The permesso chain, and registering residence in Puglia's capital
The chain is the national one — nulla osta for sponsored work, a type-D visa, entry, then a permesso di soggiorno filed on paper at a post office within eight working days. Puglia's regional powers cover health and much else but not immigration. What is local is the documentary base: a lease not registered with the Agenzia delle Entrate cannot support residence registration, and residence is the gate to the health card, the driving-licence clock and the evidence you need at renewal. Bari's other local feature is a Questura that handles a port of entry as well as a city.

EU licences work indefinitely. Licences from countries with a reciprocity agreement convert administratively; everyone else sits the Italian theory and practical exams, in Italian, within twelve months of registering residence. Bari is flat, compact and unusually well served by rail for a southern Italian city — but by four operators with four ticketing systems, which is the part nobody explains. Getting that right is worth more than a car for most people; getting it wrong means buying the wrong season ticket and discovering it at a barrier.

You need a codice fiscale for any account, and banks distinguish between resident and non-resident accounts with the latter costing more. A digital bank is the fastest route to a working Italian IBAN. Two local points: documented income and rent payments matter more to a foreigner here than to a local, and Bari's Balkan connections mean a lot of residents move money to and from non-euro countries — which is a genuinely different banking problem from moving it around the eurozone.

SSN registration is compulsory and free for employees, the self-employed and their families, and voluntary for students, elective residents and some permit holders — who since 1 January 2024 pay an income-based contribution with minimums of €700 for students, €1,200 for au pairs and €2,000 for most other adults. Puglia uses the ordinary Italian ASL naming, so unlike Sicily the mainland guides are correct here. The regional context is that the health service's fourth-quarter 2025 accounts showed a deficit large enough to trigger the automatic recovery mechanism, and the regional income-tax surcharge was raised in 2026 as a direct result.

Italian mobile is cheap and every SIM, prepaid included, must be registered against an identity document and a codice fiscale. Fibre across Bari's nineteenth- and twentieth-century grid — the Murat quarter, Libertà , Carrassi, Poggiofranco — is good and predictable, because the buildings are regular and the streets are straight. Bari Vecchia is the exception. The other local wrinkle is roaming: EU rules make Greece free and Albania, Montenegro and Serbia decidedly not, which matters in a city whose weekend trips go across the water.

Residence for tax follows anagrafe registration or having your habitual abode or centre of interests in Italy for more than 183 days in the calendar year, and residents are taxed on worldwide income. Bari's distinguishing fact is the regional surcharge. Puglia redetermined it for the 2026 tax period by decree no. 3 of 28 May 2026, issued by the Regional President as commissioner to cover the health service's fourth-quarter 2025 deficit, giving a scale of 1.33% to €15,000, 2.13% to €28,000, 3.23% to €50,000 and 3.33% above — the statutory ceiling. The comune's own surcharge is the ordinary 0.8% with taxable income up to €15,000 exempt.

What to know before you go
Puglia's regional income tax was raised in 2026 to cover the health-service deficit, and it now hits the legal maximum
CriticalEvery Italian region levies an addizionale regionale IRPEF between 1.23% and a statutory ceiling of 3.33%. Puglia's was redetermined for the 2026 tax period by decree no. 3 of 28 May 2026, issued by the Regional President acting as commissioner to cover the deficit shown in the regional health service's fourth-quarter 2025 accounts, and published in the Gazzetta Ufficiale on 10 June 2026. The resulting scale is 1.33% up to €15,000, 2.13% to €28,000, 3.23% to €50,000 and 3.33% above that. Sicily, four hours down the coast, charges a flat 1.23%. This is the single largest tax difference between Bari and the other southern Italian cities in this app, it is not visible on any relocation calculator, and it is directly connected to the hospital budget — which makes it the rare tax fact that also tells you something about the service.
The comune softens it: Bari exempts the first €15,000 from its own surcharge
ImportantThe municipal surcharge in Bari is the ordinary 0.8%, applied under a delibera of 31 July 2012 and confirmed each year since, with taxable income up to €15,000 exempt entirely. That is the most generous exempt band of the four cities added here — Catania exempts €7,500, Genoa €14,000, and Palermo has no exempt band at all. On a modest salary the municipal side of the bill is therefore nothing; on a good one, the regional side more than makes up for it. If you are negotiating a gross salary, model both surcharges rather than assuming the national rate is the whole story.
Four different railway companies run out of Bari Centrale, and they do not share a ticket
ImportantTrenitalia runs the national network. Ferrotramviaria runs the Bari Nord line, including the link to Karol Wojtyła airport. Ferrovie del Sud Est runs the lines into the Valle d'Itria and the Salento. Ferrovie Appulo Lucane runs south-west to Altamura and Matera. Four operators, four sets of tickets, four apps, and platforms that in some cases are in a different part of the station complex. Nothing about this is signposted for a newcomer, and a regional ticket bought from the wrong one is simply not valid. Work out which company serves the route you will actually use before you try to buy a season ticket.
Bari is a working port to the Balkans, and that shapes the city more than tourism does
Good to knowThe port handled around 1.6 million ferry passengers and 4.2 million tonnes of cargo in 2025, with year-round sailings to Greece, Albania, Montenegro and Croatia alongside a growing cruise business. Practically, that means a large, long-established Albanian and Greek community, direct overnight routes that make a weekend in Durrës or Corfu genuinely easy, and a logistics and shipping-services economy that is a real employer rather than a tourism sideline. It also means the seafront belongs to the port for a good part of its length, which is worth knowing before you picture a promenade.
The Puglia health service is the thing your extra tax is paying for, and it is under pressure
ImportantHealth here runs through Regione Puglia and, in the city, ASL Bari and the Policlinico di Bari, the region's main teaching hospital. The 2026 surcharge increase exists because the regional accounts to the fourth quarter of 2025 showed a health-service deficit that triggered the automatic recovery mechanism. That is the honest framing to give a newcomer: the care is a national entitlement, the hospitals are real and the Policlinico is a serious institution, and the regional finances are strained enough that the recovery mechanism has been engaged. Expect waiting times that vary sharply by facility, and get into the habit of asking the CUP for the earliest slot anywhere in the region rather than the nearest.
The old town and the Murat grid are two different cities with one postcode
Good to knowBari Vecchia is the medieval peninsula: San Nicola, the cathedral, lanes that were genuinely rough within living memory and are now heavily restored, short-let and busy at night. The Murat quarter behind it is a nineteenth-century Napoleonic grid of wide straight streets, solid apartment blocks, lifts and shops. They are five minutes apart and are entirely different propositions to live in — the first is beautiful and loud with unpredictable buildings, the second is unremarkable and works. Most arrivals romanticise the first and end up in the second, and that is usually the right sequence to discover in that order.

Basilica di San Nicola
Landmark · Bari Vecchia
The eleventh-century Romanesque church built to hold the relics of Saint Nicholas, brought here from Myra by Barese sailors in 1087.
Local tip: The crypt holds a Catholic altar and an Orthodox one, and Orthodox liturgy is celebrated there — it is one of very few churches in Italy where that is routine. Go on a Thursday evening for the Orthodox service and the atmosphere is completely different from a Catholic mass.
Strada delle orecchiette (via Arco Basso)
Food · Bari Vecchia
A single narrow lane where women make orecchiette by hand on tables outside their front doors and sell them from the same tables.
Local tip: It is a genuine domestic industry rather than a performance, and it is also now heavily visited — buy from a doorway further along rather than the first one, and buy the dried version if you are taking it home. Go before eleven.

Neighborhood · Along the eastern seafront
The Fascist-era monumental promenade, wide and straight for kilometres, with the palazzi of the Murat expansion facing the Adriatic.
Local tip: This is where Bari walks, runs and takes the passeggiata, and it stays busy well after dark in summer. The section past the Teatro Margherita towards the Fiera is the calmer end; the stretch by the Molo San Nicola is where people actually gather.

Culture · Murat quarter
Italy's fourth-largest opera house, privately built in 1903, burned down in 1991 and reopened after nineteen years of legal and reconstruction battles.
Local tip: The reopening in 2009 was a genuine civic event, and the story of the fire and the rebuilding is worth reading before you go. Tickets are cheap by Italian opera standards and the upper tiers are often available on the day.
Polignano a Mare & the Adriatic coast
Nature · 35km south-east
A town on a limestone cliff over a shingle cove, with sea caves under the houses and the coastal road running south towards Monopoli.
Local tip: The Ferrovie del Sud Est line gets you there without the parking fight, which in summer is the whole game. Go out of season if you can — in August the cove is genuinely full — and eat at Monopoli, ten minutes further on, where the harbour is working rather than photogenic.

Hidden gemCulture · Carrassi, south of the centre
A Russian Orthodox church built before the First World War for pilgrims coming to San Nicola, in a quiet residential quarter well away from the tourist route.
Local tip: It was transferred back to the Russian Orthodox Church a little over a decade ago and is an active parish, not a monument. It explains something about Bari that nothing in the old town does — this has been a pilgrimage destination for the Orthodox world for nine hundred years.
