Book an ICBC driver licensing appointment inside your first month
New residents have 90 days to obtain a BC licence. The same offices issue the BC Services Card, which is the health card, so this appointment does double duty. Book it — walk-in waits at the Victoria and Langford offices are long in summer.

Get your driving record from home BEFORE you leave
This is the single highest-value piece of paper in the whole process. Two years of non-learner driving experience exempts you from the Graduated Licensing Program, and ICBC will credit up to fifteen years of experience against an acceptable record showing the original date you were licensed. Without it you are treated as a new driver on both licensing and price. Extracting it from another country afterwards is genuinely painful.

Check whether your jurisdiction exchanges without testing
ICBC exchanges directly with the other Canadian provinces and with a defined list of countries. If yours is not on the list you take a knowledge test and a road test, and road test availability in greater Victoria is the practical constraint on the calendar.

Buy basic insurance from ICBC and shop only the optional layer
Basic coverage is a public monopoly — you cannot shop it, and the price is set on your record and your vehicle. Optional coverage above the basic limits has been open to private competitors since 2021, so that part is worth quoting around. This is the opposite of the Ontario model and newcomers from the east routinely waste a week trying to shop something that cannot be shopped.

Reserve ferry sailings rather than turning up
BC Ferries from Swartz Bay to the mainland runs full on Fridays, Sundays and every long weekend, and 'sailing waiting' means a two-hour queue in a car park. Reservations cost a few dollars and are the difference between a planned trip and a lost afternoon. For foot passengers the Victoria Clipper to Seattle and the MV Coho to Port Angeles are alternatives, and both need a passport.

Check the Malahat before any trip north, and get proper tyres if you drive it
The Malahat section of Highway 1 is the only road link to the rest of Vancouver Island. A crash, a slide or snow closes it with no practical detour and the queues are measured in hours. Downtown Victoria almost never needs winter tyres; the Malahat and the roads over the Sooke hills regularly do, and BC's highway winter tyre requirements apply on designated routes seasonally.

Things most newcomers don’t know

Your driving record from home is worth more here than almost anywhere in Canada.

In BC the basic insurance is a public tariff priced on credited driving experience, and ICBC will credit up to fifteen years against an acceptable record. It also decides whether you are exempt from the Graduated Licensing Program, which requires two years of non-learner experience. Arriving without the document means paying and being licensed as a new driver despite a decade of clean driving. Request it before you leave the country.

You cannot shop your basic insurance, which confuses everyone from Ontario.

Basic coverage in British Columbia is provided by ICBC alone. Optional coverage above the basic limits was opened to private insurers in 2021, so there is a market — but only for the top layer. Newcomers from Ontario spend days ringing brokers for quotes on something that has one price, and newcomers from Britain assume no-claims bonuses transfer automatically, which they do not without documentation.

The ferry is not a holiday, it is infrastructure, and it is bookable.

Living on an island means the mainland is a scheduled service with capacity limits. On a summer Friday the Swartz Bay sailings fill and unreserved vehicles wait for the next one, or the one after. A reservation costs a few dollars. The people who have lived here a year book everything; the people who have lived here a month spend a lot of afternoons in a queue at the terminal.

You may not need a car at all in the core, and the cycling network is the reason.

Downtown, Fairfield, Fernwood and James Bay are compact and flat, the Galloping Goose and Lochside trails run right into downtown, and greater Victoria has the highest share of bike commuters of any Canadian metropolitan area. Against that, the Westshore and the peninsula are car-dependent and the commute in is a genuine grind. The housing decision and the car decision are the same decision here, more than in most cities.

Common mistakes to avoid

Arriving without a driving record from home and being credited with no experience.
Letting the 90-day window lapse.
Trying to shop basic insurance that ICBC alone provides.
Turning up at Swartz Bay on a summer Friday without a reservation.
Driving the Malahat in winter on all-season tyres, or without checking whether it is open.
Assuming an International Driving Permit substitutes for a BC licence once you are a resident. It does not.
