Converting an overseas licence to an ACT licence

You have three months from taking up residence in the ACT to hold an ACT licence, and conversion is done in person at an Access Canberra service centre. Whether you sit tests depends on two things rather than one: which country issued the licence, and how old you are. Things most newcomers don’t know

Being under 25 costs you the exemption even from an approved country.

Every other state keys the exemption to the issuing country alone. The ACT adds an age condition: under 25, you sit the knowledge test and a practical assessment regardless of where the licence came from. A 23-year-old with a British licence walks into Access Canberra expecting a counter transaction and leaves with a test booking. Nothing else in Australia works this way.

Three months, and the clock starts when you take up residence, not when you land.

Visitors and many temporary visa holders can keep driving on a valid overseas licence. Once you are resident in the ACT the three-month clock runs, and driving unlicensed past it is an offence rather than a paperwork slip — and your insurer may decline a claim. Diary the date you moved in.

Canberra is genuinely car-dependent, and the light rail only serves one corridor.

Light rail runs Gungahlin to Civic and nothing else yet. Stage 2A to Commonwealth Park is under construction with passenger services planned for 2028, and Stage 2B to Woden is still in environmental approvals after the alignment was confirmed in May 2026. Until then, the city is four town centres joined by arterial roads. Unless you live on the Northbourne corridor, budget for a car in a way you would not in Sydney or Melbourne.
