H2 — Skilled worker permit (employer-sponsored)

The mainstream route: a qualified professional with a Rwandan employment contract. This is the class most people arriving in Kigali for a job will hold.

What you need
  • A copy of the employment contract with a Rwanda-registered employer
  • Certified academic certificates for the qualifications the role requires
  • A recommendation letter from the employer
  • A detailed CV
  • A police clearance certificate issued within the last six months
  • Filed through the Irembo portal
How long it lasts
Issued for up to two years, renewable. Renewal needs only the contract and a fresh employer recommendation — no repeat of the academic file.
Path to permanent residence
Rwanda publishes permanent-permit classes but tells applicants to contact DGIE before applying rather than listing criteria. Naturalisation by residence requires fifteen consecutive years of physical residence in Rwanda; marriage to a Rwandan shortens that to a five-year marriage. Treat this as a long-stay route, not a fast track to a passport.
Cost
RWF 150,000 for the permit. EAC nationals are not charged work permit fees at all under the Common Market Protocol.
Processing time
DGIE states seven days for permit applications and renewals once the file is complete.
Worth knowing
  • You have a short window after arrival to regularise. Plan the permit file before you fly, not after — the academic certificates and the six-month police clearance are the slow items and both must be obtained at home.
  • The police clearance must be less than six months old at the time of filing, so getting it too early is as much a problem as getting it too late.
  • Rwanda has no digital nomad or remote-work permit. If your income comes from a foreign employer and you have no Rwandan contract, this class does not fit you and there is no substitute class — see the K permit below for the only adjacent instrument.
  • H2 is not the only employment class, and defaulting to it can cost you. DGIE also publishes E1 and E2 for government and bilateral technical-assistance roles, H3 for journalists and media representatives, H4 for regional semi-skilled workers and artisans at a reduced RWF 50,000, H5 for staff of international and regional organisations, N2 for NGO employees, C2 for professional players and artists, and Q1 for employees of multinational and regional companies at one year. Check which one your role actually is before the employer files.

H1 — Skilled worker on the occupation-in-demand list

Workers whose occupation appears on Rwanda's published occupation demand list and who hold the qualifications and experience it specifies. This is Rwanda's skills-shortage variant and it is materially better than the ordinary employed class.

What you need
  • An occupation that appears on the occupation-in-demand list, with the qualifications and experience the list requires
  • A copy of the employment contract
  • Certified academic certificates
  • An employer recommendation letter and a detailed CV
  • Police clearance issued within the last six months
How long it lasts
Up to three years — a full year longer than the ordinary H2 skilled-worker permit, on the same fee.
Path to permanent residence
Same fifteen-year naturalisation-by-residence position as other work classes; the longer permit simply means fewer renewal cycles inside it.
Cost
RWF 150,000 — identical to H2 despite the longer validity.

Seven days at DGIE for a complete file.
Worth knowing
  • The three-year validity versus H2's two years is the whole point of this class, and it costs the same. If your occupation is on the list, applying under H2 by default is a straightforwardly worse outcome — check the list before your employer files.
  • The demand list is revised, so an occupation that qualified a colleague two years ago may not qualify you. Confirm the current list rather than relying on a precedent inside your own company.

Investor permits — A1 mining, B1 agriculture, F1 manufacturing, O1 hospitality, W1 IT, X1 transport, Z1 other

Foreign nationals investing in a Rwandan business. The class letter is chosen by sector rather than by size of cheque, which is why Rwanda's investor route looks unusually granular from outside.

What you need
  • Business registration documents for the Rwandan entity
  • An investment certificate
  • A detailed CV and an application letter
  • Police clearance issued within the last six months
  • For the five-year recurring tier, a tax clearance certificate
How long it lasts
RWF 150,000 for an initial permit valid up to two years. The recurring tier — the same class with a '3' in the code, e.g. W3-1 for IT — runs five years for RWF 250,000 and requires tax clearance.
Path to permanent residence
Rwanda's nationality law lists substantial sustainable investment as a ground for acquisition of nationality separately from the fifteen-year residence route, but does not publish a threshold. Do not plan around a number you have seen on a golden-visa site; ask DGIE.
Cost
RWF 150,000 initial (up to 2 years); RWF 250,000 for the 5-year recurring tier.
Processing time
Seven days at DGIE once the company and investment certificate exist; company formation through RDB is the longer part.
Worth knowing
  • DGIE's published permit schedule states no minimum investment figure for any of these classes. Figures circulating online (USD 250,000 is the common one) are not on the immigration schedule — the substantive thresholds sit with the Rwanda Development Board's incentive regime, which is a different question from whether you get a permit.
  • Buying property in Rwanda is not by itself a basis for a residence permit. Real-estate 'investor visa' marketing aimed at Kigali buyers describes something the immigration schedule does not contain.
  • The five-year tier requires tax clearance, which means your Rwandan entity has to have been filing properly. It is the renewal, not the first application, where a casually run company gets caught.

C1 — Self-employed in a prescribed profession, and G1/G2 trade permits

Self-employed professionals whose occupation is a prescribed regulated profession (C1), and people trading goods or services in Rwanda — G1 for EAC and CEPGL nationals, G2 for everyone else.

  • For C1, membership of the relevant Rwandan professional body plus registration
  • Business registration documents
  • A detailed CV and police clearance within six months
  • For G2, a valid travel document as well as the business registration

Counts as lawful residence toward the fifteen-year naturalisation route. No shortened track.

Seven days at DGIE once professional-body membership is in place.
Worth knowing
  • For C1 the professional-body membership is the gate, not the immigration file. Rwandan regulators for law, medicine, engineering and accountancy each run their own recognition process and that is where the months go.
  • G1 exists specifically because EAC and CEPGL nationals trade across these borders routinely; a non-regional national doing the same activity files G2 instead. The distinction is nationality, not activity.
  • Freelancing for foreign clients from Kigali is not what these classes describe. They contemplate a registered Rwandan business or a regulated Rwandan practice.

K — Assured income permit

Retired people, and others with an assured income who are not seeking employment in Rwanda. In practice this is the closest thing Rwanda has to a passive-income residence permit.

  • A retirement certificate, or equivalent evidence of assured income
  • A bank statement from a RWANDAN bank — DGIE asks for the local account specifically, and at renewal for the six preceding months
  • Medical insurance valid in Rwanda — a local policy, not a travel policy
  • Police clearance issued within the last six months, from your country of residence
  • An application letter and a detailed CV

Up to two years, renewable.
Path to permanent residence
Lawful residence counting toward the fifteen-year naturalisation route. Rwanda has no retirement-specific shortcut.

Worth knowing
  • This is the permit remote workers keep being pointed at, and it is a poor fit for most of them: it is framed around income you already have rather than income you are actively earning, and it explicitly contemplates that you are not working in Rwanda. Read it as a retirement permit that happens to accept other assured income, not as a nomad visa in disguise.
  • The requirement for locally valid medical insurance catches people who arrive with an international travel policy. Budget for a Rwandan policy from the start.
  • The bank statement has to come from a Rwandan bank, which is a sequencing trap: you need a local account before you can evidence the income, and opening one generally wants status. Ask DGIE how they expect a first applicant to satisfy this before you rely on the class.
  • DGIE publishes no income floor for this class. That is not the same as there being none — the officer assesses whether the income is genuinely assured.

R — Special pass (bridging, up to 90 days)

Someone who has secured employment for a period not exceeding 90 days, and — more usefully — a foreign worker or self-employed person who has arrived but does not yet hold a residence permit.

What you need
  • For a first application, DGIE lists only a detailed CV — this is genuinely one of the lightest permit files published anywhere
  • For a renewal, a detailed CV plus an employer recommendation letter and an academic certificate
How long it lasts
Three months.
Path to permanent residence
None on its own. It is a bridge to a substantive permit class, not a status you accumulate.

Seven days at DGIE.
Worth knowing
  • This is the instrument that keeps you lawful while the real permit is processed, and it is why Rwanda's system feels forgiving compared with its neighbours: there is a published, cheap, legitimate holding status rather than an informal tolerance.
  • Ninety days is genuinely the ceiling for the short-employment use. It is not a rolling arrangement.

Study and research permit

  • Kigali's research permitting has a second layer for some fields: work involving human subjects, health data or protected areas needs a sectoral clearance on top of the immigration permit, and that clearance is usually the binding constraint on your timeline.
  • Employment is not authorised on a study permit without separate permission.

Dependant permit and spouse of a Rwandan citizen

Spouses and children of permit holders, and foreign spouses of Rwandan citizens.

What you need
  • Marriage or birth documentation
  • The principal's permit, or the Rwandan spouse's proof of nationality
  • Police clearance within six months
How long it lasts
Aligned to the principal's permit for dependants; renewable.
Path to permanent residence
Marriage is the one materially shorter route to Rwandan nationality: five years of marriage rather than fifteen years of residence. Nationality applications take around six months to process.
Cost
Permit fees per DGIE's schedule; the nationality application itself is RWF 10,000.
Processing time
Seven days for the permit; roughly six months for a nationality application.
Worth knowing
  • A dependant permit does not carry work rights of its own. A spouse who wants to work needs their own employment class.
  • Nationality by acquisition requires adequate knowledge of Kinyarwanda and of Rwandan culture and history. This is a real assessment, not a formality, and it is the part people prepare for last.
