Things most newcomers don’t know

There is no annual car tax in Rhode Island, and there is in both neighbouring states.

The motor vehicle and trailer excise tax was repealed with effect from 1 July 2022, a year ahead of schedule. Massachusetts still levies its motor vehicle excise and Connecticut still taxes vehicles through municipal property tax. For a two-car household moving from Boston or Hartford, that is a recurring annual bill that simply disappears — and it is the single clearest tax advantage Rhode Island has over its neighbours.

One sales tax rate covers the entire state, which is genuinely rare.

Rhode Island charges 7% and no municipality adds anything, so the price on the shelf is the price everywhere from Woonsocket to Westerly. Most states layer city, county and special district taxes on top of the state rate — in California the same purchase can differ by three percentage points across a street. Here you never have to check. Note that groceries and clothing are treated differently, so look up the specific category rather than assuming 7% on everything.

A federal tax treaty generally does carry through to the Rhode Island return.

Rhode Island's return begins from federal adjusted gross income, so income excluded by treaty at the federal level normally does not reappear at the state level — the opposite of California, which does not conform to treaties at all.
