Opening a bank account & living on mobile money

Open a mobile-money wallet on day one and a bank account in your first month. Wave charges nothing for person-to-person transfers and 1% capped to withdraw; Orange Money made withdrawals free in 2025 and has the wider agent network. BCEAO regulation makes nineteen everyday services free with no conditions and gives you an enforceable right to an account if three banks refuse in succession — almost nobody knows either.

Total cost
Opening and closing are free by BCEAO regulation, along with seventeen other everyday services. Running costs are the monthly maintenance line, an annual card fee, and the stacked charges on out-of-zone transfers. Mobile money is free to open and 1% capped to withdraw on Wave.
Time needed
A wallet takes minutes. A bank account can be same-day with a complete file; most failures are a missing photograph or an address document a week too old.
Validity
Accounts run indefinitely. Keep the address current, update the bank when the residence card arrives, and keep the SIM under your wallet registered to you.

Medium confidence·Anyone living in Thiès. Banking is regulated at currency-union level by the BCEAO in Dakar, so the rules are identical here, in Abidjan and in Bamako. What is local is that Thiès has real branch coverage for a regional capital — better than most — and that the capital's head offices are an hour away if something needs escalating.

Before you start

  • A valid passport, and the carte d'identité d'étranger or its récépissé once you have it
  • Proof of address under three months old — a Senelec or SDE bill, or a certificat de résidence from your commune d'arrondissement
  • Two identical passport photographs, the commonest reason a same-day opening fails
  • A payslip and certificat de travail for salary domiciliation

Step-by-step

  1. 1

Open a mobile-money wallet on arrival

Wave and Orange Money both open in minutes on a passport at any agent. Carrying both is normal — some merchants take one and not the other, and agent liquidity varies by neighbourhood and by time of month.

  2. 2

Register the SIM under it in your own name

Your wallet is only as durable as the line beneath it, and the ARTP suspended unidentified SIMs nationally on 31 March 2025 after a grace period. Identify the line with your own passport at an operator agency.

  3. 3

Open the bank account with a complete file

Bring the passport, residence document, an address proof under three months old, two photographs and a payslip. Senegalese banks generally open the same day on a complete file. Thiès is well served for a city its size, and anything that needs a head office is an hour down the motorway rather than a flight.

  4. 4

    Know the nineteen free services

BCEAO Instruction n° 004-06-2014 makes nineteen services free unconditionally: account opening and closure, monthly statements, salary domiciliation, cash deposits and withdrawals at your own bank, own-bank ATM withdrawals, card payments across the union, intra-bank transfers, receiving national and international transfers, and standing orders. Cite the instruction number if you are quoted a fee.

Plan how money leaves the CFA zone

Out-of-zone transfers stack file fees, a levy, an exchange authorisation, a SWIFT charge and commission, and intermediaries must check the transfer matches justified income — so keep your payslips. Inside the union a transfer to another UEMOA country is cheap and routine.

Documents you’ll need

  • Passport, plus the carte d'identité d'étranger or récépissé
  • Proof of address under three months old, or a certificat de résidence
  • Two identical passport photographs
  • A recent payslip and certificat de travail
  • Your residence card once it arrives — updating the file is one of the free services

Things most newcomers don’t know

Three refusals and the central bank can order a bank to take you.

UEMOA regulation gives anyone established in a member state with a regular income the right to an account and lets the BCEAO designate a bank when three refuse in succession. It applies identically across all eight countries and is almost unknown, which is why people bank-shop for months instead.

Being an hour from head office is a genuine banking advantage.

Almost every escalation in Senegalese retail banking ends at a Dakar head office. From Thiès that is a morning; from Saint-Louis or Touba it is a day and possibly a hotel. It is a small thing that becomes a large one the first time a transfer is blocked.

A bounced cheque is a union-wide problem, not a local one.

Cheque incidents are recorded centrally at the BCEAO and banks must consult the register before issuing a chequebook. An incident from a previous posting in Abidjan or Bamako surfaces here. Use cards and transfers.

Wave was built in Senegal, which is why moving money here is cheap.

Wave launched in 2018 with free person-to-person transfers and a 1% capped withdrawal fee and forced Orange Money to answer, dropping its own withdrawal fees in 2025. Compare per transaction rather than defaulting to whichever wallet your employer uses.

Common mistakes to avoid

  • Waiting for the residence card before trying to open, when a récépissé plus a complete file often suffices
  • Bringing an address document more than three months old
  • Turning up without the two photographs
  • Paying for any of the nineteen services the BCEAO made unconditionally free
  • Running a mobile-money wallet on a SIM registered to someone else
  • Discovering the cost of an out-of-zone transfer at the moment you need to make one
