Take your foreign-licence enquiry to the CVR in Harare
The Central Vehicle Registry handles driver's licence documents and data. Its head office is 29 Robson Manyika Avenue, Causeway — combine the trip with anything else you need in town.
In personWho: You - 3
Bring proof of residence in your own name
A recent electricity or municipal bill, not more than three months old. In Chitungwiza the municipal account is often in a landlord's name, so arrange a landlord letter and a copy of the lease as a fallback before you travel.

Expect the VID separately for testing
Any road test happens at a Vehicle Inspectorate Department depot, not at the CVR. Two agencies, one licence.

Decide honestly how you will commute
Driving the Seke Road daily means fuel at ZERA's published pump price — US$1.93 a litre for E20 petrol — plus wear from potholes and long peak-hour queues. A kombi is US$1.00–1.50 each way. Mushika-shika are faster and cost more, and they are unlicensed private cars, which is the trade-off.

Things most newcomers don’t know
The commute decision is bigger than the licence decision.
Almost nothing about the licensing process is specific to Chitungwiza. What is specific is that you will make the Seke Road journey several hundred times a year, and the choice between driving, kombi and mushika-shika is the one that shapes your money, your time and your risk. Price all three honestly before you buy a car.

ZERA publishes the pump price in both currencies, which makes the commute easy to model.
US$1.93 a litre for E20 petrol, or ZWG 51.83 — the regulator prints both. That lets you calculate the true monthly cost of driving north against a US$1.00–1.50 kombi fare, in the currency you are actually paid in.

Mushika-shika are unlicensed, and that is the whole point of them.
They are faster than kombis and they leave when full rather than when the rank marshal says so, which is why commuters use them. They are also uninsured private cars operating outside the licensed system. Knowing that is not the same as never using one, but it should be a decision rather than a default.

Two agencies, one licence — going to the wrong one costs a whole day here.
The VID tests and the CVR issues, and both are in Harare. From Chitungwiza a wasted trip is a morning gone plus fares. Confirm by phone what you need and where before you set off.

Common mistakes to avoid
- Travelling to Harare for a licence matter without confirming which agency handles it.
- Going without proof of residence in your own name.
- Buying a car before honestly pricing the fuel, the potholes and the peak-hour queue against a kombi fare.
- Treating mushika-shika as ordinary licensed transport.
