Peshawar is the one Pakistani city in this app where the immigration process is not the first question. Most Western governments, including the UK's FCDO, advise against all travel to Peshawar by name, which decides your insurance position, your employer's duty-of-care obligations and in some organisations whether the posting exists at all. Settle that before the visa. The visa itself follows the national pattern: a short entry visa, the substantive work done at the extension where a security clearance sits, no settlement ladder, and a Pakistan Origin Card that removes the whole problem for anyone of Pakistani descent.

Peshawar is unusual in Pakistan in that not driving is a genuinely good option: TransPeshawar's Zu network covers 27 km of dedicated corridor and 84 km beyond it, with 13 routes and around 230 stops and stations in total. For foreign nationals there is a second reason — most employers with staff here impose movement rules, and self-driving is often the thing they restrict first. If you do license here, the route is provincial: a learner permit through the KP Provincial Traffic Police, whose portal, like every other Pakistani licensing system, assumes you hold a CNIC.

The controlling question everywhere in Pakistan is resident or non-resident, because the State Bank runs non-resident rupee accounts as a separate regime with different documentation and different repatriation rights. Pakistan operates genuine exchange controls and getting money out later depends on how it came in. What is specific to Peshawar is the level of scrutiny: a border city with a large cross-border trade economy attracts heavier know-your-customer and transaction monitoring than Lahore does, and a thin file turns into three appointments rather than one.

Khyber Pakhtunkhwa has the most complete public health cover in Pakistan — Sehat Card Plus is universal across the province rather than means-tested — and you are not eligible for it, because eligibility runs off NADRA's records of Pakistani families. What you get instead is a city with genuinely strong public teaching hospitals, a competent private sector around them, and a tertiary ceiling well below Karachi's. That ceiling, plus the travel-advisory position, makes medical evacuation cover the most important line in your policy rather than an optional extra.

Every Pakistani SIM is biometrically bound to an identity document at the point of sale, matched against NADRA in real time. Foreign nationals register against a passport through NADRA's foreigner verification route and are held to a much lower SIM ceiling than citizens. Mobile data is very cheap. What is specific to Khyber Pakhtunkhwa is that mobile service in and around this province is subject to precautionary suspensions more often than anywhere else in the country, which turns a redundant connection from a nice-to-have into the basic requirement for anyone whose work depends on being reachable.

Pakistan's tax year runs 1 July to 30 June and you are a resident individual on 183 days or more of presence within it, taxed on worldwide income. Filer status on the FBR's Active Taxpayers List materially reduces withholding on ordinary transactions and comes from filing on time, not from registering. The Peshawar-specific layer is the KPRA: section 9 of the Khyber Pakhtunkhwa Sales Tax on Services Act 2022 makes fifteen percent the standard rate, charged on the services listed in its Second Schedule — a point below Punjab's sixteen and on a different structure since Punjab's 2025 restructuring.

What to know before you go
Read your own government's travel advice before you read anything else on this page
CriticalThe UK Foreign, Commonwealth & Development Office advises against all travel to a long list of Khyber Pakhtunkhwa districts and names Peshawar explicitly — 'Peshawar, including the city of Peshawar'. That is the strongest category the FCDO issues, and most Western governments publish something comparable. The practical consequences are concrete rather than atmospheric: ordinary travel insurance is void in an all-travel-advised-against area, many employers' duty-of-care policies forbid unescorted movement or require a security plan and a tracked itinerary, and some organisations will not post staff here at all. None of this means people do not live in Peshawar — around two million do, a large humanitarian operation is run from it, and daily life for residents is ordinary. It means that as a foreign national you should establish the insurance and employer position first, because it determines what kind of life here is actually available to you.
Your landlord has to register you with the police, and that duty is KP's alone
CriticalUnder the Khyber Pakhtunkhwa Restriction of Rented Buildings (Security) Act 2014, the owner — not the tenant — files a Tenant Information Form at the local police station. The form on the KP Police site requires an attested copy of the rent agreement and attested identity documents for the owner, the property dealer, the tenant, and two references for the tenant. It states explicitly that where the landlord or tenant is a foreign national or an Afghan citizen, the passport number or Afghan Citizen Card number goes in the field that would otherwise carry a CNIC. Punjab and Sindh have nothing equivalent. Two practical consequences: line up two people willing to be named as your references before you start viewing, and treat a landlord who suggests skipping the form as a landlord creating a problem for you rather than saving you one.
If you have a Pakistani parent or grandparent, resolve POC before your employer starts a visa file
CriticalNADRA's Pakistan Origin Card is for foreign nationals of Pakistani descent, including foreign spouses, and NADRA's own statement of its effect is generous: multiple visa-free entry, indefinite stay, exemption from reporting to police or foreigners' registration offices, the right to buy and hold property anywhere in Pakistan, the right to open bank accounts, and eligibility for employment. A POC holder needs no work visa. NICOP is the different document, for people who are still Pakistani citizens, and it supports a Pakistani passport and voter registration. The distinction turns on citizenship, not on where you live, and people apply for the wrong one constantly.
KP's health card is the only universal one in Pakistan — and you are not on it
ImportantSehat Card Plus KP covers every family in Khyber Pakhtunkhwa rather than a means-tested subset: more than 10.6 million families, free inpatient treatment up to PKR 1 million per family per year, with beneficiaries identified from NADRA's records. That is a genuinely different thing from Punjab's programme, which covers the whole population of only three divisions and otherwise reaches the poor, people with disabilities and the transgender community. Because eligibility runs off NADRA, foreign nationals are outside it — but it matters to you anyway, because it is why Peshawar's private hospitals compete with a free public alternative, and why the teaching hospitals here carry far more inpatient load than their equivalents elsewhere.
Sales tax on services here is the KPRA's, at 15% — a point below Punjab and on a different structure
ImportantThe Khyber Pakhtunkhwa Sales Tax on Services Act 2022 sets fifteen percent as the standard rate, charged on the services listed in its Second Schedule. Punjab's standard rate is sixteen percent, and the Punjab Finance Act 2025 restructured its schedules so that services are taxable unless listed as tax-free. If you consult, contract or run a service business, the province you invoice from changes both the rate and the analysis, and a Lahore accountant is not automatically registered with the KPRA. The KPRA's head office is at Phase-3 Chowk, Hayatabad, with sub-offices in Mardan, Abbottabad and Bannu — this is one of the few pieces of Pakistani tax administration where being in Peshawar is an advantage.
Peshawar's bus network is far bigger than the city, and almost nobody outside it knows
Good to knowTransPeshawar runs the Zu system: 244 diesel-hybrid buses on 13 routes, a 27 km dedicated corridor with 30 stations, 84 km of off-corridor coverage with around 200 further stops, four express routes and one super-express, plus a bicycle-sharing programme. Every station has lifts, escalators and ramps, and there are dedicated seats, waiting areas and bus doors for women and dedicated seats for transgender passengers. That is a great deal of network for a city of under two million, and the integrated feeder coverage in particular is not something Pakistan's other bus rapid transit systems attempt. The Khyber Pakhtunkhwa Urban Mobility Authority raised the minimum fare from PKR 20 to PKR 30 with effect from 1 July 2025, leaving the flat-fare express routes unchanged.

Peshawar is the operational base for Afghanistan-facing programming and for the refugee and returnee response inside KP. It is by a wide margin the largest employer of foreign professionals in the city, and it is also the sector whose security rules most visibly shape how people here live.

Peshawar is a provincial capital that governs a genuinely divergent legal order — its own services tax, its own tenancy-security law, its own health scheme. Policy and public-finance work here is substantive rather than a branch office of Islamabad.
Cross-border trade, transit & customs

The Torkham crossing sits about an hour west, and Afghan transit trade is a real industry here rather than a footnote. It is also the most politically exposed sector in the city — border closures happen with little notice and stop the business dead.
Health & medical education
Lady Reading Hospital, Khyber Teaching Hospital, Hayatabad Medical Complex, Khyber Medical University
Peshawar's public teaching hospitals carry the tertiary load for the whole province and for a substantial cross-border patient flow, and Sehat Card Plus pushes even more inpatient work through them. Clinical and public-health roles here have scale that a city of two million would not otherwise generate.
Marble, minerals & light manufacturing
Hayatabad Industrial Estate processors, KP marble and granite quarriers, Pakistan Tobacco Board licensees
KP holds most of Pakistan's marble and granite, and Peshawar is where it is cut, polished and exported. The industry is unusually fragmented — hundreds of small processors — which is why value-addition and mechanisation projects keep appearing in the provincial development programme.
Universities & the provincial tech push

Smaller than Lahore's software cluster by an order of magnitude, but the KP IT Board has built out incubation space across the province and Peshawar's universities feed it. Pakistan's concessional tax treatment of IT and IT-enabled service exports applies here as everywhere.
Where to go in Peshawar
Qissa Khwani Bazaar & Sethi Mohallah
Landmark · Walled city
The Storytellers' Bazaar, where caravan traders once traded news along with goods, and the lane of nineteenth-century merchant houses behind it.
Local tip: Come for the bazaar and stay for Sethi House, a restored 1880s merchant mansion a few streets in with Bukhara-influenced woodwork and a basement built to be cool in a Peshawar July. It is signposted badly and worth the asking around.
Peshawar Museum
Culture · Grand Trunk Road, near the cantonment
One of the world's great Gandhara collections, in a 1907 hall built as a memorial to Queen Victoria.
Local tip: This is not a provincial museum with a few good pieces — it holds the largest single collection of Gandhara Buddhist sculpture anywhere, from a civilisation that had its centre exactly here. Go on a weekday morning and give it two hours rather than forty minutes.
Namak Mandi
Food · Central Peshawar
The salt market, and the tikka and karahi street that has grown through it — you pick your meat by weight at the front and it is cooked in front of you.
Local tip: Order by the kilo, not by the dish, and specify 'dumba' if you want the fat-tailed sheep the city is actually known for. Go after nine at night. Cash only, no menus, and the qahwa afterwards is not optional.
University Town & Hayatabad
Neighborhood · West of the old city
The two planned areas where nearly every foreign resident, aid agency and consulate-adjacent office in Peshawar ends up.
Local tip: University Town is older, greener and closer in; Hayatabad is newer, gridded into numbered phases and where the Zu corridor terminates. Ask which one your employer's security assessment covers before you choose — that answer is often the whole decision.
Wazir Bagh & Shahi Bagh
Nature · South and east of the walled city
An 1802 Sikh-era walled garden and the much larger royal garden that gives the city its remaining shade.
Local tip: Wazir Bagh is the older and quieter of the two and almost nobody visits it — a walled Mughal-plan garden hemmed in by traffic on all sides. Early morning, before the heat and before the cricket.
Gor Khatri
Hidden gemCulture · Highest point of the walled city
A Mughal caravanserai turned Sikh temple turned colonial fire station, with an archaeological trench cut through the middle of it.
Local tip: The trench is the point. It exposes stratified occupation layers going back more than two thousand years on the same spot, which makes Peshawar one of the longest continuously inhabited cities in South Asia — and you can stand on the edge and look down through it. Almost no visitors get here.
