Before you start
- Cédula de identidad
- Your foreign licence and, where required, an official translation
- Medical and psychosensometric assessment at an authorised centre
- Proof of a Machala address for the vehicle registration
Step-by-step
- 1
Check with the ANT whether your licence can be converted at all
Ecuador converts licences from some countries and requires the full course and examination from others, and the position has changed over time. Confirm with the national agency rather than with a driving school, which has an interest in the answer.

Complete the medical and psychosensometric assessment
An authorised centre tests sight, hearing, reaction time and coordination. It is required for issue and for renewal and is a standard part of the process rather than an obstacle.

Register the vehicle with Movilidad Machala EP, not with the national agency
Machala's municipality exercises the transit competency through its own public company, so matriculación and the annual technical inspection are booked and paid through the municipal system rather than a national counter. Someone arriving from abroad looking for the ANT will be sent to the wrong building.

Budget intercity travel from the current fares
The ANT's Resolution 020-DIR-2026-ANT, adopted on 25 July 2026 and in force from 1 August, raised interprovincial and intraprovincial bus fares by 25% — the first adjustment since 2021, driven by diesel costs and expressly a bridge until a new methodology is finished. With Guayaquil three hours north and Loja and Cuenca reached over the mountains, this is a direct recurring cost. Seniors, children and people with disabilities keep the half fare.

Take the border road seriously if you intend to cross
Huaquillas is a little over an hour south and is one of the busiest land crossings on the Pacific coast. Get an exit stamp on the Ecuadorian side and an entry stamp on the Peruvian side every single time, however short the trip — an unstamped crossing causes problems on both your Ecuadorian residence record and any future Peruvian entry. Vehicle documentation requirements for taking a car across are separate again and worth confirming before you set off rather than at the barrier.

Assume salt and flooding will decide your car's life
This is humid delta and estuary country. Corrosion is the standard failure on a coastal Ecuadorian car and it hides underneath rather than showing on the paint, so inspect sills, subframes and brake lines on anything used. Separately, the January-to-April rains flood low-lying streets here, and driving a saloon through standing water is how engines are ruined. Both are ordinary local knowledge and neither appears in any national guide.

Things most newcomers don’t know
Bus fares across the country rose 25% on 1 August 2026, and Machala is a road city with no airport of consequence.
The ANT approved Resolution 020-DIR-2026-ANT on 25 July 2026, applying a single 25% tariff adjustment factor to interprovincial and intraprovincial fares from 1 August, replacing rates unchanged since 2021. Unlike Manta, Machala has no meaningful passenger air link, so Guayaquil, Cuenca, Loja and Quito are all reached by road. Every fare table published before August 2026 now understates the cost, and the agency has said the rise is temporary pending a definitive methodology.

The municipality registers your car and the national agency licenses you, and the split is invisible until you need it.
Ecuador devolved transit competencies to municipalities, so Movilidad Machala EP handles matriculación and the technical inspection while the ANT still issues the licence. Guayaquil, Cuenca and Manta all run the identical arrangement through their own bodies — and Ambato, unusually, runs it through a unit inside the municipality with a provincial tax on top. Half your paperwork lives on a municipal system and half on a national one, and a guide written for the country as a whole will send you to the wrong counter for one of them.

A dollarised country an hour from a soles one produces a permanent price differential, and a permanent enforcement presence.
Fuel, gas and staple goods are subsidised and priced in dollars in Ecuador while Peru prices in soles, and the Huaquillas crossing sits on that gradient. The practical consequences for an ordinary resident are more checkpoints on the southern road than you would expect, restrictions and scrutiny on carrying fuel or quantities of goods towards the border, and a customs and police presence that is a normal part of that route. It is not a reason to avoid the road; it is a reason not to be surprised by it.

The road east into the hills is a different kind of driving entirely.
Machala is at six metres and Zaruma is at about 1,200, with Loja and Cuenca higher still over the mountains. The eastern road climbs fast, is two-lane, carries trucks and is affected by rain and landslides. Naturally aspirated engines lose power with altitude and brakes work hard on the descent back down to the coast. It is one of the best day trips in southern Ecuador and it is not a drive to attempt for the first time in the dark or in the January-to-April rains.

Common mistakes to avoid
- Looking for the national agency to register your car, when the municipality does it in this canton.
- Crossing at Huaquillas without getting both the exit and the entry stamp.
- Budgeting intercity bus travel from a fare table published before 1 August 2026.
- Buying a coastal used car without inspecting the underbody for salt corrosion.
- Driving through standing floodwater in the invierno rains.
