Obtain the NIE number
The Número de Identidad de Extranjero is the foundational identifier and everything downstream needs it. If you arrived on a residence visa the number is normally assigned as part of that process; otherwise you apply through the Oficina de Extranjería in Murcia or a Spanish consulate abroad.

Murcia's municipality covers more than fifty pedanías alongside the urban core, and municipal services, health centres and school catchments are organised around them. Before booking anything, confirm the district your address belongs to — it determines which office, which centro de salud and which school zone you deal with.

Register on the padrón at the Ayuntamiento de Murcia
Take your passport and rental contract or proof of address, and book through the city's cita previa system. The certificate is required for your TIE, your health card, school places and driving licence procedures. Do this in your first fortnight.

You have a limited window after entering Spain to apply for the physical residence card, and the appointment queue is the binding constraint rather than the paperwork. Start checking for slots before you have everything else assembled — you can gather documents while you wait for the date.

Attend the TIE appointment with fingerprints taken
Bring the completed Modelo EX-17, the paid Modelo 790 code 012, passport photographs, your passport and its copies, the padrón certificate and your residence authorisation. Fingerprints are taken at the appointment and the card is collected several weeks later.

Register with social security and get a NUSS
Employment triggers registration by your employer; if you are self-employed you register yourself as autónomo. The social security number is what converts into public healthcare entitlement, and it is separate from both the NIE and the padrón.

Things most newcomers don’t know
The empadronamiento is the keystone and delaying it blocks everything else.
The padrón certificate is required for your TIE application, your public health card, a school place, a driving licence exchange and most residency renewals. It costs nothing and takes one appointment. Newcomers routinely treat it as a low-priority errand and then discover three separate processes stalled behind it. Register in your first fortnight even if nothing else is ready.

In Murcia, 'which district' is a real administrative question, not a formality.
The municipality is the sixteenth largest in Spain by area and is organised into an urban core plus more than fifty pedanías. Health centres, school catchments and several municipal services are distributed across them. A newcomer who books an appointment or a school place on the assumption that 'Murcia' means one place will be sent somewhere else. Establish the pedanía in week one and use it in every form.

The region has a large foreign population, but it is concentrated on the coast, not in the city.
The Region of Murcia has one of the higher shares of foreign residents in Spain, heavily weighted toward the coastal municipalities and the agricultural belt. The city of Murcia itself is far more ordinarily Spanish, with much less of the English-speaking gestor and estate agency economy that exists in Mazarrón or on the Costa Cálida. Do not assume the coastal province's infrastructure extends inland.
