Buy Florida insurance before you do anything else with the car
Florida requires cover from a Florida-licensed agent before a vehicle can be titled and registered, framed in the statute as within 10 days of establishing residency. It is genuinely the first step, not the last, and an out-of-state policy will not satisfy it.

Book the county licensing appointment
Hillsborough County Tax Collector offices handle driver licences and vehicle services for the state. Book in week one and let the documents catch up rather than the reverse.

Convert the licence within 30 days
A valid licence from another US state generally converts on surrender after a vision test. A foreign licence usually means the knowledge test and often the driving test, unless a specific reciprocity arrangement applies — confirm your own country's treatment with FLHSMV before booking.

Title, register and pay the initial registration fee
Bring the out-of-state title, proof of Florida insurance and a VIN verification. Florida charges a substantial one-off initial registration fee when a plate is first issued to you in the state; it is far larger than the annual renewal and it is the number people fail to budget for.

Do not take Florida's minimum limits as adequate
Florida is a no-fault state requiring personal injury protection, with a low mandatory property damage liability minimum and no universal bodily injury liability requirement. Minimum cover here is materially thinner than minimum cover in most states. Ask specifically about uninsured motorist cover, which matters given Florida's uninsured driver rate.

Get a SunPass transponder
The Selmon Expressway, the Veterans and the Suncoast Parkway are all tolled and largely cashless. Without a transponder tolls are billed by plate at a higher rate, and rental companies add daily administration charges. It is a five-minute purchase in a supermarket.

Pick your bay crossing before you pick your address
If your work is in St Petersburg or Clearwater — a different county — you will cross on the Howard Frankland, the Courtney Campbell or the Gandy, and all three are single-point failures at rush hour and in bad weather. If you or a partner works across the bay, drive the actual crossing at the actual hour before signing a lease.

Do not assume transit will improve on a promise
Voters approved a 1% transportation surtax in 2018; the Florida Supreme Court struck the charter amendment down as unconstitutional in February 2021 and hundreds of millions were eventually refunded. Plan around the network that exists — HART buses and the free TECO streetcar on the downtown–Ybor corridor — rather than one that has been proposed.

Things most newcomers don’t know

Tampa's transit shortfall is a court judgment, not an oversight.

Hillsborough voters passed a 1% transportation sales surtax in 2018. In February 2021 the Florida Supreme Court held the charter amendment unconstitutional because its spending directives conflicted with the county commission's statutory allocation authority, and struck the whole thing. Several hundred million dollars collected in the interim went to a refund settlement. It is the direct reason the rail and bus expansion people were told to expect did not arrive.

Three bridges, one bay, no redundancy.

The Howard Frankland, Courtney Campbell and Gandy are the only crossings to Pinellas. A crash or a storm on one pushes everything onto the other two. If your household has jobs on both sides of the bay, that is the constraint that should decide where you live — not the neighbourhood.

Florida's mandatory minimums do not mean you are covered.

Florida requires personal injury protection and property damage liability at low statutory limits, and does not require bodily injury liability the way most states do. Buying 'the minimum' here leaves you materially less protected than the same choice elsewhere. Add uninsured motorist cover deliberately.

Toll-by-plate costs more than a transponder, every time.

Tampa's expressways are cashless. A SunPass transponder is charged the standard toll; a car without one is billed by plate at a higher rate with an administrative fee. Over a Selmon or Veterans commute this is a real monthly number.

Common mistakes to avoid

Letting the 30-day licence window elapse while waiting for an appointment.
Trying to register a vehicle on an out-of-state insurance policy.
Buying Florida's statutory minimum cover and assuming it resembles minimum cover elsewhere.
Budgeting for annual registration and being hit with the one-off initial registration fee.
Choosing a home on one side of the bay and a job on the other without driving the bridge first.
Planning around proposed transit rather than the network that exists.
