RFC, RESICO, Jalisco's payroll tax and Zapopan's January predial discount

Income tax in Mexico is federal. If a Mexican company employs you, it withholds ISR through payroll and most single-employer staff never file a return. Freelancers and small businesses can elect RESICO, a simplified regime taxing gross receipts at 1–2.5% up to MXN 3.5 million a year, which is the single most useful thing an independent professional can know here. Jalisco's own tax is a 3% payroll tax on employers — 5% on payments to asimilados a salarios — and never comes off an employee's payslip. The RFC, e.firma and Constancia are free. ISR on salaries is progressive to a top marginal rate of 35%. RESICO taxes gross receipts at 1% to 2.5% up to MXN 3.5 million a year. Jalisco's payroll tax — 3%, or 5% on asimilados — is borne by the employer, not deducted from you. Zapopan's predial depends on the cadastral value and on when in the year you pay it.

The RFC never expires. The e.firma is valid four years and renews online before it lapses. Annual returns are due by 30 April; predial is annual and discounted early in the year.

    Register the RFC once the CURP exists

    Inscribe yourself in the Registro Federal de Contribuyentes on the SAT portal using the CURP, or at a SAT appointment with ID and proof of address. Salaried people register under sueldos y salarios. Your employer can also register you in bulk.

    The e.firma digital certificate requires one in-person SAT appointment with fingerprints; the Constancia downloads instantly afterwards. HR, banks and landlords all ask for the Constancia, so treat it as a standing document you refresh rather than a one-off.

    Hand HR the RFC and let payroll withhold

    Your employer calculates and withholds ISR from every payment, remits it to SAT, and issues a payroll CFDI. You should see the withholding on the payslip. Nothing separate is paid by you, and Jalisco's payroll tax is the employer's cost, not a deduction from your salary.

    If you are independent, look hard at RESICO

    The Régimen Simplificado de Confianza taxes an individual's gross receipts at 1% to 2.5% of ISR, on a band scale, up to an annual ceiling of MXN 3.5 million, with monthly filings and no deductions. For a freelance engineer or designer billing Mexican clients it is dramatically lighter than the general regime — but you must elect it, it excludes some situations, and exceeding the ceiling at any point drops you out of it from the following month. Watch the asimilado question too: if a Jalisco client pays you as an asimilado a salarios rather than as a contractor, their payroll tax rises to 5%, and it changes how you are treated at SAT.

    Understand what actually makes you a Mexican tax resident

    Contrary to the day-count rule people repeat, article 9 of the Código Fiscal de la Federación turns on where your casa habitación is. If you also keep a home abroad, Mexico looks at your centre of vital interests — deemed to be here if more than half your income in the year is Mexican-source, or if the main centre of your professional activities is in Mexico. Renting in Zapopan and working for a foreign employer can therefore matter more than how many nights you slept here. The 183-day figure that circulates is a treaty and non-resident-employment concept, not the residency test.

    Pay Zapopan's predial in January, on Zapopan's calendar

    If you buy, property tax is municipal. Zapopan collects more of it than any other municipality in Mexico and leans hard on early-payment discounts to do so: for 2026 that meant roughly 15% off in January plus an additional card-payment discount in January and February, alongside standing reductions of 50% at 60, 60% at 70 and up to 80% at 80, and 50% for people with a disability, pensioners and widows. There are seventeen payment channels, including the Predial Zapopan app and a WhatsApp bot. Guadalajara and Tlaquepaque publish their own, different schedules — confirm the current year's terms with the municipality rather than assuming last year's repeat.

Things most newcomers don’t know

RESICO is the most valuable thing an independent professional here can learn about, and nobody mentions it.

The simplified regime taxes an individual's gross receipts at 1% to 2.5%, up to an annual ceiling of MXN 3.5 million, with simple monthly filings and no deduction bookkeeping. For a freelancer invoicing Mexican clients from a metro area full of contract engineering work, the difference against the general regime is enormous. It has to be elected, so people who register on autopilot as a general taxpayer often spend a year on the wrong regime.

Jalisco charges employers 3% payroll tax but 5% on asimilados, and that shapes how you get hired.

The impuesto sobre nóminas never touches an employee's payslip, but the differential does change employer behaviour: paying a contractor through the asimilados a salarios mechanism costs a Jalisco company more than paying a normal employee. If a Zapopan employer is unusually keen for you to invoice as a contractor rather than be assimilated, this is often why. Knowing the rates lets you read the offer rather than guess at it.

Predial is Zapopan's, not Guadalajara's, and the discount calendars are different documents.

The two municipalities publish separate Leyes de Ingresos with separate rates, separate early-payment percentages and separate deadlines. Owners who move from one to the other, or who read a Guadalajara article about a Zapopan property, routinely pay late or pay more than they needed to. Zapopan's 2026 campaign led with 15% in January and an extra card discount into February; treat that as the shape of the thing and confirm the year's actual terms with the municipality.

A Mexican payroll does not switch off your home country's tax system.

United States citizens and green-card holders are taxed on worldwide income regardless of residence, so they keep filing with the IRS and rely on the foreign tax credit or the foreign earned income exclusion, plus foreign account reporting. Other nationalities need to check whether their home country taxes on residence or citizenship and whether a treaty with Mexico applies. Assuming Mexican withholding is the end of it is expensive.

  • Assuming no return is ever required after a year with two employers or income over MXN 400,000.
  • Assuming a day count decides your tax residency — Mexico looks at where your home and your centre of vital interests are.
  • Letting the four-year e.firma lapse and hitting a wall at filing time.
  • Paying predial to Guadalajara for a Zapopan property, or missing Zapopan's January discount.
