Work permit and residence visa

Foreign nationals employed by an Egyptian employer registered with the Ministry of Labour.

What you need
  • A passport valid for at least 6 months
  • A confirmed job offer from an employer registered with the Ministry of Labour
  • Original diplomas or professional certificates translated into Arabic
  • A police clearance certificate from your home country
  • A medical examination including a mandatory HIV/AIDS test at the Ministry of Health's Central Laboratory
How long it lasts
Work permits are issued for one year or less and renewed annually — a part-year counts as a full year for fee purposes. The residence visa is tied to the work permit.
Path to permanent residence
Weak. Egypt has no straightforward employment-to-permanent-residence ladder — long-term foreign workers generally keep renewing. Permanent residence and naturalisation exist but are discretionary and slow.
Cost
Ministerial Resolution No. 279 of 2025 reset the fee schedule and it escalates with each year you stay: about EGP 6,000 for the first year, rising by roughly EGP 1,500 a year through year three, then a higher base from years four, seven and eleven onwards, with annual increments and an overall cap of EGP 100,000 (up from EGP 50,000). Add EGP 300 for the licence card, plus Arabic translation, police certificate and medical costs. Residence visa fees are set separately by the Ministry of Interior — confirm current amounts.
Processing time
Ministry of Labour approval typically within about two weeks, followed by a Ministry of Interior security check that can take up to 30 days — so roughly six weeks in a clean case.
Worth knowing
  • Two ministries, in sequence. People plan around the work permit and are caught out by the Interior security check sitting behind it. Tell an employer your realistic availability is about six weeks, not two.
  • The fee is not flat — it climbs every year you renew, to a ceiling of EGP 100,000. Anyone planning a long Egyptian posting should model the escalation rather than the first-year figure, and any guide quoting a single fixed work-permit fee predates Resolution 279 of 2025.
  • The Ministry of Manpower was renamed the Ministry of Labour, and manpower.gov.eg now redirects. Older guidance naming the old ministry is describing the same body.
  • The HIV/AIDS test must be performed at the Egyptian Ministry of Health's Central Laboratory. Results from your own doctor at home are not accepted as a substitute — an unusual requirement by international standards.
  • Qualifications must be translated into Arabic, and depending on origin may also need legalisation. This is the most common single cause of delay and it is entirely front-loadable.
  • Foreign staff may not exceed 10% of an establishment's Egyptian workforce, counted across all branches, with exemptions for free zones, small establishments and cases cleared by the exceptions committee. That cap, not your CV, is often what decides whether an employer can hire you at all.

Residence through property purchase or investment

  • Passport and supporting documentation
  • Application through the Ministry of Interior, with investment routes coordinated via GAFI

Multi-year renewable residence, with the term scaling to the size of the qualifying investment.
Path to permanent residence
Egypt does operate an investment-linked naturalisation framework at substantially higher thresholds than residence. Residence itself is renewable rather than permanent.
Cost
The qualifying thresholds are tiered by investment size and have been revised repeatedly since the framework was introduced. They are also among the most misquoted figures in the relocation industry, because the firms publishing them sell the service. Confirm the current amounts with the Ministry of Interior or GAFI directly rather than relying on any secondary figure — including this one.
Processing time
Varies with the route and the verification of transferred funds.
Worth knowing
  • Funds must be transferred into Egypt through official banking channels in foreign currency, and evidencing that transfer is central to the application. Cash purchases and informal transfers do not qualify.
  • This is a currency-risk decision as much as an immigration one. You are converting foreign currency into an Egyptian-pound-denominated asset in a country whose currency has lost most of its dollar value in recent years.
  • Residence through property does not confer a right to work for an Egyptian employer. If you intend to take a job, the work permit route is the correct one.
  • The thresholds have moved more than once. Treat any figure over a year old as unreliable.

Residence as the spouse or family member of an Egyptian

Foreign spouses of Egyptian nationals and their dependent children.

  • A marriage to an Egyptian national, documented and registered in Egypt
  • Passport and supporting civil documents, translated into Arabic where required
  • Application to the Ministry of Interior
How long it lasts
Renewable residence, with longer terms typically granted as the marriage lengthens.
Path to permanent residence
This is the strongest route to long-term status in Egypt. Foreign spouses of Egyptian nationals have an established path toward naturalisation after a qualifying period, which is not realistically available through the employment route.
Cost
Ministry of Interior fees, revised in 2023; confirm current amounts.
Processing time
Varies; generally more straightforward than the employment route as no Ministry of Labour approval is involved.
Worth knowing
  • Unlike the work permit route, this requires no Ministry of Labour involvement — which removes the slower half of the dual-authorisation process.
  • Marriage must be properly documented and registered in Egypt. Foreign marriage certificates generally require legalisation and Arabic translation.
  • The rules and qualifying periods have historically differed depending on the gender of the Egyptian spouse. Get current advice rather than assuming symmetry.

Student residence

None directly. Graduates would need a work permit and residence visa to remain.

Ministry of Interior fees plus tuition, which for foreign students is well below European or North American levels.

Institution-led; apply ahead of term.
Worth knowing
  • Cairo has an unusually large foreign student population studying Arabic, and the language institutes are experienced at sponsoring residence — often a smoother entry point than an employer.
  • A student residence does not permit employment.
  • Egyptian Arabic is the most widely understood dialect across the Arab world thanks to a century of Egyptian film and television, which is a substantive reason to study the language here specifically rather than elsewhere.

Extended tourist stay (the de facto remote-worker route)

Remote workers and long-stay visitors. Included because it is what people actually do — not because Egypt offers a nomad visa. It does not.

What you need
  • Entry on a tourist visa or visa on arrival, depending on nationality
  • Application to the Ministry of Interior to extend the period of stay
  • Passport and proof of accommodation
How long it lasts
Short initial stay, extendable at the Ministry of Interior's discretion.
Path to permanent residence
None whatsoever. This accumulates no residence entitlement and leads nowhere — it is a way of staying longer, not a way of settling.
Cost
Tourist visa fee plus extension fees at the Ministry of Interior.
Processing time
Extensions are processed in-country at Interior offices.
Worth knowing
  • Egypt has no digital nomad visa and no freelance or self-employment residence route. This gap is real, and the tourist-extension pattern is a workaround rather than a designed pathway.
  • Working for Egyptian clients or an Egyptian employer on tourist status is not permitted. The work permit route is the only lawful way to do that.
  • Extensions are discretionary. Building a life around repeated renewals carries genuine risk, and it will not support a work permit application later.
  • It also will not reliably open a bank account — some banks require a residence permit, and a residence permit is what makes most administrative life here routine.
