Work out whether you are insurable before buying anything
Employees and ordinary residents are. An international student who is only studying is normally exempt and uses an EHIC or a private student policy. Any paid work in the Netherlands, including a zero-hours contract or a paid internship, ends that exemption. If you are unsure, request the SVB assessment — it is free, and it is the SVB's decision that settles the question the CAK acts on.

Compare on premium, service and contracted hospitals only, since the covered treatments are set by law and identical everywhere. Set the start date to the day you became insurable — for a working student that is the first working day, not the sign-up date. Decide separately on an aanvullende package, because adult dental sits almost entirely outside the basic policy.

Register with a huisarts the week your address is fixed
The GP gatekeeps essentially all specialist and hospital care and practices only accept patients from their own catchment postcodes. Utrecht's fast-growing districts, Leidsche Rijn in particular, have grown faster than their primary care capacity, and many practices are closed to new registrations. Call rather than emailing and take the first practice that says yes.

Claim zorgtoeslag if you are insurable and under the threshold
The healthcare allowance is claimed through Mijn Toeslagen with DigiD, paid monthly in advance and reconciled against your real year-end income. It is means-tested on income and assets. A working student on a modest income is frequently eligible and frequently never applies, which is thousands of euros over a degree.

Learn the out-of-hours routing before you need it
In surgery hours, call your own huisarts. Evenings, nights and weekends, call Spoedpost Utrecht Stad and be triaged by phone — have your BSN and insurance details to hand. Call 112 only for genuine emergencies. Turning up unreferred at an emergency department is discouraged and can produce a bill against your excess.

Things most newcomers don’t know
One paid shift converts a student from exempt to legally obliged, and the obligation backdates.
The exemption for international students rests on not being insurable under the Wlz, and any paid employment in the Netherlands — a zero-hours contract, a weekend job, a paid internship — ends it. You then have four months to buy a basisverzekering, and the insurer charges premiums from your first working day. Students discover this months later, usually through a CAK letter, and by then several hundred euros of backdated premium is already owed.

The same job that makes insurance compulsory can unlock Dutch student finance for EU nationals.
An EU or EEA student working enough hours in the Netherlands can qualify as a migrant worker for Dutch student finance, which includes a grant and the studentenreisproduct for free public transport. DUO's old rule of thumb was 56 hours a month; after a run of court rulings that it was too strict, DUO now works from at least 32 hours a month, or an average of 24 hours a month once you have worked six months continuously, alongside an income test of roughly half the bijstandsnorm. Check the current conditions on DUO's own page — they have moved repeatedly. The insurance obligation and the student finance entitlement arrive together and are worth weighing as a package.

It is the SVB, not you or the CAK, that decides whether you are insurable — and the decision takes weeks.
The CAK writes to people it believes are uninsured, can impose a fine, and can then arrange insurance for you at a price you did not choose. Whether you are insured under the Wlz is determined by the SVB, and its assessment is what stops or unwinds that process. The SVB allows up to eight weeks and warns it can run longer, so request it when your status first becomes ambiguous rather than after the letter has landed.

Utrecht Science Park concentrates specialised care to an unusual degree, and referral routing follows insurer contracts.
The academic hospital, the Wilhelmina children's hospital and the Princess Máxima Center — where all Dutch childhood cancer care is centralised — sit on one campus. That means highly specialised treatment is local rather than a journey. But access still runs through your huisarts's referral and through whether your policy is a restitutie type reimbursing any provider or a natura type paying only contracted ones. Check the contracted list before choosing.
