Let the employer clear the hire first
SME's work-visa requirements include a Ministry of Labour declaration, an employment-centre declaration, the contract, the employer's licence and its tax compliance. None of that is yours to chase and all of it sets your start date. Ask for evidence it has started rather than a promise that it will.

Apply for the visto de trabalho from outside Angola
It is a consular visa, applied for at the Angolan mission covering your residence or through SME's portal. Article 55 gives multiple entries and a stay of up to 365 days, renewable for equal periods until the contract ends, authorising only the activity that justified it.

Ask which SME counter actually handles your file
This is the provincial question. Establish early whether your residence application is processed at the SME delegation in Benguela or forwarded to Luanda, and whether any step requires you to appear in the capital. It is a one-question saving of an entire wasted week, and nobody volunteers the answer.

File the residence application
The national file: a letter to SME requesting residence, the completed form, a current atestado de residência, an Angolan criminal-record certificate, proof of means of subsistence, two 4x5 photographs on a white background, a copy of the passport including the residence-fixing visa, and the fee receipt. Temporary residence runs two years and renews for two.

Do not arrive on the tourist exemption expecting to convert
Decreto Presidencial n.º 189/23 waived tourist visas for citizens of 98 countries — 30 days per entry, 90 days a year. It is convenient and it is not a work route: Angola's tourism, short-stay, study and medical visas all expressly prohibit fixação de residência and paid employment. Landing visa-free and hoping to regularise from inside is the expensive mistake, and it is more expensive from a provincial capital.

Angola's immigration law is national but its counters are not evenly distributed. Whether a Benguela residence application is decided locally or in Luanda changes your timeline, your travel budget and when you should start. Nobody tells you unprompted, and the cost of assuming wrongly is a wasted trip.

Legalisations, replacement passports and the licence-validity declaration for the driving exchange all typically go through your country's mission in the capital. From Benguela that is a flight or a courier relationship rather than an afternoon. Build it into the plan rather than discovering it.

Article 82 conditions permanent residence on ten consecutive years of temporary residence — roughly double the European norm. For a corridor project with a defined horizon that may not matter; for anyone imagining settling on this coast, it is the single most important fact in the law.

Common mistakes to avoid
- Assuming a provincial SME delegation can complete every step locally — ask first
- Arriving on the 98-country tourist exemption intending to work
- Leaving document legalisation until you are in Angola, when your embassy is in another city
- Letting the residence card lapse and breaking the 'consecutive' requirement for permanence
- Planning around a visto privilegiado that the 2019 law does not contain
- Budgeting the residence process without the internal travel it may require
