Things most newcomers don’t know
Rhode Island's lead law is the strictest in the United States, and it is a renter's tool.
The Lead Hazard Mitigation Act requires the owner of a non-exempt pre-1978 rental to hold a Certificate of Lead Conformance, issued only after a licensed inspector's independent clearance inspection, renewed at least every two years, with lead liability insurance required. Tenants are entitled to the current certificates, and legislation in 2023 added the right to pay rent into a court escrow account where hazards go unaddressed. In a city of 19th-century triple-deckers with young children in them, this is the most useful thing on this page.

The federal penalty has been zero since 2019, so people arriving from most other states have no reason to expect one. Massachusetts, New Jersey, California and DC are the others; nearly everywhere else there is nothing.
