Establish whether you need a RUC at all
An employee taxed through payroll may not. Anyone invoicing, running a business or working independently does, and it becomes the spine of everything else — including the constancia de cumplimiento tributario Migraciones asks for.

Register with DNIT and get the constancia de persona física
This is the document the DNM's solvency annex names for independent traders and service providers, alongside three months of IVA returns or a year's IRP.

Keep the returns you will need in two years
The permanent-residence solvency annex asks independent workers for the last three months of IVA declarations or the last year's IRP, plus a tax-compliance certificate, and says the filings must show movement. Filing nil returns for two years defeats the purpose.

Territorial taxation is not the same as no taxation, and where income arises is a legal characterisation rather than a preference. Your home country's rules apply independently of Paraguay's.

Four of the twelve solvency categories in Migraciones' annex are satisfied with DNIT documents. Treating tax registration as a chore to defer means arriving at the conversion with nothing to show.

Migraciones asks for filings that 'show movement'.
A dormant RUC with nil returns proves nothing. If you are self-employed and want permanent residence, the returns have to reflect real activity across the temporary period.
The low-tax reputation is about territoriality more than about rates.
The headline rates are low, but the structural feature is that foreign-source income falls outside the net. That is also the part most likely to be misapplied by someone working remotely from Asunción for a foreign employer.
Common mistakes to avoid
- Assuming that living in Paraguay makes foreign income untaxed everywhere. Your home country has its own tests.
- Registering a RUC and never filing — it damages the very compliance certificate you will need.
- Relying on a tax rate quoted on a relocation blog. DNIT is the authority; confirm bands with it before acting.
