Residence permit for the purpose of employment

Third-country nationals employed by a Hungarian employer in an ordinary role. One of the categories that replaced the abolished single permit in March 2024.

What you need
  • An employment contract with a Hungarian employer and, for most roles, a labour market test confirming no suitable Hungarian or EU candidate
  • Qualifications for the position, with recognition where the profession is regulated
  • Accommodation in Hungary and an address registration
  • Health insurance, means of subsistence and a valid travel document
  • Application through the Enter Hungary electronic portal
How long it lasts
Typically up to three years and renewable, aligned to the employment.
Path to permanent residence
This category can lead to a national residence card and, in time, to permanent status — which is the main thing distinguishing it from the Guest Worker permit. EU long-term resident status is available after five years of continuous residence.
Cost
Procedure fee plus the biometric card. Document legalisation and certified Hungarian translation are the larger practical costs.
Processing time
Statutory timeframes are measured in weeks to a few months; the Enter Hungary submission and appointment are the pacing steps.
Worth knowing
  • Act XC of 2023 changed the category names as well as the substance. Anything referring to a Hungarian 'single permit' predates March 2024 and is describing a document that no longer exists.
  • Which category your employer files matters enormously. Employment, Guest Worker and Hungarian Card look similar from outside but carry different family rights and different paths to permanence. Ask which one is being applied for before you accept the job.
  • Hungary applies annual numerical limits to some work categories. Confirm quota availability for your category before planning a start date.

Guest Worker residence permit

Workers recruited for a defined period, generally in lower- and mid-skilled roles, from a restricted list of nationalities. Created by the 2024 law as a deliberately temporary status.

What you need
  • Nationality of a country on the government's eligible list for guest workers
  • Employment with a qualifying Hungarian employer or an approved host organisation
  • Accommodation, health insurance and means of subsistence
  • A place within the annual guest-worker quota
How long it lasts
Extendable only up to three years from the date the first permit was issued. That is a hard ceiling, not a renewable cycle.
Path to permanent residence
None. Time on a Guest Worker permit does not lead to a national residence card, and the law expressly closes the permanent route from this category. It is a fixed-term working stay by design.
Cost
Procedure and card fees; employers commonly arrange and pay for the application.
Processing time
Weeks, subject to quota availability.
Worth knowing
  • No family reunification. A Guest Worker cannot bring a spouse or children on this basis, and this is the single most consequential difference between this permit and the employment or Hungarian Card routes.
  • Three years is the total, counted from first issuance — not three years per renewal. Someone planning to settle in Hungary should not begin on this permit if a better category is available.
  • The eligible-nationality list is set by government decree and has been amended more than once since 2024. Check the current list rather than an article from the year the law came in.

Hungarian Card

Highly qualified employees in shortage fields — predominantly IT, engineering and the natural sciences — from specified nationalities. Hungary's own domestic answer to the Blue Card, created by the 2024 law.

What you need
  • A qualifying highly skilled role in an eligible field
  • Nationality within the categories the decree makes eligible
  • An employment contract with a Hungarian employer and the relevant qualifications
  • Accommodation, health insurance and means of subsistence
How long it lasts
Up to three years initially, renewable.
Path to permanent residence
Unlike the Guest Worker permit, this category preserves family reunification and can lead onward to a national residence card, so it is a real settlement route.
Cost
Procedure and card fees, comparable to the employment permit.
Processing time
Weeks to a few months through Enter Hungary.
Worth knowing
  • Both the eligible occupations and the eligible nationalities are set by decree and both have changed since the law came into force. This is the route most likely to be described inaccurately by an out-of-date guide.
  • If your salary would also clear the EU Blue Card threshold, compare the two: the Blue Card carries intra-EU mobility that the Hungarian Card does not.
  • Employers default to whichever category their usual adviser files most often. Asking specifically about the Hungarian Card is often the only way it gets considered.

EU Blue Card

Graduates in highly qualified, higher-paid employment who want intra-EU mobility as well as Hungarian residence.

What you need
  • Higher education qualification or, in the categories the recast directive permits, equivalent professional experience
  • An employment contract for a highly qualified role meeting the minimum duration
  • A gross salary at or above the Hungarian Blue Card threshold, set as a multiple of the national average gross earnings and revised as that figure moves
  • Health insurance and accommodation
How long it lasts
Aligned to the contract up to the statutory maximum, and renewable.
Path to permanent residence
Counts toward permanent status, and Blue Card periods completed in other member states can be aggregated. This is the reason to prefer it over the Hungarian Card where both are available.

Processing time
Comparable to the other employment categories through Enter Hungary.
Worth knowing
  • The threshold is expressed against the Hungarian average gross wage and is stated in forint, so it moves with both wages and the exchange rate. A euro figure quoted anywhere should be treated as a rough conversion of a forint number on some past date.
  • Hungary issues comparatively few Blue Cards. Local advisers are more fluent in the domestic categories, which is why the Blue Card frequently goes unmentioned.

White Card (digital nomad residence permit)

Non-EU remote workers employed abroad, or owners of a company registered abroad, who work from Hungary using communications technology. Launched in 2022 and carried into the new law.

What you need
  • Verified monthly income of at least EUR 3,000 net for the six months before entry, maintained throughout the stay
  • Employment by, or a proven share in, a company registered outside Hungary, with the work performed remotely
  • Accommodation in Hungary with a registered address
  • Health insurance valid in Hungary, and an onward travel ticket or the funds for one
How long it lasts
Issued for a maximum of one year and extendable once for a further year — two years in total.
Path to permanent residence
None, and this is stated explicitly rather than implied: a White Card holder may not be granted a national residence card. It is a two-year legal stay, not a step toward settlement.
Cost
Procedure fee plus the card. Insurance is the recurring cost.
Processing time
Roughly one to two months from submission through Enter Hungary or a Hungarian mission.
Worth knowing
  • No family. Family members of a White Card holder are not granted residence permits for family reunification, with a narrow exception for a child born during the stay. Anyone moving with a partner needs a different route.
  • The permit is withdrawn if you work for or on behalf of an employer in Hungary, or if you acquire a share in a Hungarian company. Taking on a single local client is enough to put the permit at risk.
  • The EUR 3,000 is net and must be evidenced for the six months before entry, not projected forward. This is stricter than most nomad programmes, which accept a contract or a recent statement.
  • There is no tax exemption attached. Hungary's flat 15% and the ordinary residence tests apply — the White Card is an immigration status, not a tax status.

Guest Investor residence permit

Investors willing to place capital in prescribed Hungarian instruments. Introduced by the 2023 act with effect from 1 July 2024 — Hungary's return to an investment residence programme after the older bond scheme was closed.

What you need
  • One of the two qualifying investments OIF now lists: an investment fund share of at least EUR 250,000 in a real estate fund registered with the Hungarian National Bank, held for at least five years; or a financial donation of at least EUR 1,000,000 to a Hungarian public higher education institution for educational, research or artistic activity
  • Evidence of the lawful origin of the funds
  • Accommodation, health insurance and a clean record
How long it lasts
Ten years — the longest first-issue validity of any Hungarian permit — extendable for up to a further ten years. Fund-share holders must still hold the investment at extension; donation-based permits extend without a further payment.
Path to permanent residence
Designed as a long stay rather than as a fast citizenship product. Treat any claim of a quick route to a Hungarian passport with suspicion.
Cost
The qualifying investment itself plus a procedural fee that is substantial by Hungarian standards.
Processing time
OIF works to a 21-day administration period, but that clock excludes the time you spend evidencing the investment and correcting deficiencies — in practice months, dominated by source-of-funds verification.
Worth knowing
  • The direct real-estate purchase option is not one of them. A EUR 500,000 property route was legislated but never opened for applications and was removed in January 2025; it is still the headline on most golden-visa marketing pages. Only the fund share and the donation exist.
  • The qualifying forms and amounts are set by decree and have been adjusted since launch. Take them from the OIF factsheet, not from an intermediary — this is exactly the kind of programme where superseded tiers circulate for years.
  • Hungary closed a previous investor-residency scheme after controversy. That history is a reason to read the current rules carefully rather than assuming continuity with the older programme.

Residence permit for study

Students at Hungarian universities. Hungary hosts large English-taught medical, dental and engineering cohorts in Budapest, Szeged, Debrecen and Pécs, and runs the Stipendium Hungaricum scholarship programme at scale.

What you need
  • Admission to a Hungarian institution
  • Proof of tuition payment and means of subsistence
  • Accommodation, health insurance and a valid travel document
How long it lasts
Issued for the study period and extended for the length of the programme.
Path to permanent residence
Study time counts at a reduced rate. Graduates converting to an employment or Hungarian Card route is the normal path; the 2024 law tightened what a student permit can be converted into, so check before assuming.
Cost
Procedure fees are small relative to tuition, which for English-taught medicine is the dominant number.
Processing time
Weeks, but consular demand before the autumn term is heavy.
Worth knowing
  • Working alongside study is permitted within limits and does not substitute for a work permit afterwards.
  • The Stipendium Hungaricum scholarship covers tuition and a stipend and is genuinely large — it is worth checking before assuming Hungarian study must be self-funded.
