Status, Social Security number and an Oregon ID
There is no registration step after arrival in the US. Your I-94 record is your status, and the date on it — not the expiry printed in your visa — is what governs how long you may stay. The first-weeks work is a Social Security number if you are work-authorised, or an ITIN if you are not, because payroll, banking and credit all key off one of them. Oregon then wants you licensed within 30 days.

Oregon wants you licensed within 30 days of establishing residency. The knowledge and drive tests are waived for a valid unexpired licence from another US state or territory, Canada, Germany, Japan, South Korea or Taiwan; everyone else sits the knowledge test at minimum. Portland is also one of the few American cities where not owning a car is a genuine option — five MAX lines, a dense bus grid, and the flattest bike network of any major US city.

What to know before you go
There is no sales tax, and the income tax stack is the trade
CriticalOregon is one of five states with no sales tax — nothing on furniture, electronics, restaurant meals or a car. What pays for it is income tax, and Portland stacks three layers: Oregon's rates reach 9.9%, and the 8.75% bracket begins around $11,000 of taxable income — the threshold is indexed and moves each year, so check the current chart, but the practical effect is constant: almost any professional salary lands in it. Metro adds 1% above roughly $128,000 single or $205,000 joint for supportive housing, and Multnomah County's Preschool for All adds 1.5% at similar thresholds and another 1.5% higher up. A high earner here faces one of the steepest combined local rates in America.
The $35 Arts Tax is real, separate, and the city chases it
CriticalEvery Portland resident aged 18 or over with $1,000 of income, in a household above the federal poverty line, owes a flat $35 a year to the Arts Education and Access Fund. It is not withheld, it is not on your state return, and it is not on your federal return — it is its own filing with the city Revenue Division, due 15 April. Newcomers ignore the letter as junk mail and accumulate penalties. It rises to $50 for single filers and $100 for joint filers from the 2027 tax year.
You have 30 days for an Oregon licence, and five countries skip the test

Oregon covers medical care regardless of immigration status
CriticalThe Oregon Health Plan covers income-eligible residents of any immigration status through the Healthier Oregon programme — full benefits, not just emergency care. Separately, OHP Bridge covers adults between 138% and 200% of the federal poverty level with no premiums, copays or deductibles at all. Very few states do either. Anyone arriving on a modest first-year income, or excluded from federal programmes, should check eligibility before buying a private plan they may not need.
Portland caps how much income a landlord may demand, and what they may hold as deposit
ImportantUnder the city's Fair Access In Renting rules a landlord may not require gross income above 2 to 2.5 times the rent depending on the rent level — against the 3× that is standard across the US — must advertise at least 72 hours before accepting applications, and must process them in the order received. The security deposit is capped at one month's rent, or half a month if last month's rent is also collected. That combination makes Portland unusually navigable for someone with no US credit file.
The rain is not heavy, it is long — and most flats have no air conditioning
ImportantPortland's annual rainfall is lower than New York's. What is different is the duration: a grey drizzle from mid-October to May, with the summer bone-dry from July to September. The other half of that is heat — the June 2021 dome hit 46.7°C and much of the older housing stock has no cooling at all. Oregon law protects your right to install a portable cooling unit, and landlords cannot flatly forbid it. Check what cooling exists before you sign.

Powell's City of Books
Culture · Pearl District / West Burnside
A full city block of new and used books shelved together, and the largest independent bookstore in the world.
Local tip: Used and new sit on the same shelf at different prices, so always check both spines before buying. The Rare Book Room upstairs is free to browse and almost empty on a weekday.
Forest Park
Nature · North-west hills
Over 5,000 acres of second-growth forest inside the city limits, with the 30-mile Wildwood Trail running its length.
Local tip: The Lower Macleay entrance and the Witch's Castle ruin are the crowded bit. Enter from the Firelane trailheads off NW Skyline and you can walk for two hours and meet four people.
The food cart pods
Food · Citywide — Cartopia, Prost, Hawthorne Asylum
Several hundred permanently sited carts, many of them the whole business rather than an outpost of one.
Local tip: The downtown lunch pods largely disappeared after 2020; the living pods are now on the east side. Cartopia at SE 12th and Hawthorne runs late, and Hawthorne Asylum has covered seating, which matters for eight months of the year.
Columbia River Gorge & Multnomah Falls
Nature · 30–60 minutes east on I-84
A basalt canyon with dozens of waterfalls, including the 189-metre Multnomah, and the windsurfing capital at Hood River beyond it.
Local tip: The Waterfall Corridor uses a timed-entry permit in summer and you will be turned away without one. Book it, or go to the Washington side instead — Dog Mountain in spring has better wildflowers and its own permit system.
Alberta Street & Mississippi Avenue
Neighborhood · North-east Portland
Two parallel commercial streets that carry most of the city's small-scale restaurant, bar and gallery life.
Local tip: Alberta's Last Thursday street event is a genuine local institution rather than a tourist one. Both streets sit in historically Black neighbourhoods that gentrified hard and fast, and that history is not decoration — the Albina displacement is still an active civic argument.
Mount Tabor Park
Hidden gemNature · South-east, at SE 60th
An extinct volcanic cinder cone inside the city, with reservoirs, a cinder track and the best free view of downtown against Mount Hood.
Local tip: Portland is one of very few US cities with an extinct volcano within its boundaries and almost no newcomer knows Tabor is one. The road to the summit closes to cars on Wednesdays, which is the day to walk it. Sunset from the west side reservoir is the view every postcard uses.
