How long it lasts: Typically issued for up to a year at first, aligned to the contract, and renewable. Since June 2026 the holder may change employer after six months of employment rather than starting again.
Path to permanent residence: Permanent residence after five years of continuous lawful residence, with a Croatian language, culture and social-order exam. Cost: State administrative fees plus the biometric residence card. Modest; the employer usually carries the labour-market-test side. The language exam added in 2026 is a new personal cost at renewal.
Processing time: Standard processing lengthened to 90 days in June 2026, extendable by a further 30 days for complex cases. Plan against that rather than against the 30–60 days older guides quote.

Worth knowing

The 2026 territorial restriction is the trap. A permit granted on a labour market test is now valid only in the administrative zone where that test was conducted, and shortage-occupation permits only where the occupation is listed as short. Moving to a different part of the country is no longer neutral.
The A1.1 Croatian requirement at renewal is genuinely new and is being underestimated. It is a basic level, but it is an examination with a fee and a booking queue, and it lands at the moment your permit is expiring.
Croatia's shortage-occupation list is the mechanism that removes the labour market test. Check whether your role is on it before assuming your employer must advertise.
Croatia has no ordinary income-tax break for employees. The nomad exemption below applies only to nomad-permit holders, and an employee here pays ordinary Croatian income tax plus a municipal surcharge set by the city.

Temporary stay of digital nomads

Work performed through communications technology for an employer or own company not registered in Croatia
Means of subsistence of at least EUR 3,622.50 per month, or savings of at least EUR 43,470 for a twelve-month stay and EUR 65,205 for eighteen months
Health insurance valid in Croatia, proof of accommodation, and a criminal record certificate from your country of citizenship or habitual residence
Address registration within three days of entry

How long it lasts: Granted for up to 18 months. An extension of up to a further 6 months may be requested, and the application must be filed no later than 60 days before expiry.
Path to permanent residence: None. Digital nomad stay does not count toward permanent residence, and after the permit ends you must spend at least six months outside Croatia before applying for nomad status again. It is an extended, legal, tax-favoured stay — not a path to settlement.
Cost: State fees, the biometric residence card and the criminal record legalisation chain. The insurance policy is usually the largest single item.
Processing time: Typically weeks; family members apply only after the principal is approved.

Worth knowing

The income figure is a formula, not a fixed sum: it tracks 2.5 times the Croatian average net salary and was raised to EUR 3,622.50 a month in early 2026 as Croatian wages rose. Nomad blogs still quote figures near EUR 2,300–2,900. Use the MUP page, which carries the current number.
The tax exemption is real but narrow. Article 9 of the Personal Income Tax Act excludes from Croatian income tax the receipts of a person with digital nomad status earned from dependent or independent work for an employer not registered in Croatia. It covers earned income from the foreign employer only — not passive income, not Croatian-source work, and not anyone without the status.
The six-month cooling-off period between nomad permits is a hard rule and it is what stops the permit functioning as a rolling residence.
Family members can join, but they apply separately and only once the principal has been approved — not in the same file.

Cost: Administrative fees; employers commonly organise and pay for the application.
Processing time: Faster than the general route for the exempt categories, slower where a labour market test is required.

Worth knowing

Up to 90 days of seasonal work in agriculture, forestry, hospitality and tourism in a calendar year is exempt from the labour market test and the HZZ opinion. Beyond that the full procedure applies.
The multi-year permit is new and easy to misread: three years is the permit's life with one employer, not three years of permitted work. The annual day limits still bind.
Employer-provided accommodation is common on the coast and the standards are regulated. Deductions from wages for it are a recurring source of dispute.

EU Blue Card

Worth knowing

Croatia issues few Blue Cards relative to ordinary work permits, and the salary threshold rises with the average wage — check the current multiple with MUP rather than relying on a euro figure.
For most people arriving into Zagreb's tech sector the ordinary residence and work permit is what the employer will file. Ask explicitly whether the Blue Card is available if the salary is high enough, because it will not be offered by default.

How long it lasts: Since June 2026 temporary residence for study may be granted for up to three years rather than being renewed annually — a real administrative improvement.
Path to permanent residence: Study time counts at a reduced rate toward permanent residence. Converting to a work permit after graduation is the normal route.
Cost: Permit fees plus tuition, which for English-taught programmes is the material number.
Processing time: Weeks; begin before the academic year, when consular and MUP demand peaks.

Worth knowing

Students may work within limited hours, but it is not a work authorisation and does not substitute for one after graduation.
The three-year study permit is new. Guidance describing annual renewal predates June 2026.

Cost: Administrative fees plus document legalisation and court-certified translation.
Processing time: Months, dominated by document authentication rather than by the decision.

Worth knowing

Croatia recognises extramarital and formal life partnerships for reunification, with an evidential test — broadly three years for a childless couple, less where there are children. This is more generous than several neighbours and is frequently overlooked.
Family members of a digital nomad are a separate case: they can join, but nomad status itself builds nothing toward permanence for anyone in the family.
