Check whether your country is exempt
The exempt list includes Australia, Canada, the United States, the United Kingdom, Hong Kong, Japan, South Korea, South Africa and most of the European Union. Everywhere else is non-exempt and requires both tests.

Book at an NZTA-approved agency

Things most newcomers don’t know

You get 18 months for a car licence, not 12 — that changed.

NZTA extended the time limit for driving on an overseas car licence to 18 months, while motorcycle and truck licences stayed at 12. A lot of relocation material still says 12 across the board, which either rushes you or, worse, has you convert the wrong category late.

Two years of licence history is what removes the practical test.

Even from an exempt country, holding your licence for under two years means sitting a practical test. Bring documentary proof of your licence history — a replacement card issued recently can look like a two-month-old licence unless you can evidence the original date.

Auckland is genuinely car-dependent, unlike most cities this size.

The city sprawls across two harbours and public transport, while improving, does not cover it evenly. Many arrivals who assumed they could go car-free find they cannot, so factor a vehicle into your budget rather than treating the licence conversion as optional admin.

The conversion tests exist because the road environment is unfamiliar, not as a formality. New Zealand's open roads are narrow, winding and unforgiving, and the crash risk for newly arrived drivers is concentrated there rather than in the city.
