Residence permit (посвідка) & legal status

The law is national and identical to Kyiv's: a TEMPORARY residence permit (посвідка на тимчасове проживання) issued by the State Migration Service on a ground in Article 4 of the Law on the Legal Status of Foreigners, and a separate PERMANENT residence instrument reached only through a prior immigration permit granted by category. Time on a temporary permit accumulates towards nothing. What is different about Dnipro is the shape of the population applying. A large share of foreign nationals here are on international technical assistance projects, NGO employment or medical secondments rather than ordinary corporate contracts — which matters, because the salary floor for a work permit drops from 10 minimum wages to 5 for public associations, charities and educational institutions, and because the international technical assistance ground is a distinct route with its own paperwork. Get the ground right first; everything else follows from it.

    Establish the ground before you travel — and check whether yours is the project route

    For sponsored employment your employer applies to the Dnipropetrovsk oblast employment centre for the дозвіл на застосування праці іноземців. But a great many foreign nationals in Dnipro are not on that route at all: registration on an international technical assistance project, NGO employment, or a medical or academic secondment each has its own documentary basis. Establish which applies before you buy a ticket, because the D visa and the permit both hang off it.

    Get the type D visa, then travel overland by rail

    Citizens of the EU, Switzerland, Liechtenstein and the United States among others may enter visa-free for 90 days in any 180, but that window is not a residence right; the D visa is built for the purpose. Ukrainian airspace has been closed to civil aviation since February 2022, so every arrival is overland: a flight to Poland and then Ukrzaliznytsia across the country. Dnipro is well served by sleepers and Intercity trains from Kyiv and Lviv, and rail is the sensible way in — this is not a city to approach by road from any direction other than the west.

    File at the State Migration Service in Dnipro

    Documents go to the ДМС territorial unit or a ЦНАП administrative service centre covering your Dnipro address, and must be lodged NO LATER THAN 15 WORKING DAYS before your permitted stay expires. Bring the passport, the notarised Ukrainian translation of its data page, the medical insurance policy, the ground documents and the fee receipts; photographs and biometrics are taken on site. Note that oblast-level bodies here carry the name Dnipropetrovsk, not Dnipro — the city was renamed in 2016 and the oblast was not, so do not assume a form is wrong because it uses the longer name.

    Collect the card and register your place of residence

    The permit is collected in person. Then declare and register your place of residence: Cabinet Resolution No. 648 of 13 May 2026, in force since 30 May 2026, governs the procedure, which runs through the Diia portal and the ЦНАП centres. A foreigner additionally produces the passport and the certified Ukrainian translation of its data page, plus the landlord's written consent.

    Then get the tax number, the bank account and the SIM — in that order

    The permit unlocks the rest. The РНОКПП tax number comes next because the bank will ask for it; a bank account follows; a registered SIM after that. Doing them out of order is the most common way to lose a fortnight.

Things most newcomers don’t know

In Dnipro the international technical assistance and NGO routes matter more than the ordinary work permit.

The city's foreign population is weighted towards medical, humanitarian and reconstruction work. Those grounds have their own documentary basis, and the 5-minimum-wage salary floor for public associations, charities and educational institutions is what makes many of the roles viable at all.

Oblast bodies say Dnipropetrovsk; the city says Dnipro.

The city was renamed in 2016 and the oblast was not. Every oblast-level authority you deal with — tax, migration, employment — carries the long name. People waste time believing a form or a website is out of date when it is simply correct.

Time on a temporary permit converts into nothing. There is no five-year settlement rule in Ukraine.

Permanent residence comes from an immigration permit granted by CATEGORY — spouse of a Ukrainian citizen married more than two years, child or parent of a citizen, foreign Ukrainian, or a small annual quota. Ten years on a work permit leaves you exactly where you started.

Common mistakes to avoid

  • Assuming a 90-day visa-free stay can roll into residence. It cannot, and an overstay also blocks the issue of a tax number.
  • Booking a flight. There are none; rail from Kyiv or Lviv is the route.
  • Treating an international technical assistance posting as an ordinary work permit. They are different grounds with different paperwork.
  • Letting the medical insurance lapse mid-permit. It is a listed condition of the permit.
  • For anyone with a Ukrainian parent or birthplace: treating a second passport as protection. Ukraine treats a person it regards as its citizen as a citizen only, with mobilisation and exit restrictions applying to men aged 18-60.
