What you need

A ground for residence tied to work — an employment contract with a Serbian employer, engagement as a director of a Serbian company, professional specialisation, scientific work or research
A labour market test by the National Employment Service for ordinary employment, unless an exemption applies; company directors and several other categories are outside it
A passport valid beyond the requested permit period
Proof of accommodation in Serbia and of means of support
Health insurance and a certificate of no criminal proceedings
White card registration with the police, which must be in place before and during the process

How long it lasts: Up to three years, extendable for the same period. Before the 2023 reform the maximum was one year, so anything describing annual renewal is out of date.
Path to permanent residence: Permanent residence after three years of continuous residence on temporary residence or a unified permit, with limits on absence — broadly no more than ten months out of the country in total across the period, and no single absence beyond six months. Serbian citizenship is a longer and more discretionary track.
Cost: State administrative fees plus the biometric card. Cheap by European standards. The real costs are sworn translation of foreign documents into Serbian and, if you go the company route, accountancy.
Processing time: The statutory decision deadline is 15 days from a complete application. In practice the portal and document preparation take longer than the decision does.

Worth knowing

None of this is EU law. There is no EU Blue Card in Serbia, no EU single permit, and time spent here does not count toward EU long-term resident status anywhere. If your longer plan is the EU, Serbia does not advance it.
Applications go through the state electronic portal rather than over a counter. That is a genuine improvement, but it means a scanning and document-formatting stage that catches people out, and rejected uploads restart the clock.
Directing your own Serbian company is a recognised ground and is how a large share of relocated remote workers regularised their status. It is legitimate — but it makes you a Serbian company officer with Serbian filing, payroll and contribution obligations, which is a heavier ongoing load than a residence permit alone.
Serbia is not in Schengen. A Serbian permit gives no right to live or work in the EU, and time in Serbia does not count against or toward Schengen allowances — for many nationalities that separation is actually an advantage.

Processing time: Weeks once ownership is registered; the cadastre registration is the slow part, not the immigration file.

Worth knowing

There is no minimum investment figure, which makes this cheaper than any golden-visa product in Europe — but it is a residence ground, not an investment programme, and it confers no work rights. You cannot work in Serbia on it.
Reciprocity rules apply to foreign ownership of Serbian real estate for some nationalities, and agricultural land is treated separately from residential. Check your nationality's position before signing anything.
This route is heavily marketed to remote workers as a Serbian nomad visa substitute. It is a real ground, but read the previous caveat: it does not authorise work for Serbian clients or employers.

A residence ground in its own right — this is a tax and business status, not an immigration status
Either registration as a preduzetnik (sole trader) with the Business Registers Agency, commonly under the flat-rate paušal regime, or registration as a self-taxing freelancer with the Tax Administration
A Serbian tax identification number and, for the entrepreneur route, a business bank account
Quarterly filing for the freelancer regime; monthly obligations for the entrepreneur regime

How long it lasts: Open-ended while registered and compliant.
Path to permanent residence: Nothing by itself. Permanence comes from the residence permit underneath it, not from the business registration.
Cost: Registration fees are small. The material cost is mandatory pension and health contributions, which are payable on a minimum base regardless of profit under the entrepreneur regime.
Processing time: Registration is a matter of days. The residence ground is the slow half.

Worth knowing

Serbia has no digital nomad visa and no remote-work permit. Anyone telling you otherwise is describing this business registration, or the property route, under a marketing name. Say it plainly: the residence permit and the way you get paid are two separate problems here.
The freelancer self-taxation regime introduced on 1 January 2023 offers two models chosen quarterly — one with a larger fixed deduction and a higher rate, one with a smaller fixed deduction plus a 34% standardised-cost deduction and a lower rate. You may switch between them each quarter, which is unusual and worth modelling rather than guessing.
The flat-rate entrepreneur (paušal) regime is capped by turnover and closed to certain activities, and the Tax Administration has reclassified arrangements it considers disguised employment. The 'independence test' is real: if you have one client who directs your work, expect scrutiny.
Serbia is not in the EU, so none of this interacts with EU VAT rules the way an EU freelancer's would. Cross-border invoicing needs Serbian, not EU, advice.

Worth knowing

Serbia recognises extramarital partnership as a reunification ground, with an evidential test. It is more accessible than in several neighbouring countries but the evidence expected is substantial.
Family reunification residence does not automatically carry the right to work. If the accompanying spouse intends to work, that needs its own ground — typically the unified permit.

Worth knowing

Diploma recognition for a Serbian degree in the EU is a separate question from studying here, and Serbia is outside the EU's automatic arrangements. If the plan is to work in the EU afterwards, check recognition before enrolling.
Student residence does not carry work rights. Working alongside study needs its own authorisation.
