Registration in the Basisregistratie Personen is what produces your BSN, and the BSN gates salary, banking, insurance and DigiD. Utrecht funnels internationals through the Utrecht International Center, which combines the municipal desk with an IND desk so biometrics, permit collection and registration can happen in one appointment — and unusually, it also registers people moving to Amersfoort, Hilversum, Woerden, Oudewater and De Ronde Venen, which is worth knowing if you take a job in Utrecht and a flat outside it. Registration is legally due within five days of arrival, but appointments run weeks ahead, so book the moment your tenancy start date is fixed.

An international student who only studies is normally exempt from compulsory Dutch insurance and uses an EHIC or a private student policy. Take a part-time job or a paid internship — a zero-hours contract counts — and you become insurable, must buy a basisverzekering within four months, and the policy backdates to your first working day, so you pay premiums for months you were not covered. The CAK fines people it believes are uninsured and then arranges cover for them. If your status is ambiguous, request a free Wlz assessment from the SVB; it is the SVB that decides whether you are insured, the CAK acts on that decision, and the SVB allows up to eight weeks and sometimes longer.

Social housing here runs a registration-duration queue measured in years, and WoningNet Regio Utrecht publishes the current figure — long enough that it is not a plan. The private and student market is where everyone actually lives, and it operates on hospiteren — you audition for a room in front of the existing housemates. Student rooms often come on a campuscontract that ends when your enrolment does, which is not ordinary Dutch tenant protection. SSH releases reserved accommodation for international students on published dates months in advance and it is gone in hours, so the calendar matters more than the search.

Dutch income tax splits into three boxes: box 1 for salary and your own home, box 2 for substantial company shareholdings, box 3 for savings and investments. Box 3 ignores your real gains. It applies fixed assumed percentages by asset class to your holdings above a tax-free allowance of €59,357 per person in 2026 and taxes the notional result at 36%. Savers in a low-interest account and investors in a bad year are both taxed on money they never received. A counter-proof route lets you evidence a lower actual return, and a bill to tax real returns from 2028 — the Wet werkelijk rendement box 3 — passed the Tweede Kamer in February 2026 and is still before the Eerste Kamer.

Utrecht is one of only a handful of Dutch cities operating an environmental zone that restricts older diesel passenger cars, not just vans and lorries, and the city runs a scrappage subsidy for residents' older diesels. The centre is organised around a traffic circulation plan that makes cross-town driving deliberately slow, resident parking permits in the inner districts sit on long waiting lists, and the bicycle parking under Stationsplein holds around 12,500 bikes for a reason. Check the emission class and the permit queue before you ship or buy a car.

Utrecht Centraal is the busiest station in the Netherlands and effectively every intercity route in the country runs through it — Amsterdam, Rotterdam, The Hague, Eindhoven, Arnhem and the German border are all direct and mostly under an hour. That geography is why employers cluster here, why the city is the youngest of the big four, and why a smaller city than Rotterdam has higher rents per square metre. You are not paying for Utrecht; you are paying for the whole Randstad being half an hour away.
