Getting set up in Bangladesh
E visa, N visa, and a divisional office that saves the trip to Dhaka
The decisive question is which body regulates your employer. BIDA handles private-sector employment on an E visa; the NGO Affairs Bureau handles NGO and INGO appointments on an N visa, which in Rajshahi is the more common answer because the local economy is education, agriculture and silk rather than export manufacturing; BEPZA handles the export processing zones and there is none in this district. Both main routes go through a Ministry of Home Affairs security clearance which, since October 2025, is applied for digitally through BIDA's One Stop Service portal and is deemed granted after 21 working days without objection. The useful local fact is that Rajshahi has one of DIP's seven Divisional Passport and Visa Offices, so in-country renewal does not mean a long trip to the capital.

The rule that strands people is national: an International Driving Permit must be obtained in your home country before you travel, because the BRTA does not issue them and the Automobile Association's process is built for BRTA licence holders going abroad. Locally, Rajshahi is the easiest Bangladeshi city of any size to get around. It is small, flat and unusually well paved, and the shift to battery-electric auto-rickshaws — one of the measures behind the city's celebrated air quality improvement — means the default transport is cheap, quiet and everywhere. Most foreign residents here never need a car in the city.

Bangladesh operates real foreign exchange controls, so the account you open determines what you can later take out. Foreign nationals may hold private foreign currency accounts and Non-Resident Foreign Currency Deposit accounts, and NFCD balances are freely repatriable — but the published minimum deposit for a foreign national is an order of magnitude above the non-resident Bangladeshi one. The local reality is that Rajshahi's branches serve an academic, agricultural and public-sector economy and rarely see a foreign individual, so an introduction from your university or organisation carries more weight here than anywhere else in this set.

The national picture applies: no public cover for foreigners, competent and inexpensive private care for routine needs, and complex care routed to Dhaka and then abroad. Rajshahi's specifics are one good and one bad. The good: no cyclone exposure, no salinity, a flat walkable city and a genuinely cool winter. The bad: the city's celebrated air quality gains have substantially reversed, the pre-monsoon heat is the most severe in Bangladesh, and Rajshahi Medical College aside, the specialist depth is 250 kilometres away in Dhaka.

SIM registration in Bangladesh is biometric and tied to an identity document, and the ceiling depends on which document you use: a Bangladeshi national ID supports a substantial number of SIMs, while a passport, driving licence or birth certificate supports only two. That is national. Rajshahi's local layer is that city coverage is good and the university areas are well served, but the Barind districts beyond the city are thinner and operator-dependent — and if you are near the Indian border your handset will try to roam onto Indian networks, which is an expensive surprise if you have not turned data roaming off.

Bangladesh's residency test is 182 days in the income year — not 183 — with a second limb catching people at 90 days if they were present more than 365 days across the preceding four years. What to know before you go
Rajshahi's clean-air reputation is real history and out-of-date fact — hold both
CriticalOn WHO's 2016 global ambient air quality data, Rajshahi had cut airborne particulates further than any city in the world: PM10 fell from 195 micrograms per cubic metre in 2014 to about 64 by 2016, and PM2.5 roughly halved from 70 to 37, a reduction of around 67 per cent achieved through tree planting, paving, better waste collection and a shift to battery rickshaws. That happened and it is genuinely remarkable for a South Asian city. What has also happened is that the gain has largely gone: Bangladeshi reporting now describes the former world leader in cutting pollution as among the country's most polluted, and on the morning of 6 November 2025 Rajshahi measured an air quality index of 167. Brick kilns ringing the city are the leading local source. Come for the greener, quieter city it still is, but buy purifiers for the dry season anyway.
The water problem here runs the opposite way to the rest of Bangladesh
ImportantRajshahi sits on the Barind Tract, whose average annual rainfall is about 1,625 mm against a national average of about 2,550 mm — the driest part of the country. The regional issue is groundwater depletion, not flooding or salinity: the Barind Multipurpose Development Authority, established under its own 2018 Act, runs roughly 16,000 deep tube wells irrigating more than half a million hectares, and ten upazilas of Rajshahi district are classified at varying levels of water scarcity. Practically, that means asking a landlord about the building's water source and reserve, and understanding that the local development conversation is about irrigation and aquifers rather than embankments.
Know which regulator owns your employment — and expect the NGO route or a university
CriticalPrivate-sector employment runs through BIDA on an E visa; NGO and INGO employment runs through the NGO Affairs Bureau on an N visa; BEPZA runs the export processing zones and there is none in Rajshahi — the nearest is Ishwardi EPZ in Pabna district. In practice most foreign professionals here are on the NGO route or attached to a university, because Rajshahi's economy is education, agriculture and silk rather than export manufacturing. A file lodged with the wrong body is restarted, not transferred.

ImportantThe Department of Immigration & Passports runs seven Divisional Passport and Visa Offices, which issue passports to Bangladeshi nationals in their jurisdiction and visas to foreign nationals, and Rajshahi is one of them. From a city this far from the capital that is a substantial practical advantage. Confirm which categories the office handles before assuming a trip to Dhaka is necessary — it is worth the phone call.
This is the hottest, driest corner of Bangladesh — plan the April–May heat, not the monsoon
ImportantThe northwestern plain regularly records the country's highest temperatures, and Rajshahi's pre-monsoon period is genuinely severe: dry, dusty heat rather than the coastal mugginess most Bangladesh advice describes. Against that, winter here is properly cool and pleasant by national standards, and there is no cyclone exposure at all. If you are choosing between Bangladeshi postings, this is a real and rarely stated trade — the worst heat, the best winter, and none of the storm risk.
Tax residence is 182 days, not 183 — and the income year runs July to June

The Sericulture Development Board is headquartered in Rajshahi under the Ministry of Textiles and Jute, covering research, training, extension, cocoon and silk production and marketing. Rajshahi silk is a genuine regional industry with a state institutional apparatus behind it, not a tourist label.

The northwest is Bangladesh's mango belt, and water stress is pushing farmers out of paddy and into mango, dragon fruit and sweet orange. That transition — orchards, cold chain, export standards — is where the region's commercial agribusiness work is.

The BMDA runs roughly 16,000 deep tube wells over more than half a million hectares, and the region's central policy question is how to keep growing food without emptying the aquifer. As a divisional headquarters Rajshahi carries the full set of divisional government offices — including the Divisional Passport and Visa Office — and sits close to the Indian border, which gives it a land-trade and customs economy that a similarly sized inland city would not have.

Varendra Research Museum
Culture · Near Shaheb Bazar, central Rajshahi
Established in 1910 and the oldest museum in Bangladesh, holding sculpture, coins, manuscripts and archaeological material from the Varendra region, now under the University of Rajshahi.
Local tip: Small, serious and almost empty on a weekday — the opposite of a national museum experience. The Hindu and Buddhist stone sculpture from the Pala and Sena periods is the reason to come and is genuinely first-rate.
The Padma embankment
Nature · Southern edge of the city, along the river
The riverside promenade and gardens along the Padma, where the city walks, eats and watches the sunset over the water toward India.
Local tip: Go at dusk, which is when the whole city is there. In the dry season the river retreats a long way and sandbars appear — a completely different landscape from the monsoon, and both are worth seeing.
Puthia temple complex
Landmark · Puthia, about 30 km east on the Dhaka road
The densest cluster of historic Hindu temples in Bangladesh — a raja's palace and a group of terracotta-ornamented temples around a tank.
Local tip: The terracotta panels are the point and they reward close looking rather than a walk-through. Combine it with Bagha Mosque further east if you are making a day of it; both are easy from the city and neither is ever crowded.

An early-sixteenth-century mosque famous for the depth and quality of its terracotta ornament, set beside a large tank.
Local tip: One of the finest surviving pieces of pre-Mughal Bengali brick architecture and almost unvisited by foreigners. Morning light on the east facade is the best time.
University of Rajshahi campus
Neighborhood · Motihar, east of the centre
One of the largest and greenest university campuses in the country — wide lawns, mature trees, the Shaheed Smriti Sangraha Shala and the city's intellectual centre.
Local tip: The campus is effectively Rajshahi's largest park and is open to walk. Early morning is when the city's runners and the students who study outdoors are there, and it is the fastest way to meet English-speaking locals.
Rajshahi silk workshops
Hidden gemCulture · Around the city, with the Sericulture Board complex as the starting point
Reeling, weaving and finishing workshops producing the region's silk, alongside the state sericulture institutions that train and supply them.
Local tip: Buy from a workshop rather than a shop on the main road and you will pay less for better cloth and see it being made. Ask about mulberry cultivation while you are there — the whole chain from leaf to loom exists within a few kilometres of the city, which is unusual anywhere.
