India offers no nomad or freelance route, and Goa is where that fact bites hardest, because the state attracts precisely the people who assume such a route exists. Salaried work requires an employer-sponsored employment visa with a minimum annual salary. The fourteen-day registration clock starts at the arrival stamp, and Goa's police follow up on Form C reports from landlords and hotels in a way that most Indian states do not.

A valid foreign licence with an International Driving Permit covers you for up to a year from arrival or until your visa expires, whichever is sooner, after which you need a Goa licence. Everything else about transport here is unusual: Uber and Ola have effectively never operated in the state, metered taxis are theoretical, and the result is that almost everyone rides a two-wheeler. Goa's road fatality rate is among the highest in India, and the monsoon makes it worse.

PAN first, then a resident savings account, then UPI. The account you may open turns on your residential status under FEMA, a different test from your visa and from income tax residence. The specifically Goan issue is property: a foreign national resident outside India cannot acquire immovable property in India at all without Reserve Bank permission, and even a foreign national resident in India faces conditions. Goa has a long history of purchases through Indian proxies, and those arrangements have been investigated.

Goa Medical College at Bambolim is the state's tertiary hospital and one of Asia's oldest medical schools, and there are competent private hospitals in Panaji, Margao and Porvorim. What Goa does not have is the specialist depth of Mumbai or Bengaluru, both of which are an hour away by air. The insurance feature that matters most here is therefore one that pays anywhere in India, plus evacuation cover โ not a policy tied to a local network.

In Goa, where SIMs sold to foreign visitors have been a recurring enforcement issue, expect the counter to be more careful rather than less. Coverage along the coastal belt is good and drops away sharply inland and in the Western Ghats.

You are resident if present 182 days or more in the financial year, or 60 days plus 365 across the preceding four. Most new arrivals then sit in RNOR โ Resident but Not Ordinarily Resident โ for two or three years, during which foreign income is generally outside Indian scope. The new regime โ section 115BAC under the old Income-tax Act 1961, and section 202 of the Income-tax Act 2025 that replaced it on 1 April 2026 โ is the default. Goa carries one genuine oddity: because the Portuguese Civil Code's community-property regime applies here, Indian income tax law contains a provision splitting a married couple's non-salary income equally between spouses, which applies nowhere else except Dadra and Nagar Haveli and Daman and Diu.

What to know before you go
Do not buy property in Goa without a Goa-specific title lawyer โ and possibly not at all
CriticalGoa is the only part of India still governed by the Portuguese Civil Code of 1867. Property records run through Portuguese-era documents โ Matriz, Escritura, Inventรกrio โ that must reconcile with modern Form I and XIV survey records. The default marital regime is communion of assets, so a sale signed by only one spouse is defective. Comunidade land, held collectively by village associations, generally cannot be sold at all; the only lawful private holding is an aforamento, a perpetual lease with an annual ground rent. Coastal Regulation Zone rules ban or restrict building near the high tide line and demolitions do occur. Separately, a foreign national resident outside India cannot buy Indian property at all without Reserve Bank approval. Every one of these is a way to lose the money.
Register with the foreigners branch โ Goa enforces this harder than anywhere else in India
CriticalThe fourteen-day e-FRRO registration rule for visas over 180 days is national, but Goa applies it with unusual seriousness because it has India's largest long-stay foreign population and a long history of people quietly overstaying. Landlords and hoteliers here are actively expected to file Form C reporting foreign occupants, and the police follow up. Registration in Goa is handled through the Foreigners Branch at the Goa Police headquarters in Panaji rather than a full FRRO office. Expect the paperwork to be checked rather than waved through.
There is still no Uber or Ola, and that shapes everything
CriticalOrganised opposition from the taxi trade has kept the national ride-hailing apps out of Goa for more than a decade. The state-backed GoaMiles app works but coverage is uneven, and metered taxis are largely theoretical. The practical consequence is that almost every resident rides a scooter or motorcycle, and the state's road fatality rate is correspondingly high. Budget for your own two-wheeler, buy a proper helmet rather than the plastic shell sold at every rental shack, and understand that a wet road in July is a different surface entirely.

CriticalThe Permanent Account Number gates salary, banking and your tax return. Foreign nationals must use Form 49AA โ the free instant e-PAN requires an Aadhaar you cannot obtain for six months. Without a PAN, tax is withheld at a substantially higher rate.
The year splits in two and the rent doubles between them
ImportantFrom November to February Goa is full, prices roughly double and the state runs on tourism. From June to September the monsoon is heavy, a large share of beach businesses close entirely, shacks are dismantled under seasonal licence rules, and the coast empties. Anyone signing a long lease should establish which rate they are being quoted and whether the landlord intends to honour it through the season, because the temptation to relet at season rates in November is considerable.
North and South Goa are different places and the airport you use decides your life
ImportantNorth Goa โ Anjuna, Assagao, Vagator, Morjim โ is where the long-stay foreign community, the restaurants and the noise are, and it is served by Manohar International Airport at Mopa, opened in 2023. South Goa โ Palolem, Agonda, Colva โ is quieter, greener and slower, and is served by Dabolim. The drive between the two ends is two hours and Goans genuinely do not make it casually. Choose the half of the state you belong in before you choose a village.

Fontainhas, Panaji
Neighborhood ยท Panaji, central Goa
The Latin Quarter โ narrow lanes of ochre, indigo and green Portuguese houses with overhanging balcรตes, on a hillside above the Mandovi.
Local tip: Walk it in the early morning before the light gets flat, then go up to Chapel of St Sebastian. The houses must be repainted in traditional colours after each monsoon under local convention, which is why it looks the way it does. The Panjim Inn and the Gitanjali gallery are worth going inside.
Old Goa
Landmark ยท 10 km east of Panaji
The UNESCO-listed remains of the Portuguese colonial capital โ the Basilica of Bom Jesus holding St Francis Xavier's remains, and the vast Sรฉ Cathedral.
Local tip: This was once a city larger than Lisbon, abandoned after repeated cholera epidemics; what survives is a handful of churches in open ground. Go early on a weekday. The Museum of Christian Art in the Convent of Santa Monica is almost always empty and is the best thing there.
Divar Island
Hidden gemNature ยท Ferry from Old Goa or Ribandar
An island in the Mandovi reachable only by free flat-bottomed ferry, with Portuguese-era villages, paddy fields and almost no development.
Local tip: Take a scooter onto the ferry and simply ride. Piedade village at the top of the hill has a view over the whole estuary and a church from 1700. Because there is no bridge, it has stayed as it was โ which is the entire point and also why you should leave it as you found it.
Anjuna, Assagao & Vagator
Nightlife ยท North Goa
The northern belt where the long-stay foreign community, the restaurants, the flea market and most of the noise are concentrated.
Local tip: Assagao inland is where the residents actually live and where the better food is; Anjuna's beach strip is where the visitors go. The Wednesday flea market is now largely a tourist operation โ the Saturday night market at Arpora is more interesting and starts late.
Palolem & Agonda
Nature ยท South Goa
Two crescent beaches in the far south, with palm-backed sand, calm water and a fraction of the north's density.
Local tip: Agonda is the quieter of the two and has a nesting olive ridley turtle programme โ the marked nesting areas above the tideline are genuinely protected and worth respecting. Both beaches largely dismantle themselves for the monsoon under seasonal licensing rules, so from June there is very little there.
Dudhsagar Falls & the Mollem forest
Nature ยท Eastern Goa, on the Karnataka border
A 310-metre four-tiered waterfall in the Western Ghats, at its most dramatic immediately after the monsoon.
Local tip: Private vehicles cannot reach the base; access is by authorised jeep from Kulem, and the falls close during peak monsoon for safety. September and October are the window โ full flow, forest still green, and the road open. Book the jeep early in the morning.
