Exchanging a licence in a city with no emission zone

EU and EEA licences remain valid indefinitely. A non-EU licence expires for Polish purposes six months after you establish residence and must be exchanged, with a sworn translation and — for countries outside the Vienna and Geneva road traffic conventions — a Polish theory exam. Unlike Kraków, Wrocław has no clean transport zone, so an older vehicle is still usable; the constraint here is paid parking and a tram network that is usually quicker.

Things most newcomers don’t know

Wrocław has no clean transport zone, and that is a real cost difference from Kraków.

Kraków's Strefa Czystego Transportu took effect in January 2026 over roughly 60% of that city, camera-enforced. Wrocław shelved its own scheme after four years of preparation, on the basis that annual nitrogen dioxide readings sit under the 40 µg/m³ limit, and has ruled one out before 2028. If you are choosing between the two cities and already own an older diesel, or plan to import one, that is a concrete financial difference rather than an abstraction — but the position is reviewed against the air quality data every year, so check before buying for the long term.

The sworn translator requirement is the single most common rejection.

A tłumacz przysięgły is a court-registered profession with a ministry number and a physical stamp. HR departments and translation agencies produce excellent documents that are nonetheless not accepted, because the legal requirement is about the translator's status rather than the quality of the translation. It costs under PLN 150 to do correctly.

The six-month clock runs from residence, and insurance is the real exposure.

Once your foreign licence has lapsed for Polish purposes, you are driving without a valid licence in the eyes of an insurer as much as a traffic officer. A claim on a policy where the driver was not validly licensed is where this becomes expensive, and it happens long before anyone stops you at the roadside.
