Establish your basis: sponsored offer or economic solvency
The Zapopan-based multinationals — Intel's design centre, the corporate offices along the Andares corridor, the larger EMS plants in the metro area — hold a Constancia de Inscripción de Empleador with INM and file the job-offer petition for you, producing an authorisation number you carry to the consulate. If nobody is sponsoring you, the solvency route needs original bank or investment statements: twelve months of balances, or six months of income. You qualify on income or on savings, not on a blend of the two.

Apply at a Mexican consulate abroad
Attend in person with the passport, photo, form, fee and either the employer authorisation or your solvency evidence. The consul interviews you and, if satisfied, places a residente temporal sticker in the passport. This step cannot be done from inside Mexico — entering as a tourist and trying to convert is not an available path for these categories.

Enter Mexico with the entry record marked for canje
Fly into Guadalajara airport — which is in Tlajomulco, not Zapopan, and roughly 40 minutes from the Zapopan corporate corridor with no traffic — within 180 days of the sticker being issued, and tell the officer at the counter that you hold a residency visa so the entry record is marked for exchange rather than as a tourist. You must actually say it; being processed as a tourist is the single mistake that forces a restart.

Open the canje at INM Jalisco within 30 days
File the exchange on the INM portal, pay the derechos through a bank or online, and attend the Jalisco office for fingerprints and photo. One office serves the whole state, so a Zapopan address queues alongside a Guadalajara one; slots move faster than Mexico City's, but the 30-day window starts the day you land and is enforced strictly.

Collect the card, confirm the CURP, then get the address into your own name
The physical card shows your CURP; confirm and print the definitive version at the RENAPO portal. Then do the unglamorous municipal step nobody warns you about: get one utility or service contract at your Zapopan address into your own name, so that every later trámite has a comprobante de domicilio to sit on. In a Zapopan tower or coto this is harder than it sounds, because water and sometimes electricity are billed to the administración rather than the unit.

Renew inside Mexico, and plan the four-year cliff
Renewals are filed at INM in Jalisco, never at a consulate again, and must be started before the card expires. Temporary residency runs to a maximum of four years in total, after which you switch to permanent residency or leave. Start the permanent application months ahead rather than in the final weeks.

Things most newcomers don’t know
The solvency thresholds were rewritten in 2025, are set in UMA rather than the minimum wage, and went up sharply.
New Lineamientos generales para la expedición de visas were published in the DOF on 25 July 2025 and took effect that August, replacing the 2014 rules and restating every amount in days of the UMA. The UMA is revalued every February and each consulate converts it to local currency itself, which is why quoted peso and dollar figures differ between posts and go stale within the year. Do not plan against a number from a forum, a blog or a pre-August-2025 article — ask the consulate that will actually interview you what it requires this year, and take the answer in writing.

The 30-day canje window is the deadline that voids everything behind it.
The clock starts the day you enter Mexico, not the day you find a flat. Missing it can lapse the whole application and send you back to a consulate abroad, forfeiting the consular fee and the flights. The fix is unglamorous: create the INM portal filing and book the Jalisco appointment before you fly, so the first week is collection rather than discovery.

Economic-solvency residency does not include the right to work in Mexico.
The solvency route buys you legal residence, not a work permit. Taking a local salary or invoicing Mexican clients on it requires either the employer-sponsored route from the start or a permiso para trabajar added to an existing card. That matters more than usual in Zapopan, where a large share of arrivals come precisely to join a local employer — say so at the consulate rather than trying to convert afterwards.

Write 'Zapopan' on the forms, not 'Guadalajara', and keep it consistent everywhere.
Zapopan is its own municipality and every Mexican form that asks for a domicilio expects the municipio to be right. People new to the metro area write Guadalajara because that is the city they told their family they moved to, and then find their resident card, their comprobante de domicilio and their bank record disagree with each other. Mismatched addresses are the most common reason a counter turns you away, and correcting one costs another appointment.

Common mistakes to avoid
- Being processed as a tourist at the airport instead of for canje — say the word at the counter.
- Working from pre-2025 solvency figures, or from any figure not confirmed by your own consulate this year.
- Assuming a solvency-based card lets you take a job at a Zapopan employer — it does not, without a work permission added.
- Writing 'Guadalajara' as the municipality on a Zapopan address and creating a mismatch you will fight for a year.
- Travelling out of Mexico between filing the canje and collecting the card without a salida y regreso permit.
