Anyone taking a salaried job in the DRC — the mining and energy companies in Haut-Katanga, the banks and telcos in Kinshasa, and the very large NGO, UN and diplomatic payroll that is the single biggest foreign employer in the country. It is two documents from two ministries in a fixed order, and the order is what people get wrong. It lasts the work establishment visa runs for the validity of the work card behind it. The ordinary carte de travail is issued for a maximum of two years and is renewable, so in practice you are on a two-year cycle tied to your employment rather than to a fixed immigration term. There is a *visa d'établissement permanent* in DGM practice, but it is not a status you accrue by counting years on a work visa — nothing in the 1987 ordinance converts one into the other, and no published rule states a qualifying period. The honest answer is that long-stay foreigners in the DRC renew, indefinitely. Naturalisation is a genuine cliff edge rather than a next step: Loi n° 04/024 du 12 novembre 2004 makes Congolese nationality *une et exclusive*, so it cannot be held alongside any other, and acquiring it means giving up the passport you arrived on.

Foreigners who want to live in the DRC on their own resources rather than on a Congolese employer's — consultants billing abroad, retirees, people joining family, and the philanthropic and faith-adjacent workers the ordinance still writes about in 1980s language. This is also the category a retiree uses, because the DRC publishes no retirement visa at all. It lasts three years, renewable — the longest renewable term the ordinance offers, and materially better than the two-year work cycle. Renewal, indefinitely. No published rule turns a run of ordinary establishment visas into permanent status, and naturalisation means renouncing your existing nationality because Congolese nationality is one and exclusive. Treat the three-year renewable card as the destination rather than a rung.

Promoters of an investment approved under the Code des investissements — the route the DRC actually built for foreign capital, and the only establishment category that is defined by what you are bringing rather than by who employs you. It lasts five years — and, unusually, NON-renewable as the 1987 ordinance writes it. Secondary sources describe a ten-year variant in DGM practice. Either way this is not an evergreen status: plan the exit onto another category before it lapses. None automatic. Approval under the investment code buys you tax and customs advantages for the company, and a long establishment visa for you; it does not create a settlement track. The DRC has no golden visa and no citizenship-by-investment programme.

Foreign students enrolled at a recognised Congolese institution — the Université de Kinshasa, the Université de Lubumbashi, the Université de Kisangani, or one of the private universities and the seminaries that draw students from across central Africa. How long it lasts: The work establishment visa runs for the validity of the work card behind it. The ordinary carte de travail is issued for a maximum of two years and is renewable, so in practice you are on a two-year cycle tied to your employment rather than to a fixed immigration term.
Path to permanent residence: There is a *visa d'établissement permanent* in DGM practice, but it is not a status you accrue by counting years on a work visa — nothing in the 1987 ordinance converts one into the other, and no published rule states a qualifying period. Cost: The CNEE work card is the one figure with a clear published trail: USD 280 in total, split as USD 130 paid by bank deposit for the form and the card production and USD 150 paid to the CNEE technical secretariat, with DGRAD issuing the note de perception in between. The work establishment visa on top of that is widely quoted at around USD 653, and the DGM's filing fees at roughly USD 50 for the form and USD 100 for lodging an establishment file — but we found no DGM or DGRAD page publishing those, so budget them as indicative and get the note de perception before paying anyone anything.
Processing time: Plan on months rather than weeks, and plan on it starting before you arrive. The CNEE file passes through the commission, then DGRAD for the payment notice, then the biometric capture and card printing, then the DGM for the establishment visa. Employers with a regular flow of expatriate hires have this down to a routine; a first-time employer does not.

Worth knowing

The DGM cannot make you legal to work and the Ministry of Employment cannot make you legal to stay. You need both, and the work card is the prerequisite for the visa rather than the reverse. Landing on a travel visa and starting work while 'the papers are being sorted' is the single most common arrangement and it is unlawful for both you and your employer.
This is actively enforced. The Ministry of Employment announced a nationwide inspection mission of employers of foreign workers in July 2024, with sanctions on employers who hire or keep a foreign worker without a valid card.
There is a second, employer-side cost you will never see on your payslip: the IERE, an exceptional tax on expatriate remuneration charged at 25% of gross and borne by the employer, not withheld from you. It is why a local contract can come in lower than you expected, and why some employers would rather hire a Congolese national or engage you offshore.
The six-month prior-residence condition means the sequence is usually: enter on a travel visa or the airport visa, live lawfully for six months, then file. Foreigners who fly in expecting to land on an establishment visa are usually disappointed.
Ordonnance-loi 83-033 art. 11 requires you to produce your stay documents on demand, and art. 22 makes irregular stay a criminal matter carrying servitude pénale and a fine, not an administrative penalty. Carry the original.
Do not confuse the DGM's establishment visa with the commune-level *carte de résidence*. Article 1 of Ordonnance n° 83-164 puts that card in the hands of the bourgmestre of the commune where you live, which is why municipal registration drives periodically appear — Kinshasa's Hôtel de Ville announced one in July 2022 with a ten-day deadline and surcharges, and business federations disputed the province's competence to run it. Comply if one starts, keep the receipts, and check who is asking.
Everything here describes provinces where the DGM's provincial direction functions normally. It does not describe North Kivu or South Kivu.

Processing time: Not published. The DGM does not advertise a service standard for establishment visas, and reported experience varies from weeks to several months depending on how complete the file is and how often you attend in person.

Worth knowing

This is emphatically NOT a digital-nomad visa. The DRC has no nomad route, no remote-worker route and no freelance permit; the ordinary establishment visa is a general-purpose residence category that predates the concept by forty years. Anyone offering you a 'DRC digital nomad visa' is selling something that does not exist.
It also does not carry a right to work for a Congolese employer. The moment there is a local contract you are back in the work-card route, whatever your visa category says.
'Sufficient means' has no published threshold, which cuts both ways: there is no bar to clear, and there is no rule to appeal to. Bring far more evidence of income and savings than you think is needed.
The six-month prior-residence condition is the practical gate. It means your first six months in the country are on short-stay documents, with the cost and the border trips that implies.
Retirees: there is no pensioner route, no retiree tax treatment and no health-cover requirement, which means also no health-cover provision. Private cover with medical evacuation is a practical necessity here rather than a formality.

Processing time: The investment code gives ANAPI a hard deadline that is worth knowing: the approval decision must be taken and notified within 30 working days of the file being lodged, and silence past that deadline counts as approval. The DGM's own step afterwards has no published standard.

Worth knowing

The non-renewability is the trap. Five years is long enough to build a life and short enough that the ordinance's plain wording — special establishment visas are granted for five years and are not renewable — arrives as a surprise. Ask the DGM in year four what you convert onto.
Approval is about the investment, not about you. The advantages in the code are exonerations for the approved project; nothing in it grants a residence right to your spouse, your staff or your later ventures.
The 2002 code is old and has been under revision for years. If a promoter quotes you an incentive package, check it against the text and against ANAPI directly rather than against a brochure.
Mining is carved out. Investments under the Code minier follow that code, not this one, which matters a great deal in Haut-Katanga — the largest single category of foreign investor in the country is on a different legal track from the one described here.

Worth knowing

Annual renewal means annual exposure. Miss the window between academic years and you are irregular, with the criminal exposure that Ordonnance-loi 83-033 art. 22 attaches to irregular stay.
A student visa does not permit paid work. There is no student work allowance in the DRC and no published hours cap, because there is no permission to cap.
Enrolment at an unrecognised private institution will not support a file. Check the establishment appears on the ministry's list before you pay tuition.

Visa d'établissement missionnaire

Clergy, religious and lay workers sent by a recognised religious or philosophical community. It reads as an oddity next to European visa menus and it is not one here: the Catholic and Protestant churches run a very large share of the DRC's schools and hospitals, and this is a mainstream way for a foreigner to live in the country legally for a long time.

What you need

A posting from a religious or philosophical community recognised by the Congolese state — recognition of the sending body is the substance of the category
Evidence that the community supports you, in place of the means test applied to the ordinary category
The standard establishment file: passport, photos, DGM form and fiche d'immatriculation, vaccination card, bonne vie et mœurs, attestation de résidence

How long it lasts: Five years, renewable — the longest renewable establishment term the ordinance grants.
Path to permanent residence: Renewal, indefinitely, on the same terms as everyone else. The category carries no faster track to permanent status or to nationality.
Cost: Not separately published. The philanthropic branch of the ordinary category is quoted at around USD 200 in the same secondary schedule, well below the professional rate; whether a missionary file is priced on that line is exactly the kind of thing to confirm at the DGM counter rather than to assume.
Processing time: Not published. Sending organisations with an established presence handle this routinely.

Worth knowing

The recognition of the sending community is doing the work, not your own credentials. A congregation without Congolese legal personality cannot support the file however established it is elsewhere.
It is a residence category, not a work authorisation for secular employment. Taking a paid job outside the mission puts you back in the CNEE work-card route.
Read the category name for what it is — a 1987 statute still in force, drafted for Zaïre, using the vocabulary of that time. It has not been modernised, and neither has much else in this area of Congolese law.

Dependants and foreign spouses of Congolese nationals

Spouses and children of an establishment-visa holder, and foreign spouses of Congolese citizens. Read this route's confidence rating before you rely on it: it is the weakest-sourced part of the Congolese system, and the part where secondary sources are most confident and least verifiable.

What you need

For a dependant of an establishment-visa holder: your own establishment file at the DGM, with the principal's visa and evidence that they support you. There is no family-reunification annex to someone else's file — each person is an applicant
For a foreign spouse of a Congolese national: the marriage certificate registered with the Congolese état civil, and the spouse's Congolese identity documents
The standard file in every case: passport, four photos, DGM form and fiche d'immatriculation, vaccination card, bonne vie et mœurs, attestation de résidence

How long it lasts: The dependants of a principal are generally aligned to the principal's category and term. A 'matrimonial' establishment category for foreign spouses of nationals appears in Congolese practitioner sources and in the circulating DGM tariff, but it is NOT one of the categories enumerated in Ordonnance 87-281 art. 5 — so we cannot state its term.
Path to permanent residence: Marriage is one of the modes by which Congolese nationality may be acquired under Loi n° 04/024 du 12 novembre 2004. But the same law makes Congolese nationality one and exclusive: it cannot be held concurrently with another. In practice that turns 'nationality through marriage' into a decision about your existing passport rather than an administrative step, and it is the single most consequential fact in this route.
Cost: The circulating schedule prices the matrimonial category at around USD 200 — cheap relative to the professional rate. Unconfirmed, like every other figure in that schedule.
Processing time: Not published.

Worth knowing

LOW CONFIDENCE, deliberately. The 1987 ordinance enumerates five establishment categories and a family or matrimonial one is not among them; the category is attested only by Congolese practitioner writing and an unofficial tariff. Verify it at the DGM's Direction des Étrangers before making any plan that depends on it, and do not let anyone charge you for it on the strength of a web page.
A dependant's visa carries no right to work. A spouse who wants a Congolese job needs an employer and the full CNEE work card, the same as anyone else.
Nationality by marriage is not automatic and it is not additive. Because Congolese nationality is one and exclusive, taking it means losing what you have — and the DRC's own diaspora lives with the mirror image of that rule every day.
Foreign civil-status documents need legalisation and translation into French before the état civil or the DGM will look at them. Start that before you leave home.

Getting in first: travel visa and the airport visa (the step before any of the above)

Everyone, because every establishment route above expects six months of prior lawful residence. This is not a residency route and we are not pretending it is one — it is the entry step that the residency routes assume you have already done, and leaving it out is why people arrive with the wrong document.

What you need

A passport valid well beyond the stay, evidence of means, and a sponsor in the DRC — a company or an individual who takes responsibility for you, which the DGM treats as a substantive requirement rather than a formality
A yellow fever vaccination certificate. This is checked at Ndjili on arrival, not asked about politely
An application through the DGM's own e-visa portal, or at a Congolese embassy
For travellers from countries with no Congolese diplomatic representation, a *visa volant* authorised personally by the DGM's Director-General

How long it lasts: Travel visas run from eight days up to six months, single or multiple entry, and must be used within three months of issue. The airport/port visa is a short bridge — reported at seven days — and must be regularised at the DGM before it lapses.
Path to permanent residence: None on its own. What a travel visa does is start the six-month clock that the establishment categories require, which is why the sequencing matters so much: you cannot skip it, and you cannot start an establishment file from abroad.
Cost: Widely reported at USD 83 for a one-month single entry rising to USD 400 for six months multiple entry, and the electronic airport visa at USD 390 all-in — USD 300 online with the application and USD 90 on arrival. Confirm the current amount on the DGM portal itself before paying: this is a fee schedule that moves and that intermediaries mark up.
Processing time: The electronic route advertises around 72 hours. Embassy processing varies by post.

Worth knowing

The sponsor requirement is real and it is the reason most tourist-style applications fail. Without a Congolese company or resident willing to be named, there is no application to make.
Do not overstay while an establishment file is 'in progress'. A pending file is not a status, and Ordonnance-loi 83-033 attaches criminal penalties and expulsion to irregular stay.
Visa agents and fixers are ubiquitous at every stage of this process. The defence is the DGRAD note de perception: every legitimate state charge has one, and anything without one is somebody's private tariff.
Entry policy and residence policy are different questions. Ninety days of anything is not a right to live here — the establishment visa is, and only the DGM issues it.
