Employment with a company of foreign interests (Business Facilitation Unit)

Third-country nationals hired by an internationally-owned company registered in Cyprus — the route almost every foreign professional in Limassol and Nicosia actually uses, because it bypasses the labour market test.

What you need

The employer must be registered with the Business Facilitation Unit as a company of foreign interests — broadly, majority non-Cypriot ownership or a documented foreign investment of at least €200,000
Classification as highly skilled: a minimum gross salary of €2,500 per month, a relevant university degree or at least two years of relevant experience, and an employment contract of at least two years
A clean criminal record certificate and a medical certificate
Registration with the Civil Registry and Migration Department for the residence and employment permit

How long it lasts: Residence and employment permit of up to 3 years for highly skilled staff, renewable.
Path to permanent residence: EU long-term resident status after 5 years of continuous legal residence, requiring Greek language and a civic knowledge test. Time on this route counts, which is what separates it from the digital nomad permit.
Cost: Permit and registration fees are modest; the substantive cost is the employer's registration with the Business Facilitation Unit and the corporate substance behind it.
Processing time: Key-personnel files are commonly decided in around four to six weeks — materially faster than the ordinary employment route.

Worth knowing

There is a workforce composition condition: companies must reach a stated proportion of Cypriot or EU nationals in their staff within a set period, with a transitional grace arrangement running to the end of 2026. Employers, not employees, carry this obligation, but it can affect whether your renewal is straightforward.
A Cypriot residence permit does not give Schengen free movement. Cyprus is in the EU but not in Schengen, and this is the single most common misconception about living here.
The €2,500 monthly floor is a gross figure and applies to the 'highly skilled' classification. Support-staff roles fall outside it and face a different, slower process.
Family members of highly skilled employees can obtain permits with immediate access to the labour market — a genuine and underused advantage of this route.

How long it lasts: One year, renewable for a further two years.
Path to permanent residence: None. This is a visitor-category permit: it does not lead to permanent residence or citizenship, and family members admitted with you have no right to work in Cyprus.
Cost: Application and residence card fees, plus the cost of the supporting documentation and its certification.
Processing time: Several weeks once a complete file is lodged; the quota, not the assessment, is the binding constraint.

Worth knowing

The scheme is capped. It opened in October 2021 at 100 permits, was raised to 500 in March 2022, and the Deputy Ministry announced a further increase to 1,000 in October 2025 — while the Migration Department's own standing page has continued to state 500. Confirm the live ceiling with the Deputy Ministry before planning around availability; the number has moved three times in four years.
The €3,500 test is stated as net, after tax, which is unusual — most comparable schemes test gross. Read it carefully before assuming you clear it.
Family members may accompany you but are barred from employment in Cyprus, which makes this a poor fit for dual-career couples.
Staying more than 183 days makes you a Cypriot tax resident. That is often the actual goal, but it should be a decision rather than a surprise — and the non-dom benefits below depend on being resident, not on holding this permit.

EU Blue Card

What you need

A higher education qualification or equivalent recognised professional experience
An employment contract meeting the national salary threshold. Cyprus has applied a figure of €43,632 gross a year since 1 August 2024, when it aligned with the recast directive; the Migration Department does not restate it prominently, so treat that as reported rather than confirmed and check before filing
Health insurance and a clean criminal record

How long it lasts: Issued for at least 24 months and renewable, following the recast EU Blue Card directive.
Path to permanent residence: Counts toward EU long-term resident status at 5 years, with aggregation of periods in other member states.
Cost: Standard permit fees.
Processing time: Statutory limits under the directive apply; in practice the foreign-interest-company route is usually faster in Cyprus.

Worth knowing

In practice most internationally-owned employers in Limassol and Nicosia route hires through the Business Facilitation Unit rather than the Blue Card, because the €2,500 highly-skilled threshold is lower and the process is better worn. Ask your employer which they file.
The Blue Card's intra-EU mobility is worth less from Cyprus than from a Schengen state, because Cyprus is outside Schengen — moving on still means a border process.
Sources disagree on whether the Cypriot Blue Card is open to all highly qualified employment or is still confined to the sectors its original implementation named — information and communications technology, pharmaceutical research and shipping. We could not settle this from the Migration Department's own material. If you are outside those three sectors, establish eligibility with the Department before building a plan on this route; the foreign-interest-company permit above is not sector-restricted and is the safer default.

Tax residence as a non-domiciled individual (183-day and 60-day rules)

People with investment, dividend or interest income who intend to make Cyprus their tax home. This is a tax status, not an immigration permit — you still need a lawful basis to live here, from one of the routes above or as an EU citizen.

What you need

Either: more than 183 days in Cyprus in a calendar year, with no further conditions
Or the 60-day rule, all four conditions cumulatively — at least 60 days in Cyprus; not more than 183 days in any other single state; carrying on business, being employed or holding a directorship in a Cyprus tax-resident company throughout the year; and maintaining a permanent home in Cyprus, owned or rented
Non-domiciled status: a domicile of origin outside Cyprus, and not having been Cyprus tax resident for at least 17 of the preceding 20 tax years

How long it lasts: Non-domiciled status runs for up to 17 years of Cyprus tax residence. You become deemed domiciled once resident for 17 of the previous 20 tax years, at which point the exemption ends.
Path to permanent residence: Tax residence builds nothing immigration-wise on its own. Permanent residence still comes from the immigration routes — 5 years of lawful residence for EU long-term resident status.
Cost: No fee for the status itself. The 2026 reform added a paid extension: an individual whose domicile of origin is outside Cyprus may extend the regime by two consecutive five-year blocks for a lump sum of €250,000 each, taking the theoretical maximum to 27 years. Verify the mechanics with the Tax Department — this element is brand new.
Processing time: Determined on the facts of the tax year; registration with the Tax Department is the administrative step.

Worth knowing

The non-dom exemption is from the Special Defence Contribution only. It does not exempt you from income tax. Dividends and most interest fall outside income tax in Cyprus anyway, which is why the combination looks like zero — but salary, rent and business profits are taxed normally throughout.
The 2026 reform cut the SDC rate on dividends from 17% to 5%, which narrows the value of non-dom status considerably compared with how it is still being marketed. But the cut is not retrospective and the transition is long: 5% applies to dividends paid out of profits earned from 1 January 2026, while dividends out of profits earned up to 31 December 2025 stay at 17% if received on or before 31 December 2031. For anyone drawing on an existing company's accumulated reserves the saving is still 17 points, not 5, for several years yet — so which pot the dividend comes out of decides what non-dom status is worth to you.
Cyprus's General Healthcare System (GESY) contribution is charged separately from SDC and non-dom status does not exempt you from it. Dividends remain within the GESY charge at 2.65%, applied against a cap on total GESY-liable income. Advisers who quote '0% on dividends' routinely omit this — the honest figure for a non-dom is low, not nil.
The 60-day rule's requirement to be tax resident nowhere else was removed from 1 January 2026; dual residence is now resolved by treaty tie-breaker instead. That is a real liberalisation, and it is also new enough that older guides state the opposite.
60 days is a floor, not a plan. The business-tie and permanent-home conditions must hold for the whole year and are what tax authorities elsewhere actually challenge.

Temporary residence permit for study

Students admitted to a Cypriot university or college. Nicosia hosts the largest concentration — the University of Cyprus and several private universities teaching substantially in English.

What you need

Admission to a recognised Cypriot institution
Proof of tuition payment and sufficient funds
Health insurance, accommodation, a clean criminal record and a medical certificate

How long it lasts: Issued for the academic year and renewed on evidence of continued study and satisfactory attendance.
Path to permanent residence: Study time is treated less generously than employment toward EU long-term residence. Graduates in specified fields have improved options to convert to employment, but do not assume a degree alone converts into settlement.
Cost: Permit fees plus tuition.
Processing time: Weeks rather than months, but files are checked closely and attendance is monitored after arrival.

Worth knowing

Employment rights for students are limited to specified sectors and hours. This is enforced, and breaches affect renewal.
Cyprus's outside-Schengen status means a Cypriot student permit does not let you travel freely to the continent for a weekend — you need whatever the Schengen states require of your nationality.
Nicosia's universities sit close to the Green Line; the practicalities of crossing and of the buffer zone are worth understanding before choosing accommodation.
