If your address turns out to be on the Punjab side of the boundary, fibre coverage is patchier and the provider mix is different. This is one more consequence of a distinction that agents rarely volunteer.

Things most newcomers don’t know

Islamabad has the best residential fibre in Pakistan, and it is a genuine reason to choose the city.

Nayatel built fibre-to-the-home across most Islamabad sectors years before comparable coverage existed elsewhere, and the resulting residential connections are fast and stable by any standard, not merely by Pakistani ones. For remote workers and anyone in the development sector running video calls across time zones, this single fact often outweighs Lahore's cheaper rent and Karachi's larger job market. Check availability by exact address, because coverage stops at some sector edges.

Foreign nationals get a fraction of a citizen's SIM allowance.

PTA's subscriber registration framework treats foreign passport holders separately from CNIC holders, with a much lower ceiling — commonly reported at around two SIMs in total. Anyone planning separate work, personal and data lines runs into it immediately. PTA revises the regulations periodically, so confirm the current number at an operator's own service centre rather than trusting a published figure.

PTA is headquartered in Islamabad, which is genuinely useful if you have a formal complaint to escalate — the complaint mechanism exists and is used. It changes nothing about the day-to-day process, which runs through the same operator service centres and the same NADRA biometric path as everywhere else. People assume proximity to a regulator produces better service; what it produces is a shorter escalation route when service fails.

There is no anonymous prepaid SIM anywhere in Pakistan.

Every SIM is biometrically bound at activation to an identity document, matched against NADRA in real time. Buying a pre-activated SIM from a stall means using a number registered to a stranger, which is unlawful and a genuine problem if anything happens on that line. The biometric at a service centre takes minutes and is the only correct route.
