Things most newcomers don’t know

Cluj sits in a valley with a small number of through routes, and the metro works are on one of them.

The city's road network is constrained by the Someș valley and the hills on either side, so there are fewer parallel routes than the map suggests. Metro construction along the western corridor toward Florești has closed and narrowed sections of exactly the route that carries the heaviest commuter flow. Choosing a flat on the Florești side and a job on the eastern side of the city is the specific combination to avoid until the works finish.

Everything local goes to one city hall, which is a real advantage over Bucharest.

Bucharest splits property tax, vehicle tax, parking permits and local certificates across six sector administrations, and a certificate from one sector is not valid in another. Cluj-Napoca has a single municipality and a single local tax office. Someone who has read Bucharest guidance about establishing their sector first can simply ignore all of it here — the equivalent overhead does not exist.

The Apuseni mountains are close enough that mountain rescue is a Cluj number to have.

The Apuseni range begins less than an hour west of the city and is a genuine mountain environment with caves, gorges and unmarked terrain. Salvamont, the national mountain rescue service, is dispatched through 112 and also reachable directly on 0725 826 668. Cluj people hike there routinely and treat it casually; the weather and the terrain do not.

The rovinietă is bought against the plate and there is nothing to display.

Romania's road usage charge is electronic and enforced by fixed and mobile cameras on the national network. There is no windscreen sticker, so nothing reminds you. Borrowing or renting a car for a trip to Turda or Oradea and not checking the vignette status produces a penalty notice weeks later. Check the plate before the journey.

Assuming a non-EU licence can be exchanged when no reciprocal arrangement exists.
Living on the Florești side and working on the eastern side during metro construction.
Missing the 30-day deadline to declare a vehicle at the city hall.
Driving to the Apuseni or Oradea without a valid rovinietă on the plate.
Treating an Apuseni day walk as a city activity and going without checking the forecast.
