What you need

A concrete written job offer from a named Norwegian employer, on UDI's own offer-of-employment form
Completed vocational training of at least three years at upper-secondary level, a higher education degree, or special qualifications evidenced by at least six years of documented experience
The job must genuinely require those qualifications, and your qualifications must match the job
Full-time work, or at least 80% in some cases
Pay and conditions no poorer than normal in Norway: where a collective agreement (tariffavtale) covers the industry, you must be paid the collectively agreed rate
Where no collective agreement applies, at least NOK 545,400 a year before tax for a post requiring a bachelor's degree, or NOK 624,700 for one requiring a master's — the levels in force since 1 May 2026

How long it lasts: Up to 3 years for a post at university level, and up to 1 year at a time for vocational-level posts, never longer than the employment contract. Renewable.
Path to permanent residence: Permanent residence (permanent oppholdstillatelse) after 3 years of continuous residence on a permit that qualifies, subject to an income requirement over the preceding period, no receipt of social assistance, completion of Norwegian language tuition with a pass in oral Norwegian, and a passed social studies test in a language you understand.
Cost: A UDI application fee in the low thousands of kroner, payable by whoever applies. UDI publishes the current amount and it changes.
Processing time: Commonly 4–8 weeks for a straightforward case. An early-work scheme lets some applicants start before the decision if the employer applies on their behalf and the conditions are met.

Worth knowing

NOK 545,400 / NOK 624,700 are the figures effective 1 May 2026, replacing NOK 522,600 / NOK 599,200. UDI revises them, so quote the mechanism and check the current amount.
The pay floors are a fallback. If a collective agreement covers the industry, the tariff rate governs — and in some sectors that is higher than the fallback, not lower.
The qualification-match test is the real filter. A computer science graduate offered a job that does not require a degree will be refused, however good the salary. This surprises people used to salary-only systems like Denmark's Pay Limit Scheme.
Norway has no digital nomad visa. Remote work for a foreign employer is not a basis for residence, and the self-employed route requires a Norwegian sole proprietorship with Norwegian contracts.
Svalbard is a genuine exception that is not a loophole: under the Svalbard Treaty no visa or residence permit is needed to live there, but it is outside Schengen, has no social safety net, requires you to be self-supporting, and getting there from mainland Norway means passing through Norwegian border control.

Job-seeker permit for skilled workers and Norwegian graduates

How long it lasts: Six months for the general skilled job-seeker permit. Graduates of Norwegian institutions and researchers who have completed their work here can be granted up to a year. Not renewable — it is a bridge, not a status.
Path to permanent residence: None on its own. Time on a job-seeker permit does not count toward permanent residence; it counts only once you convert to a skilled worker permit with an actual job.
Cost: A UDI application fee, published on udi.no.
Processing time: Usually several weeks. Apply well before your current permit runs out.

Worth knowing

You cannot work on this permit while searching, except in limited circumstances — it is a permission to be present and look, funded from your own savings.
The graduate route is the single most under-used thing in Norwegian immigration. Students routinely leave at graduation without applying, then find that returning requires a full skilled-worker application from abroad.
Converting to a skilled worker permit means meeting the pay floor or the collective rate in full. The job-seeker period does not soften that test.

Worth knowing

Your clients must be in Norway. Invoicing foreign clients from a Norwegian address is not what this permit is for and is the most common misunderstanding about it.
The sole-proprietorship requirement is strict. Founders who incorporate an AS for liability reasons put themselves outside this route entirely.
The income figure is a subsistence level tied to the Norwegian state salary scale and is adjusted; verify it with UDI rather than quoting a figure from a blog.

Worth knowing

The funds must sit in a Norwegian account, which creates a chicken-and-egg problem: you generally need the institution to help open it before you have a permit or a D-number.
Tuition for non-EEA students at Norwegian public universities is a recent change and older guides still describe Norway as free for everyone. EEA, Swiss and Nordic students are unaffected.
Work rights alongside study are limited to part-time hours and are conditional on continued study progress.

Family immigration permit

Spouses, cohabitants of at least two years, and children of someone with a qualifying permit in Norway.

What you need

An income requirement on the sponsor in Norway, measured over the previous tax year as well as forward-looking, and normally requiring that the sponsor has not received social assistance
For spouses, both parties must normally be at least 24 years old where the marriage is recent

Path to permanent residence: Yes, after three years, with the same language and social studies tests. Note that a family permit tied to a marriage can be reassessed if the relationship ends before permanent residence is granted.

Processing time: Months rather than weeks, and among UDI's slower categories.

Worth knowing

The sponsor's income requirement is backward-looking as well as forward-looking, so a recent arrival on a good salary can still fail it in their first year in Norway.
Nordic citizens are outside all of this. Under the Nordic Convention a Danish, Finnish, Icelandic or Swedish citizen may live and work in Norway without any permit and simply registers a move with the Tax Administration.
EEA nationals register under the EEA scheme instead, which is a registration rather than an application and cannot be refused if the conditions are met.
