Look at the access restrictions before you decide you need a car
Oxford is threaded with camera-enforced bus gates that only buses, taxis and cycles may pass. A route that looks direct on a map frequently is not drivable, and satnavs handle this inconsistently. Crossing the city by car often means going out to the ring road and back in. Check the county council's map of restrictions against your actual commute before committing to a car.

Understand what the Zero Emission Zone currently covers
The ZEZ has run as a pilot since February 2022 across a small named set of city-centre streets — New Road, Queen Street, Cornmarket Street, New Inn Hall Street, Market Street, Ship Street, St Michael's Street, Shoe Lane and Bonn Square. Non-zero-emission vehicles entering them pay a daily charge, with reduced rates for lower-emission vehicles. A much wider zone has been proposed but was not settled at the time of writing. Take the current boundary and charges from Oxfordshire County Council rather than from any guide.

Check whether your country is a designated country
The DVLA maintains a specific list of countries whose licences can be exchanged without a test, within five years of becoming resident. If yours is on it the process is a form and a fee. If not, you take the full UK theory and practical tests regardless of experience.

Act within the twelve-month window
You may generally drive on a valid foreign licence for twelve months after becoming resident. After that you need a GB licence. Driving on a lapsed foreign licence affects your insurance as much as your legality.

The application goes to the DVLA in Swansea and your foreign licence is retained. Processing takes weeks and you will be without the original throughout.

Confirm a residents' parking permit is available before you sign a tenancy
Controlled parking zones cover much of the inner city, permits are administered by Oxfordshire County Council rather than the city council, they are capped per household, and several newer developments are excluded from eligibility by planning condition. Get the zone and the permit position confirmed in writing before you commit.

Things most newcomers don’t know

The bus gates cost you more time than the Zero Emission Zone costs you money.

The ZEZ pilot covers a handful of streets and charges a few pounds a day. The bus gate network reshapes the entire city for drivers: routes that look direct are closed to private cars, so a cross-city trip becomes a loop out to the ring road. Newcomers focus on the charge, get caught by the gates, and receive penalty notices for junctions they did not know were restricted.

The Zero Emission Zone is a pilot, and the wider scheme is not settled.

It has covered a small named set of central streets since February 2022, not the whole centre. A much larger zone has been proposed and was expected to go before the county council's cabinet during 2026, but had not been decided. That means the current cost of owning a non-compliant car in Oxford is small and the future cost is genuinely uncertain — worth factoring in if you are buying a vehicle to keep for years.

Parking permits come from the county, not the city — and people ask the wrong council.

Oxford's two-tier local government splits responsibilities in ways that are not intuitive. Your tenancy, HMO licence, bins and Council Tax are Oxford City Council. Roads, parking schemes, the ZEZ and bus gates are Oxfordshire County Council. Asking the city about a parking permit produces a polite redirection and a lost fortnight.

The 'designated country' list is the whole question, and people assume rather than check.

A designated-country licence exchanges with a form and a fee within five years of becoming resident. Everyone else takes the full UK theory and practical tests regardless of decades of driving. The list includes some countries people expect and excludes others they assume are on it, and practical test waits are long, so the discovery needs to happen in month one.

Common mistakes to avoid
