of origin less than three months old and a certificat de résidence
  • The standard carte d'identité d'étranger file: handwritten application to the Minister of the Interior, passport copies, casier judiciaire, birth certificate, medical certificate, three photographs, the XOF 15,000 stamp and the repatriation-bond receipt
How long it lasts
The carte de commerçant is valid three years and renewable on presentation of the expired card. The carte d'identité d'étranger runs five years, so the two documents fall out of step and are renewed on different clocks — diarise both.
Path to permanent residence
Identical to the work route: renew the five-year card indefinitely, or naturalise after ten years' residence. Registering a company or investing capital does not create a faster track. Senegal has no citizenship-by-investment or residence-by-investment programme.
Cost
The carte de commerçant is XOF 15,500 all in — a XOF 2,000 fiscal stamp, XOF 3,500 for the form, XOF 5,000 for badge production and XOF 5,000 in chamber-of-commerce fees — with renewal at XOF 5,000 for the badge. On top sit company registration costs and the residence card's own XOF 15,000 stamp plus the repatriation bond.
Processing time
The commerce ministry quotes about two days when the file is lodged directly with the Direction du Commerce Intérieur in Dakar, and about a month elsewhere in the country. That gap is one of the more concrete reasons founders base themselves in the capital. The residence card then runs on the DPETV's own timeline.
Worth knowing
  • There is no investor visa. Registering a business changes which supporting document you attach to the residence-card file; it does not change the card, the fee, the queue or the five-year term.
  • The carte de commerçant is a separate obligation from the RCCM registration and from the residence card, issued by a third body. Guides that describe company formation and stop there leave you one document short of trading lawfully.
  • The two-day Dakar turnaround versus a month in the regions is the ministry's own figure, not an estimate. If you are setting up in Thiès, Saint-Louis or Touba, budget the difference or make the trip.
  • Nothing in this route waives the labour rules for anyone you then employ: hiring a non-national into your own company still requires the DGTSS contract visa under Article L.33.

Spouse and children of a resident or of a Senegalese citizen

Spouses and minor children of a carte d'identité d'étranger holder, and foreign spouses of Senegalese citizens. Both hold the same residence card; what differs is the supporting evidence and, for the spouse of a citizen, what it eventually leads to.

What you need
  • A marriage certificate, validly registered — and, for a foreign-celebrated marriage, transcribed
  • For children, birth certificates establishing the link to the principal
  • The principal's valid carte d'identité d'étranger, or the Senegalese spouse's nationality certificate
  • The standard residence-card file: handwritten application to the Minister of the Interior, passport copies, casier judiciaire under three months, birth certificate under six months, medical certificate under three months, three photographs, the XOF 15,000 stamp and the bond receipt
  • Foreign-language documents translated and certified through the Ministry of Foreign Affairs

Five years, aligned with the principal's card and renewed alongside it.
Path to permanent residence
For the spouse of a Senegalese citizen this is genuinely a route to nationality, but a slow and gender-neutral one since 2013. Loi n° 2013-05 du 8 juillet 2013 inserted article 7 bis into the nationality code: a foreign man or woman married to a Senegalese national may acquire nationality by declaration after five years counted from the celebration or transcription of the marriage, provided the marriage was validly registered, the matrimonial bond has been maintained, and the Senegalese spouse has kept their own nationality. The Ministry of Justice's own procedure runs in two stages — an attestation that the Senegalese spouse has not renounced nationality, then a certificat de nationalité from the tribunal of your place of residence. For a dependant with no Senegalese spouse, the path is renewal of the card and then ordinary naturalisation at ten years.
Cost
The same XOF 15,000 stamp and nationality-scaled repatriation bond as the principal. The nationality declaration itself carries court and legalisation costs rather than a single published fee.
Processing time
The residence card runs on the DPETV's unpublished timeline. The nationality declaration cannot even begin until the five-year mark, and the two-stage justice-ministry procedure adds to it.
Worth knowing
  • The 2013 reform is the thing most guides have not caught up with, in two directions at once. It removed the automatic acquisition of nationality that a foreign woman marrying a Senegalese man previously enjoyed, replacing it with a five-year wait and a declaration — and it made the rule symmetrical, so a foreign man marrying a Senegalese woman now has the same route, which the 1961 code denied him.
  • Five years is counted from the marriage or its transcription, not from your arrival in Senegal, and the community of life must have been maintained throughout. A separation restarts nothing; it ends the route.
  • A dependant's card is not a work permit. A spouse who wants a job needs their own employer and their own contract stamped by the DGTSS.
  • Documents from abroad must be translated and certified through the Ministry of Foreign Affairs, which is where family files most often stall. Start the legalisation chain before anything else.

Student carte d'identité d'étranger

Non-ECOWAS students enrolled at a Senegalese institution — Université Cheikh Anta Diop in Dakar, Université Gaston Berger in Saint-Louis, Université Iba Der Thiam in Thiès, or one of the private schools clustered in the capital.

What you need
  • A certificat de scolarité or attestation d'inscription for the current academic year
  • Proof of support: a prise en charge from whoever is funding you, or a scholarship letter from your embassy
  • The standard file: handwritten application to the Minister of the Interior, passport copies, casier judiciaire under three months, birth certificate under six months, medical certificate under three months, three photographs
How long it lasts
The ordinary five-year card, but you must hold current-year enrolment evidence at each application, so in practice it tracks your studies.
Path to permanent residence
None automatically. Senegal publishes no post-study work permit, and study time converts into nothing beyond the residence it accumulates toward the ten-year naturalisation clock. A graduate who wants to stay needs an employer to run the full Article L.33 contract-visa process from the beginning.
Cost
Students are reported to be exempt from both the XOF 15,000 fiscal stamp and the caution de rapatriement, which makes this materially the cheapest category — the opposite of Côte d'Ivoire, where students pay the same flat XOF 300,000 as an oil executive. Confirm the exemption at the DPETV before you budget on it.
Processing time
The DPETV's own timeline, which it does not publish. Institutions do not generally lodge the file for you.
Worth knowing
  • The student exemptions from the stamp and the bond are consistently reported but we could not confirm them on a ministry page; the ministry's document list does separately name the enrolment certificate and the scholarship or support letter as student-specific items.
  • ECOWAS students still need the card past ninety days, so campus advice from a Malian or Ivorian classmate about 'nobody bothering with papers' is about the bond, not about the card.
  • There is no post-study route. Plan the employment step during your final year, not after it — the contract has to be stamped before you start work, whether or not you are already living here.
  • Outside Dakar the file goes through the local police or gendarmerie rather than the DPETV counter, which matters most at Gaston Berger in Saint-Louis and Iba Der Thiam in Thiès.

Retiring to Senegal (there is no retirement visa)

Retired foreigners who want to settle in Senegal on a foreign pension — a substantial community on the Petite Côte and in Saint-Louis. Be clear about what this route is: it is the ordinary carte d'identité d'étranger with proof of means attached, not a designed retirement programme.

What you need
  • Evidence of a stable foreign income — a pension statement is the natural substitute for the employment contract the standard file expects
  • The standard file: handwritten application to the Minister of the Interior, passport copies, casier judiciaire under three months, birth certificate under six months, medical certificate under three months, three photographs, the XOF 15,000 stamp and the repatriation-bond receipt
  • Foreign documents legalised and translated into French
  • Private health insurance in practice, though nobody makes it a condition of the card

Indefinite renewal of the five-year card, or naturalisation after ten years' residence. There is no settlement status to graduate into and no fast track for retirees.
Cost
The same XOF 15,000 stamp and nationality-scaled repatriation bond as everyone else. There is no retiree tariff, no concession and no published minimum income.
Processing time
The DPETV's own unpublished timeline; expect months and rely on the récépissé.
Worth knowing
  • Senegal publishes no minimum pension, no health-insurance requirement and no dedicated retiree programme, so do not expect the structured guarantees a Portuguese or Malaysian retirement route offers. Because no income floor is published, the discretion sits with the officer reviewing your file — bring more evidence of means than you think you need.
  • Healthcare, not the permit, is the real planning problem. The CMU is built around Senegalese residents and the IPM system around employees; a retiree is outside both, and private hospitals expect payment before admission. Cover with direct settlement plus medical evacuation is effectively mandatory in practice even though it is not a condition of the card.
  • Where you retire changes the medical calculus far more than it changes the paperwork. Definitive care is concentrated in Dakar, so a Saly, Saint-Louis or Casamance retirement means planning for a long drive at the worst moment.
  • Buying property does not confer any residence right in Senegal, and land tenure outside the titled urban core can be genuinely complicated. Verify the titre foncier, bail or délibération before money moves, and do not treat a purchase as a route to a card.
