Create an Express Entry profile regardless of what else you do
It is free, needs no employer, and is the pool a provincial nomination attaches to. Category-based draws targeting particular occupations and French-language ability regularly clear well below the general cut-off, so check the categories before deciding your score is too low.

Work out whether you fit Care, Build or Innovate before anything else
BC's nominee programme is now concentrated on health care, education, childcare and veterinary occupations; nine priority construction trades; and a small set of high-impact roles. If your occupation is not in one of those groups, the provincial door is largely shut for now and Express Entry is your route — which is worth knowing on day one rather than after six months of hoping.

Do not plan around a stream that no longer runs
The Entry Level and Semi-Skilled stream issued its last invitations in December 2024, the final tech priority draw was held in December 2024, and the planned bachelor's, master's and doctoral graduate streams were never launched. Use the fact that Victoria is not Metro Vancouver
The province expects at least 35% of nominations to go to candidates working in communities outside Metro Vancouver, and greater Victoria is outside it. A job offer here is a stronger provincial position than the same offer in Burnaby, which is one of the few places in Canada where the specific city genuinely changes your immigration odds.

Sit the language test and get credentials assessed early
The Educational Credential Assessment commonly takes months and both it and language results expire. Regulated professions — nursing above all, given where the nominations are going — have a separate registration process through a BC regulatory college that runs on its own clock.

Apply for a Social Insurance Number in your first week
Free, from Service Canada, with your passport and permit. Applying in person usually gets the number issued during the visit. No employer can run payroll without it, so this comes before the bank — and well before MSP, which will not cover you for the first two full months anyway.

Things most newcomers don’t know

BC's programme was rebuilt around three priorities and most other doors were closed.

The federal allocation to provinces was cut, and British Columbia responded by concentrating what it has left on Care, Build and Innovate. General draws, priority tech draws and the Entry Level and Semi-Skilled stream all stopped, and the graduate streams that were announced were never launched. If you are a nurse, a childcare worker or a certified trade, your provincial position is stronger than it has been in years; if you are a mid-level software developer, it is far weaker, and Express Entry is the honest route.

Being outside Metro Vancouver is a genuine advantage here, and it is rare for it to be.

The province expects at least 35% of nominations to go to candidates working outside Metro Vancouver. Greater Victoria is the largest population centre that qualifies. In most of Canada the choice between two cities in the same province has no effect on an immigration application at all; this is one of the few cases where it does, and newcomers weighing Vancouver against Victoria almost never factor it in.

A provincial nomination is worth 600 points, which is why the federal profile comes first.

The Comprehensive Ranking System tops out well below the score a nomination produces, so a nominated candidate is invited in the next relevant draw as a practical certainty. The nomination is not an alternative to Express Entry; it is what makes Express Entry work for people whose own score is mid-range.

For health professionals, the college registration is the real bottleneck, not the visa.

BC is nominating heavily in health care, which means a lot of people arrive on that basis — and then discover that the right to work in Canada and the right to practise nursing in British Columbia are separate permissions granted by different bodies with different evidence. Start the regulatory college process before you leave, not after you land, or you will spend a year working outside your profession while fully entitled to work in it.

Common mistakes to avoid

Planning around the tech draws, the ELSS stream or the graduate streams — none of them is running.
Assuming the provincial route is open to any occupation. It is currently three groups.
Choosing Vancouver over Victoria without knowing the 35%-outside-Metro-Vancouver target exists.
Starting the BC regulatory college process after arrival rather than before.
Letting language results or the credential assessment expire while waiting for a draw.
Starting work before the Social Insurance Number is issued and delaying your own first pay.
