How long it lasts: Work permits are commonly granted for one year and renewed. The residence permit is issued to match and is renewed alongside it.

Cost: Work permit and residence permit fees are set in US dollars and payable in cedis, and are usually met by the employer. Budget separately for the Ghana Card — the National Identification Authority publishes a first-issue fee for the non-citizen card with a lower renewal fee.
Processing time: The work permit is the slow half and commonly runs to a couple of months. The residence permit follows once the work permit is granted, and the Ghana Card has to be in hand before that.

Worth knowing

The two permits are genuinely separate instruments. Holding a work permit without a residence permit leaves you unlawfully resident even though your job is lawful — this catches people every year.
The non-citizen Ghana Card comes first in practice, not last. It is also required for bank accounts, mobile money, SIM registration and paying tax, so it gates almost everything else.
The permit is tied to the sponsoring employer. Changing jobs means a fresh application, not a transfer.
Ghana has no digital nomad or remote-work visa. Remote work for a foreign employer sits outside every route here; people do it on visitor status, and that is not a residence right.

How long it lasts: The quota slot is a standing entitlement while the GIPA registration is maintained; individual permits are issued and renewed against it.

Cost: For a trading enterprise, dominated by the USD 500,000 cash requirement; outside trading, Act 1173 removed the blanket capital floor, so the cost is whatever the business genuinely needs. Add GIPA registration fees, incorporation, and the per-person permit and Ghana Card costs.
Processing time: Weeks for GIPA registration once the capital is in and confirmed; the capital transfer and its Bank of Ghana confirmation are the real timeline.

Worth knowing

Act 1173 replaced Act 865's four-person quota ceiling with a tiered scale reported as starting at two positions for paid-up capital of USD 50,000–500,000 and rising to twelve above USD 10 million. Treat the individual tier figures as provisional: they come from law-firm analysis of the Bill rather than from a gazetted schedule we could read, and implementing regulations were still awaited. The direction — substantially more positions than four — is solid; the exact number for your capital band is not.
Assent is not the same as commencement, and commencement is not the same as practice. Confirm with GIPA and the Ghana Immigration Service which regime they are actually applying to your file before you structure around the new thresholds, because front-line practice lags legislation here.
The trading-enterprise threshold remains a genuinely different regime from the general one. Act 1173 lowered the bar to USD 500,000 but tightened its quality — it must be cash equity at start-up, where Act 865 allowed the requirement to be met partly through imported goods — and added the 75% skilled-Ghanaian workforce condition. Import-and-resell businesses are caught by it.
Capital counted toward the threshold must be transferred through the banking system and confirmed. Equipment and in-kind contributions are treated differently and are a common source of dispute.
A GIPA quota slot still produces an ordinary work-and-residence permit for the individual. It shortens the queue; it does not remove the paperwork.

Right of Abode (Immigration Act 2000, Act 573)

How long it lasts: Indefinite once granted, subject to the conditions attached.
Path to permanent residence: It is itself a form of indefinite residence — the holder may live and work in Ghana without a permit. It does not confer Ghanaian citizenship, and holders cannot vote or stand for office.
Cost: Application fees set by the Ministry of the Interior. The substantive cost is the documentary and attestation work.
Processing time: Slow and discretionary — the grant needs both ministerial approval and presidential concurrence, and processing has historically been measured in many months.

Worth knowing

This is genuinely discretionary. The 'substantial contribution to the development of Ghana' test is not defined by formula, and approval is a policy decision rather than a checklist outcome.
The three-generations definition is a real statutory threshold. Someone whose parents or grandparents left Africa does not meet it.
It is repeatedly confused with the citizenship ceremonies held under the Year of Return and Beyond the Return programmes. Those are naturalisations under the citizenship law, a different instrument with a different test.

Naturalisation for the African diaspora (Year of Return / Beyond the Return)

People of African descent who have settled in Ghana and want full citizenship rather than a right of residence. Ghana has run periodic ceremonies granting citizenship to diaspora applicants since 2019.

What you need

The ordinary naturalisation conditions under Ghana's citizenship law, including a substantial period of lawful residence in Ghana
Good character and evidence of ability to contribute to national life
Approval by the Minister for the Interior; grants are announced in batches rather than continuously

How long it lasts: Permanent — this is citizenship, not a permit.
Path to permanent residence: It is the end point. Ghana permits dual citizenship, so surrendering an existing nationality is not required.
Cost: Naturalisation application fees plus the long-run cost of the qualifying residence itself.
Processing time: Years, and unpredictable. The programme has produced discrete cohorts — 126 people in 2019, 524 in a single ceremony in November 2024 — rather than a steady flow.

Worth knowing

This is a real and repeatedly exercised route, but it is not an entitlement and there is no published queue. Anyone planning a move around it should hold an ordinary residence permit or Right of Abode in the meantime.
Naturalised citizens in Ghana do not have identical political rights to citizens by birth — some offices are constitutionally closed to them. If holding public office matters to you, take advice before assuming otherwise.
The Right of Abode is the faster and more predictable diaspora instrument. Many people who want to live and work in Ghana need that rather than citizenship.

Dependant residence permit

Spouses and children of residence-permit holders, and foreign spouses of Ghanaian citizens.

Path to permanent residence: The foreign spouse of a Ghanaian citizen has a shorter and clearer path to indefinite residence and eventually citizenship than an ordinary dependant does.
Cost: Residence permit fees per dependant plus the Ghana Card for each of them.
Processing time: Weeks to a couple of months, following the principal.

Worth knowing

A dependant permit carries no right to work. A working spouse needs their own work permit and their own sponsor.
Children over the age threshold are treated as separate applicants rather than as dependants — check the current age cut-off before assuming a family application covers everyone.

Worth knowing

Visa-free entry is not permission to work. The 90-day right is a movement right and nothing more.
Ghana has also, at times, extended visa-free entry more broadly to African passport holders. That is an entry policy, not a residence right, and it changes — check the current position rather than relying on a headline.
