Status, a Social Security number, and one DMV counter for the whole state
There is no post-arrival registration step in the US: your I-94 record is your status, and the 'admit until' date on it governs your stay rather than the expiry printed in the visa. The first weeks are about a Social Security number if you are work-authorised, or an ITIN if not, and then a Rhode Island licence within 30 days of establishing residency. The state-specific trap is geographic: out-of-country licence transfers are handled only at the DMV's Cranston headquarters, not at the branch offices or the AAA counters that handle everything else.

Rhode Island gives you 30 days from establishing residency to get a state licence, and out-of-country transfers happen only at DMV headquarters in Cranston. The big financial difference from most of New England is that the annual motor vehicle excise tax — the car tax — was abolished outright with effect from 1 July 2022, so owning a car here carries no annual property tax at all. What remains is a combined safety, emissions and gas-cap inspection every two years, and a state small enough that Providence is inside a single commuter shed reaching Boston by train.

What to know before you go
The lead law is the strictest in America, and it decides where a family with young children can rent
CriticalRhode Island has among the oldest housing stock in the United States, and the Lead Hazard Mitigation Act requires the owner of any non-exempt rental built before 1978 to hold a Certificate of Lead Conformance — issued after a licensed inspector's independent clearance inspection, and renewed at least every two years. A tenant has the right to be given the current certificate. Since 2023 a tenant with unaddressed lead hazards can pay rent into a court escrow account rather than to the landlord. Ask for the certificate before you sign, not after; in Providence's Victorian triple-deckers this is not a formality.
Rhode Island abolished the car tax outright on 1 July 2022
ImportantThe motor vehicle and trailer excise tax — the annual bill on the value of your car, once the most complained-about tax in the state — was repealed with effect from fiscal year 2023, a year ahead of the phase-out schedule, and municipalities are reimbursed by the state instead. There is no annual vehicle property tax in Rhode Island. What remains is a biennial inspection: every light vehicle needs an emissions test, a safety test and a gas cap integrity test every two years, with new cars exempt for two years or 24,000 miles.
The state runs its own health marketplace and its own individual mandate
CriticalRhode Island does not use HealthCare.gov — it runs HealthSource RI, with its own enrolment calendar, so applying the federal dates can cost you a year of coverage. It also reinstated an individual mandate from 1 January 2020: going without qualifying coverage produces a penalty on your Rhode Island tax return of 2.5% of household income or $695 per adult plus $347.50 per child under 18, whichever is higher, administered by the RI Division of Taxation. Only a handful of states have one and people who know the federal penalty was zeroed out are caught by it.
Providence's homestead exemption is worth thousands and it is not automatic
ImportantProvidence's residential property tax rate is around $26.75 per $1,000 of assessed value, which is high, but an owner-occupied primary residence receives a 40% reduction in assessed value — one of the most generous homestead exemptions in the country. You have to apply for it with the city tax assessor, and you have to recertify. A buyer who assumes it is applied automatically pays the full rate for a year. If you are looking at a listing's quoted tax figure, establish whether it is the exempt or the unexempt number.
The whole state is one labour market — treat the commute radius accordingly
ImportantRhode Island is 1,214 square miles and you can drive its length in about three-quarters of an hour. A job in Providence is realistically commutable from Newport, Woonsocket, South County and well over the Massachusetts line, and Providence itself is on the MBTA commuter rail to Boston South Station. That changes the housing search completely: you are choosing among the whole state's neighbourhoods, not among one city's. It also means a single bad snowstorm shuts everyone's commute at once.
Sales tax is 7%, one rate, everywhere — and there is no local income tax
Good to knowRhode Island charges a single statewide 7% sales tax with no city or county add-on anywhere, so the price is the price wherever you shop. No Rhode Island municipality levies an income tax either, unlike Ohio, Pennsylvania or Missouri. What the state takes instead is property tax, which is heavy, and a personal income tax running from 3.75% to 5.99% on three brackets — modest by New England standards and well below Massachusetts once its 4% surtax applies.

Health care is the state's largest employment sector by a wide margin. Brown University Health — renamed from Lifespan in 2024 — runs the state's level I trauma centre and its children's hospital, and Women & Infants delivers the great majority of Rhode Island's babies.

Brown and RISD sit on the same hill and share a campus edge, which is why a city of 190,000 has a design and arts economy the size of a much larger one. Johnson & Wales' culinary programme is a large part of why the restaurant scene punches so far above its weight.

Textron — Bell helicopters, Cessna, Textron Systems — is headquartered in Providence, and Hasbro is next door in Pawtucket. The state's old jewellery trade left behind a dense base of small precision metalworking and tooling firms.
Marine, defence & the blue economy

Submarine hull sections are built at Quonset Point and the Navy's undersea warfare centre is at Newport, half an hour away. Rhode Island also hosted the first offshore wind farm in the United States off Block Island, and the supply chain for it runs through Providence and Quonset.

For its size Providence has an outsized restaurant economy fed by Johnson & Wales graduates, and the events calendar — WaterFire, PVDFest and the convention centre — supports a hospitality workforce that is a genuine share of city employment.

Benefit Street & College Hill
Landmark · East Side, above downtown
The 'Mile of History' — an unbroken run of 18th and early 19th century houses climbing the hill behind Brown and RISD, one of the densest concentrations of original colonial architecture anywhere in America.
Local tip: Walk it from the north end downhill in late afternoon when the light hits the clapboard. The Providence Athenaeum halfway along is an 1836 subscription library that anyone can walk into, and the John Brown House at the southern end is the best single museum on the hill. Free, and it takes an hour.
Federal Hill
Food · West of downtown, up Atwells Avenue
The historically Italian district — a mile of restaurants, salumerie, bakeries and cafés under the pinecone arch, centred on DePasquale Square and its fountain.
Local tip: The famous places on Atwells are fine; the reason to come is the shops. Buy from the salumeria, the bakery and the pasta maker rather than eating on the strip, and go on a weekday. The Sunday morning bakery queue is a local institution and moves faster than it looks.
Roger Williams Park & Zoo
Nature · South Providence
435 acres of 19th-century landscaped park with lakes, a Victorian botanical centre, a carousel, a planetarium and one of the oldest zoos in the United States.
Local tip: Enormous, free to walk, and much less known to newcomers than it should be — the boathouse, the Japanese garden and the temple of music are all worth finding. The zoo charges and is genuinely good; the park around it costs nothing and is where Providence actually spends its weekends.
WaterFire on the rivers
Culture · Waterplace Park and the downtown river walk
Around a hundred braziers lit in the middle of the three rivers running through downtown, tended from boats, with music along the banks — an art installation the city has staged on summer and autumn evenings since 1994.
Local tip: Free, and the full lightings are the ones to catch rather than the partial ones — check the schedule. Come at dusk for the lighting itself rather than later, get on the river walk below street level, and eat on Federal Hill afterwards when the crowd thins.
India Point Park & the East Bay Bike Path
Nature · The waterfront at the foot of College Hill
A green waterfront park where the Seekonk meets the bay, and the start of a 14-mile paved path running along the water all the way to Bristol.
Local tip: The bike path is the single best thing to own a bicycle for in Rhode Island — flat, separated from traffic and on the water for most of its length. Ride to Bristol for lunch and back; it is about three hours of easy pedalling and it does not feel like exercise.
The Providence Athenaeum
Hidden gemCulture · Benefit Street, College Hill
A small 1838 Greek Revival subscription library with its original alcoves, busts and card catalogue, and one of the great reading rooms in New England.
Local tip: Almost nobody who has just moved here knows they can simply walk in, and they can. Edgar Allan Poe courted Sarah Helen Whitman among these shelves. Membership is cheap and the reading room is the best free place in the city to work on a February afternoon.
