Employer obtains labour clearance
The employer applies to the labour authority for clearance to hire a foreign worker, justifying why the role cannot be filled domestically. Nothing on the immigration side can begin until this exists.

With clearance granted, the employer submits to the Department of Immigration or a Regional Immigration Office, including passport copies for verification and signed undertakings from both employer and employee.

Visa or entry permit is issued
Bhutanese visas are approved in advance and cleared before travel — you do not arrive and apply. Entry is generally through Paro international airport or a designated land border.

Confirm your SDF exemption is recorded
Foreign workers approved by Labour and Immigration are on the official exemption schedule. Make sure your category is registered before travel rather than arguing it at the port of entry.

Complete the work permit after arrival
Report to the Department of Immigration or a Regional Immigration Office to finalise the work permit itself. The permit confers the right to work; the visa confers entry and stay — they are separate documents.

Open a Bhutanese bank account within the first month
Since 7 May 2026 a Bhutanese bank account is a mandatory requirement for every foreign worker whose engagement exceeds 30 days. Treat it as part of the permit process, not an afterthought.

Things most newcomers don’t know

Approved foreign workers do not pay the Sustainable Development Fee.

This is the single most misunderstood fact about moving to Bhutan. Almost every article frames the country through the USD 100 per night tourist charge, which would make residence absurd. The official exemption schedule states plainly that for 'foreign workers approved by Labour and Immigration', the SDF is 'to be waived' — as it is for foreigners married to Bhutanese, foreign students, FDI investors and their dependents.

Since 7 May 2026 a Bhutanese bank account is mandatory for work permits beyond 30 days.

It converts banking from a convenience into a permit condition, and it interacts awkwardly with the bank's own rules — banks require a valid permit and a registered local mobile number to open an account. Sequence it deliberately: SIM, then permit documentation, then account.

The Department of Immigration's own foreign-worker page is out of date.

It still describes a COVID-19 Task Force clearance step and a mandatory 21-day quarantine with home quarantine prohibited. Those requirements are no longer in force. Use the page for the departmental sequence, and confirm current steps with the Department or your employer rather than following it literally.

Gelephu Mindfulness City is not yet a relocation route.

The special administrative region was established by Royal Charter in February 2024 and its authority is operational with legislative and judicial powers, but first residents and businesses are expected in the early 2030s. It is a reason to watch Bhutan, not a way to move there in 2026.

Common mistakes to avoid

Budgeting the USD 100 per night SDF into a cost-of-living estimate — it does not apply to approved workers.
Following the Department of Immigration's published foreign-worker steps literally, including the lapsed quarantine requirement.
Assuming you can arrive as a tourist and convert to a work permit in country.
Planning around Gelephu Mindfulness City residency, which is roughly a decade away.
Treating the work permit and the visa as one document — they are separate and issued by different processes.
