Oregon waives the knowledge and drive tests for valid licences from other US states and territories, Canada, Germany, Japan, South Korea and Taiwan. If yours is on that list the process is a single appointment. If it is not, plan for the knowledge test and budget study time — Oregon's test covers state-specific rules that experienced drivers get wrong.

Get a certified translation if your licence is not in English
Oregon DMV will not read a licence it cannot read. A certified translation takes days to arrange and is the single most common reason an otherwise complete appointment fails. Sort it before you book rather than after.

The 30-day clock starts when you establish residency, not when you get round to it. Portland-metro offices — and the ones in Beaverton, Gresham and Hillsboro — take appointments and the convenient slots go first. Booking early costs nothing.

Register and title a vehicle if you buy one
Oregon has no annual safety inspection and no emissions test in most of the state, but the Portland metro area does run DEQ emissions testing for most petrol vehicles at registration and renewal. Newer vehicles are exempt for a period. Oregon also charges a vehicle privilege tax on new vehicle sales and a matching use tax on vehicles bought out of state and brought in.

Learn the studded tyre and chain rules before the first mountain trip
Studded tyres are legal in Oregon only between 1 November and 31 March and carry real fines outside that window. Chains or traction tyres are required on the passes toward Mount Hood in winter conditions and ODOT posts the requirement in real time. This matters within an hour's drive of the city.

Price the car against not having one
TriMet's five MAX lines, the Portland Streetcar and the bus grid cover the inner city properly, and the Hop card caps your fares automatically once you have paid the equivalent of a pass. Between that and 400 miles of bikeways, a single-car or no-car household is realistic here in a way it is not in Dallas or Phoenix.

Things most newcomers don’t know

Only five countries skip Oregon's tests, and the list is not the intuitive one.

Canada, Germany, Japan, South Korea and Taiwan are the out-of-country jurisdictions Oregon treats like a US state. The UK, Australia, France and Ireland are not on it — which surprises English-speaking arrivals who assume a shared language means a shared licence. Texas, next door in this app, waives for France and the UAE but not Japan. Check your specific country rather than assuming.

Self-service petrol only became legal statewide in 2023.

Oregon banned drivers from pumping their own fuel for seventy years and repealed it in August 2023, with stations of six or more pumps still required to keep half the pumps attended. Newcomers who have heard the old rule sit waiting at an unattended pump; long-time Oregonians still queue for the attended side. Both behaviours are common and neither is wrong.

Studded tyres are legal for five months and illegal for seven.

Oregon permits studded tyres only from 1 November to 31 March. Drivers arriving from Colorado, Quebec or Scandinavia routinely leave them on into April and are fined, because studs chew up the pavement Oregon then has to repair. Traction tyres, which are legal year-round, do the same job for the Mount Hood passes.

Portland is the one city in this US set where 'no car' is a serious option.

Five light rail lines, a streetcar loop, an airport train, a genuinely usable bus grid and the highest bike commute share of any large US city make a car optional inside the inner ring. That is worth several hundred dollars a month against Dallas, Houston or Phoenix, and it takes the sting out of arriving with no credit file — because the thing a thin credit file punishes hardest is car finance.

Common mistakes to avoid

Assuming an English-language licence from the UK, Ireland or Australia is on Oregon's waiver list. It is not.
Turning up without a certified translation of a non-English licence.
Leaving studded tyres on past 31 March.
Buying a car out of state to dodge sales tax and being caught by Oregon's vehicle use tax.
Forgetting that the Portland metro requires DEQ emissions testing even though most of Oregon does not.
