Rwanda issues visas on arrival to every nationality, so getting in is not the problem; getting a permit class right is. DGIE publishes each class, its documents, its fee in RWF and its validity, and everything is filed through Irembo with a stated seven-day decision. The two slow items β certified academic certificates and a police clearance less than six months old β both have to be obtained in your home country.

From around 8am to 11am on the last Saturday of each month, community work is mandatory for residents aged 18 to 65 and much of Kigali shuts: shops closed, traffic restricted, movement discouraged until it ends. Foreign residents are not conscripted but are affected by everything being shut, and joining your sector's session is a genuinely good way to meet neighbours. Do not schedule a flight, a viewing or a delivery into that window.
Rwanda banned single-use plastic bags in 2008 and non-biodegradable plastics more widely since. Bags are confiscated on arrival at Kigali International, including the ones your duty-free came in. Pack a cloth bag and repack anything wrapped in plastic before you fly.
Both are the opposite of Kenya, Uganda and Tanzania, which drive on the left on GMT+3. If you are moving within East Africa this catches you twice: your driving habits and every calendar invite from Nairobi. Kigali is one hour behind Nairobi, Kampala and Dar es Salaam year-round.
The city is genuinely clean, walkable after dark by regional standards, and low on street crime. That comes with active enforcement: littering, jaywalking in the centre, riding a moto without the helmet the driver hands you, and informal street trading all attract attention. Adjust to the norms rather than treating them as advisory.
Permits, licences, certificates, police clearance, vehicle transactions β one portal, one account, one payment flow, and DGIE quotes seven days for permit decisions. Set up your Irembo account and link a payment method in your first week; you will use it far more often than you expect.
Kigali is built across a set of steep ridges and valleys. Two neighbourhoods a kilometre apart on a map can be a serious climb apart on foot, and rain turns unpaved side roads slick fast. Motos exist for this reason. Test any walk you plan to do daily before signing a lease.

The memorial and burial place for more than 250,000 victims, and the country's principal centre for education about the 1994 genocide against the Tutsi.
Local tip: Go early in your time here, not late, and go alone or with someone you can be quiet with. Allow the whole morning and nothing after it. Photography is restricted inside and the request is meant seriously.
Food Β· Kimironko
Kigali's biggest market β produce, secondhand clothes, and the fabric section where tailors will make anything from a photo.
Local tip: The fabric hall at the back is the reason to come. Buy kitenge, walk it ten metres to a tailor, agree a price and a day. Prices are negotiated but good-humouredly.
Neighborhood Β· South-west Kigali
The oldest, densest and liveliest quarter β Muslim-founded, full of small restaurants, barbers and street life that the rest of orderly Kigali doesn't have.
Local tip: The Nyamirambo Women's Centre runs a walking tour led by women from the neighbourhood. It is the single best orientation to how Kigali actually lives.
Culture Β· Kacyiru
Artist-run studio and gallery, with a Thursday-evening scene that pulls in a mixed local and international crowd.
Local tip: Thursdays are the night. The artists are usually there and will talk about the work β this is a working studio, not a white cube.
Nature Β· West of Nyamirambo
The ridge overlooking the city, with eucalyptus tracks, a horse-riding stable and the best view back over the hills.
Local tip: Walk up early on a Sunday before the haze. It is a proper hill, not a stroll, and the descent into Nyamirambo afterwards is the good half.
Landmark Β· Central Kigali
Ten stone columns in a quiet compound, one for each Belgian peacekeeper killed on 7 April 1994, in the buildings where it happened.
Local tip: Almost nobody comes here and there is rarely anyone to explain it, which is part of why it lands. Fifteen minutes, in the middle of the city, and it reframes the memorial at Gisozi.
