The flat 12%, the 24% you never see, and the 7% that changes the arithmetic

Moldova charges a flat 12% personal income tax with a personal exemption of MDL 29,700 a year for anyone whose annual taxable income is under MDL 360,000. The employee also pays 9% mandatory health insurance; the 24% social insurance contribution is the employer's and never appears on your payslip. The net effect is that an employee keeps roughly 80% of gross — a much lighter own-burden than anywhere in the EU. Sitting above all of that is the Moldova Innovation Technology Park, where a resident company pays 7% of turnover and nothing else, guaranteed by the state to 2035.

    Establish whether you are a Moldovan tax resident

    Moldova applies the usual tests — domicile, centre of vital interests, and presence for more than 183 days in a calendar year. Residence brings worldwide income into scope. Anyone with income arriving from abroad should get this determined explicitly rather than assuming the immigration permit answers it.

    The employer withholds the 9% health contribution and the 12% income tax, applies the personal exemption, pays its own 24% social contribution and files monthly. Most employees never submit anything. Check the first payslip line by line — the arithmetic should be legible.

    The personal exemption is MDL 29,700 a year, with MDL 9,900 for each dependant and MDL 21,780 for a dependant with a severe disability. From 1 January 2026 education expenses are deductible up to MDL 20,000 a year and, for the first time, cover your own professional development rather than only a dependant's studies.

    A new regime for independent entrepreneurs applies from 1 January 2026: 15% on annual income up to MDL 1,200,000 and 35% above it, with the single tax absorbing social contributions, health insurance and local taxes. No accounting records are required but a cash register is mandatory. It suits some trades and is worse than employment for others.

    File the annual return if you have income outside payroll

    Income outside a single employment — rent, freelance work, dividends, foreign income — goes on the annual declaration to SFS, filed electronically. Register for the electronic services early; dealing with SFS on paper is a choice, and a bad one.

Things most newcomers don’t know

Moldova's headline is 12%, but the number that matters is what leaves your payslip — and it is about 18%.

The order is fixed: gross, less the 9% health contribution, less the monthly slice of the personal exemption, and 12% on what remains. On MDL 20,000 a month that is MDL 1,800 of AOAM, MDL 2,475 of exemption, MDL 15,725 taxable and MDL 1,887 of tax — about MDL 16,300 in hand. Note the exemption switches off once annual taxable income passes MDL 360,000, and above that line the deduction settles at a flat 9% plus 12%. Romania's employee carries 25% pension and 10% health before its 10% income tax even applies; Moldova moved all of that onto the employer. It is the most consequential and least discussed difference between the two countries.

The IT Park's 7% is a turnover tax with a per-head floor, and the floor is what decides marginal cases.

The single tax cannot fall below 30% of the forecast average monthly salary per employee who worked at least one day under an employment contract. The 2026 forecast average is MDL 17,400, so the floor is MDL 5,220 per employee per month. A ten-person company therefore owes at least MDL 52,200 a month regardless of revenue. High-revenue, small-headcount companies win enormously; low-revenue, high-headcount companies can be worse off than under ordinary taxation.

The state guarantee on the 7% runs to 2035, and that guarantee is the actual product.

Parliament extended the park's operating term and the state's guarantee of the 7% rate to 2035, doubling the original ten-year horizon. For a founder choosing a jurisdiction, a legislated rate is worth less than a legislated promise not to change it, and this is one of very few places in Europe offering the second. Note the guarantee is on the rate, not on the eligibility rules, and the list of qualifying activities has been widened since launch.

The digital nomad income bar is indexed to the forecast average salary, so it moves every January.

The route requires income of at least 18 forecast average monthly salaries over the six months before you apply. The forecast average went from MDL 16,100 in 2025 to MDL 17,400 for 2026, which moved the monthly bar from MDL 48,300 to MDL 52,200 — about US$2,992 or €2,597 at the National Bank's rates for 4 August 2026. Every foreign-currency figure published for this route was computed against a particular year and a particular exchange rate. Recompute before you assemble six months of statements.

Common mistakes to avoid

  • Comparing a Moldovan offer to a Romanian or Polish one on gross salary alone — the employee's own burden here is roughly a third of theirs.
  • Assuming the IT Park's 7% is unconditionally cheaper, without modelling the MDL 5,220 per-employee floor.
  • Using a euro or dollar figure for the digital nomad income bar that was calculated for a previous year.
  • Setting up a freelance vehicle on pre-2026 advice, before the new independent-entrepreneur regime and the raised MDL 1.5 million thresholds.
  • Assuming an immigration permit settles tax residence. It does not.
